About this file
This file is a Federal Acquisition Regulation (FAR) provision template titled "Buy American Certificate" (FAR 52.225-2, October 2022 version).
The provision requires offerors to certify the domestic or foreign origin of end products being proposed in response to federal solicitations. Offerors must certify that each end product is a domestic end product, except those listed separately as foreign end products. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. Offerors must separately identify line item numbers of domestic end products containing critical components. The provision includes blank tables for offerors to list foreign end products by line item number, country of origin, and domestic content percentage, as well as to identify domestic products with critical components. The government will evaluate offers in accordance with FAR Part 25 policies and procedures. This is a standard template clause used by contracting officers to ensure compliance with Buy American Act requirements in federal solicitations.
