About this file
This is a Questions and Answers (Q&A) document and site visit record for the DISA Global Columbus Furniture Upgrade solicitation (832674621). The document addresses clarifications sought by prospective contractors regarding governing specifications, furniture configuration requirements, and scope ambiguities across multiple contract line items (CLINs).
Key technical clarifications confirmed include: the furniture system must function as one continuous unit with a circular watch desk configuration and supporting straight desk arrangement with a single entry point; monitor arm configuration must support four monitors in a 60-inch space (contractor discretion on whether four individual arms, two-way arms, or alternative configuration); the 36-inch separation requirement between classified and non-classified networks applies to the complete workstation layout; and furniture specifications in Attachment 5c govern linear consoles while Attachment 5a governs center consoles, with PWS specifications applying to both. The government confirmed 68 linear workstations (10 in circular configuration), 85 office chairs, approximately 24,000 feet of CAT6 cable, and 85 electrical connections as governing quantities. The raised floor platform with ramps and handrails was removed from project scope. The temporary wall requires two egress doors and sound attenuation if classified discussions will occur; card reader and fire protection work are excluded from contractor scope. Sprinkler modifications, construction work, and old cable removal are not authorized. The proposal submission deadline remains August 19, 2026, at 2:00 PM CDT. Contractors may work with subcontractors to complete furniture installation, IT work, and carpet laying components, each funded under separate CLINs; failure to complete all required elements results in contract disqualification. The site visit record confirms no ceiling grid or temporary wall line photographs were authorized, and no additional site visits will be offered.

We kindly request clarification on the following items:
1. Governing Document – Attachment B (WS-14) vs. Attachment 5a Please clarify which document shall govern in the event of any discrepancy or conflict between Attachment B (WS-14) and Attachment 5a regarding furniture configuration, design intent, and installation requirements.
FURNITURE SYSTEM MUST BE ONE CONITUOUS UNIT
The contractor needs to determine how to connect the furniture consoles so that there is a circular watch desk and supporting straight desk configuration that becomes one system with one entry point for the watch desk.
2. Monitor Arm Configuration Requirement Please confirm the required monitor arm configuration for the workstation systems.
The solicitation identifies a requirement for 312 total monitor arms, while the WS-14 documentation references a four-monitor configuration.
Please clarify whether the requirement is:
· One (1) four-monitor arm system per workstation;
· Four (4) individual single-monitor arms per workstation; or
· Another configuration intended by the Government.
A CONFIGURATION THAT WILL SUPPORT 4 MONITORS IN A 60 INCH SPACE
It is up to the contractor to figure out if that means 4 monitor arms or two-way arms or another configuration that meets the requirement of 4 monitors that can be raised and lowered at each workstation.
3. Classified / Non-Classified Network Separation Requirement The WS-14 documentation references a 36-inch separation requirement between classified and non-classified networks.
Please confirm whether this requirement applies to the complete workstation layout shown on drawing I-100.
Additionally, please provide guidance on how this requirement should be coordinated with the workstation spacing and console arrangement shown on the I-100 layout.
4. Basis of Design – Battle Captain Consoles and Additional Furniture Components The provided WS-14 documentation appears to provide detailed information primarily for the 68 straight spanner consoles.
Please provide clarification regarding the Basis of Design or required specifications for the following additional components:
· 10 Battle Captain bridge consoles;
· Utility cabinets; and
· Storage console.
CONSOLES THAT WILL SUPPORT BATTLE CAPTAIN AND STORAGE REQUIREMENTS.
The consoles may have removable slidable or rollable cabinets. It is up to the contractor to figure it out with the best furniture system that will meet the specified requirements.
Please confirm whether specific manufacturer/model references are required for these components or whether equivalent products meeting the required functional, dimensional, and performance requirements will be acceptable.
Your clarification on these items will assist GovCrest in preparing a complete, accurate, and compliant proposal.
No specific manufacturer/model references are not required but the specifications for the furniture system found in Attachment 5c must be addressed.
Q&A from 8/6/26
Can you advise if client would be willing to separate the consoles scope from the IT work and carpet laying option.
The Project is one effort with several components. Furniture installation is already separated in the contract vehicle from IT work and Carpet laying. Each have separate CLINs. The entire project must be completed at the conclusion of the 60 day period.
IT work and carpet work are not core competencies of Console manufactures. In this instance we would be disqualified for not committing to a couple of your Clins.
The contractor can work with subs to complete each element of the contract. If a contractor is unable to find subs for whatever element resulting in an incomplete project of required elements then YES, that would disqualify them from the contract award. The contractor could choose to submit a bid excluding optional elements.
Q&A from 8/12/26
1. Question deadline. Attachment 6a (revised 31 July 2026) states questions are due Wednesday, 12 August 2026. Section 6a, paragraph 1.2 as embedded in the RFP body states 19 August 2026. Please confirm the operative date.
Q&A was due on the 12th, the proposals are due on the 19th. The old 6a attachment will be removed when all Q&A are posted and site survey result info as another RFP amendment
1. Offers deadline: Please confirm whether the operative date for submission of offers remains August 19, 2026, 2:00 PM CDT.
Yes, it remains August 19, 2026, 2:00 PM CDT
1. Site visit record. Attachment 6a, paragraph 1.2 provides that a record of the site visit will be distributed to all contractors as an amendment. Please confirm when that record will be issued, and whether it will include photographs of conditions above the ceiling grid and along the proposed temporary wall line. Will a second site visit be offered, and if so, will the proposal due date be adjusted?
This document is the record of the site visit that will be distributed to all contractors. No. There are no photographs authorized from the site visit. No contractors determined to view conditions above the ceiling grid at the time of the walk thru. Resources were made available. Additional tabletop discussion occurred after the walk thru until all questions from contractors were exhausted.
1. Raised floor platform scope. Sheets I-500, I-501 and I-502 of Attachment 5a depict a 12-inch raised access floor platform, ABA-compliant ramps and handrails. No CLIN in Section B and no PWS paragraph appears to reference these items. Please confirm whether they are within the priced scope of CLIN 0003, and if so, under which CLIN the raised floor system, ramps and handrails are to be priced.
The raised floor was removed from the project.
1. Layout configuration. PWS 5.3.2 requires 68 linear workstations with 10 in a circular orientation consistent with drawing I-501 (Attachment 5a). Attachment 5b, labeled "Attachment A on PWS," depicts a square configuration. Please confirm which layout governs.
Attachment A provides the specifications for each workstation. Yes. The center is circular
1. Order of precedence among attachments. PWS 5.8 establishes precedence of the PWS over attachments but does not rank the attachments against one another. Attachment 5a and Attachment 5c (WS-14) conflict on work surface dimensions, storage configuration, power distribution method and monitor arm configuration. Please confirm which attachment governs where they differ.
5A focuses on the center consoles and 5C the linear consoles. The specification outlined in the PWS hold true for both 5A and 5C
1. Monitor arms, CLIN 0004. PWS 6.2.1.2 describes gas-spring arms each supporting one 24-inch monitor with 12 inches of vertical adjustment. Attachment 5c specifies a single arm holding four monitors. If a proposed console system integrates monitor arms into the workstation, should CLIN 0004 be priced separately at 312 units, or carried within CLIN 0003 and shown at no separate charge?
The specifications outlined in the PWS hold true for both 5A and 5C
1. Temporary wall, CLIN 0008. Please confirm: (a) construction type — demountable partition or conventional stud and gypsum; (b) height — to finished ceiling or full deck to deck; (c) required sound attenuation rating and test standard; and (d) unit of measure, as CLIN 0008 shows a quantity of 120 while PWS 6.2.1.7 describes 120 linear feet.
Please see specifications outlined in the PWS. Card reader has been removed. Construction types may vary. Sound Attenuation Definition: Required if classified discussions will occur; involves adding sound-deadening materials.
1. Fire protection at the temporary wall. If the wall extends above the ceiling grid to structure, relocation or addition of sprinkler heads under NFPA 13 may be required. No CLIN or PWS paragraph addresses fire protection work. Please confirm whether sprinkler modification, permitting and inspection are within contractor scope.
No Construction is authorized for this project.
1. Access control, CLIN 0008. Please confirm whether the card reader and intrusion detection components are government-furnished or contractor-supplied, whether integration to an existing access control system is required, and who performs credentialing and system enrollment.
Removed.
1. Quantity reconciliation. Please confirm the governing quantities where documents differ:
(a) existing workstations to be removed — PWS 5.2 states 77, PWS 6.1.1.1 states 69;
(b) office chairs — CLIN 0010 and Attachment 3 state 82, PWS 6.5.1 as amended by Amendment 01 states 85;
(c) electrical connections — CLIN 0007 and the EPL Summary tab state 82, the EPL Materials tab states 85;
(d) CAT6 cable — CLIN 0006 states 24,000 feet, while the PWS drop counts at 150 feet each total approximately 24,600 feet.
a. Some cubes will be relocated vs removed
b. 85
c. 85 (some connections may already exist for relocated furniture)
d. Approximately 24000 feet. (some cables could be reused for relocated and installed furniture)
1. Attachment 5d. Attachment 5d (WS-4) specifies two 7'-0" x 7'-0" workstations for rooms 1307 and 1309. No CLIN references these units. Please confirm whether they are within scope and under which CLIN they are to be priced.
No Office furniture will be replaced
1. Pricing template administration. FAR 52.212-2 as replaced by Amendment 01 directs pricing submission on "Attachment 2," while the EPL is posted as Attachment 3. Additionally, CLIN numbers on the EPL Materials tab (0009 lockers, 0010 chairs, 0011 carpet, 0012 whiteboards) do not match the Section B schedule (0009 carpet, 0010 chairs, 0011 whiteboards, 0012 lockers). Please confirm the correct pricing template and CLIN alignment.
Will be corrected on amended RFP
· 2 doors for egress
· Is that a J9 ask or taken from input from the contractors? J9. They also nix the card reader requirement so that will bring down the cost of the wall. I think it is a wash.
· Is it required or suggested? The cheapest route for the temp wall is the way to go as long as we are compliant.
They said required for egress.
· Removal of old cabling
· Is local J9 IT not part of this?
· Would think they would play in the removal.
Does not need to be removed. It is up to J9. Asking the contractors to remove it will add $$ to the contract.
· Abandon in place is not ideal for any future work that may need to be done in the facility We can add that to the contract if you would like. We can also have DG432 remove it or ask J9.
· From the Q&A session
· Do you have a list of the questions that the contractors brought up? Would be interested to see what was discussed in that forum The KO has the list of questions so far. We are still in the Q&A phase. I can get you what we have so far.
· Any concerns with the 60-day timeline of the project? No concerns from contractors or J9.
· Any concerns with the furniture configuration from the vendor teams? No concerns with the configuration.
· Temporary seats
· How many SCIF seats are we using for the contractors? Six
· Temp J9 seats for CIVs
· Is that 5 seats or 5 civilians at 24x7 support? Yes
· Any issues traversing the project space while the vendor is installing the new furniture? No issues. We will put a walk line like they have here at Hill for the HaC Furniture project.
· We need to make sure it is clear with the vendor that only Mike Reid, Jeremy Rose, or DITCO can adjust what the contractors are doing. Yes.
· If staff are walking through that space I want to avoid a situation where someone tries to provide guidance to the vendor who isn’t permitted to do so. They will be limited to the walk line/path
· Storage/IT inventory
· Would like to hear more on this. A lot if not all of the equipment is NOT DISA Global funded – want to make sure we stay organized on where things move for accountability. Concur. Work in Progress.
· Do we risk the machines falling off the domain? Yes
· This could be problematic when going to return to the space. Agreed. Defer to DG432
