About this opportunity
NASA's Shared Services Center seeks one medium voltage transformer for John C. Stennis Space Center, with quotations due May 27, 2026 by 2:00 PM CST. This is a 100% total small business set-aside with a firm-fixed-price purchase order.
Place of performance is John C. Stennis Space Center, MS 39529. The transformer is a three-phase, 5,000 kVA unit with primary rating of 15 kV class with taps and secondary rating of 4160 V at 60 Hz, pad-mounted design with stainless steel tank, copper windings, mineral oil dielectric, and outdoor tamper-resistant enclosure. Compliance is required with IEEE C57.12.00 (2021), IEEE C57.12.34 (2022), IEEE C57.12.90 (2021), and additional IEEE and NEMA standards. The transformer must be commercial off-the-shelf with ISO 9001 quality system certification or equivalent, and must include factory acceptance testing prior to shipment. Delivery is required no later than May 2027, FOB Destination.
The procurement is subject to Buy American Act requirements under FAR Part 25. Transformers must be manufactured in the United States with domestic components exceeding 65% of total component cost, or qualify as COTS with U.S. manufacture only. Foreign end products receive a 30% price evaluation factor penalty and will be considered for award only if no acceptable domestic offers are received or domestic offers are deemed unreasonable in price. An SBA Nonmanufacturer Rule waiver permits small business offerors to supply transformers manufactured by businesses of any size, provided the transformer qualifies as a domestic end product. All foreign end products must be explicitly declared on FAR 52.225-2; failure to declare results in non-responsiveness.
NAICS code is 335311 (size standard: 800 employees). Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology on a sequential basis: the Government evaluates the lowest-priced offer first for technical acceptability on a binary Acceptable/Unacceptable basis requiring full compliance with all SOW requirements; if acceptable, award is made; if not, evaluation proceeds to the next lowest-priced offer. Price reasonableness is determined under RFO FAR 12.204(a). Past performance is reviewed for responsibility purposes only. Award is intended based on initial quotations without discussion. Offerors must hold prices firm for 90 calendar days from submission deadline. Point of contact is Caitlin Angstadt at Caitlin.e.angstadt@nasa.gov. Questions are due May 15, 2026 by 12:30 PM CST.
