About this file
This is a Delivery Matrix that establishes the timeline and Performance Work Statement (PWS) references for all deliverables required under the Spangdahlem Total Maintenance contract. The matrix organizes deliverables into three categories: those due within 30 days of contract start, recurring monthly and quarterly submissions, and time-sensitive or as-needed items. Initial deliverables due within 30 days include a 100% inventory verification of all equipment and refrigerant gases with corresponding checklists, an annual PM schedule, initial Quality Control Plan (QCP), emergency call number notification, and base access requests. The contractor must also establish PM services with a monthly schedule commencing the first workday of each month and submit PM findings by the 7th of the following month. Quarterly inventory updates are due by the last week of each quarter, while annually a refrigeration leak report must be submitted by January 30th. For unscheduled maintenance work orders, the contractor is required to submit a requested proposal per work order within 14 days of request and complete the work within 45 days of notice to proceed. Recurring administrative deliverables tied to invoice submission include monthly summaries of work performed and summaries of remaining funds. Base access request renewals must be submitted 60 days prior to expiration, and Quality Control Plan updates are due within 7 days of any changes. All deliverables must be logged and tracked in DeCA's Service Order Management System (SOMS) per the PWS requirements.
