About this file
This is a Questions and Answers document for RFP 80SSC026Q0002, a small business set-aside procurement for a transformer acquisition. The document does not establish response dates, award dates, or pricing terms, but rather clarifies technical specifications and country-of-origin requirements through vendor inquiries and government responses.
The transformer specifications require a primary voltage of 13,800 kV in delta connection and secondary voltage of 2400/4160 in wye connection. The high-voltage configuration must be live front with wall-mounted porcelain bulk bushings rated at 600A on the high-voltage side and 1200A on the low-voltage side, complying with IEEE C57.12.36, IEEE 386, IEEE C57.12.90, IEEE C57.12.00, ASTM, IEEE C57.12.28, and NEMA standards. The transformer must be oil-filled for outdoor installation with extended lifespan, featuring a 75°C temperature rise. Installation will be performed by local electricians, with the government requiring familiar engineers to conduct final field testing and commissioning. Regarding country of origin, the procurement is subject to the Buy American statute under FAR Part 25, requiring transformers to be manufactured in the United States with domestic components exceeding 65% of total component cost (or U.S. manufacture only if COTS-qualified). Foreign end products will receive a 30% price evaluation factor penalty as a small business set-aside preference, and will only be considered for award if no acceptable domestic offers are received or if domestic offers are deemed unreasonable in price. An SBA Nonmanufacturer Rule waiver permits small business offerors to supply transformers manufactured by businesses of any size, provided the offered transformer still qualifies as a domestic end product.

Question and Answers
Question Answer Can you please confirm the primary and secondary voltages and if they are delta/wye configurations?
Primary voltage 13,800+B2:B21 kV delta connection. Secondary voltage 2400/4160 WYE connection.
Are any restrictions with the country of origin of the transformer?
This acquisition is set aside for small businesses and is not subject to the Trade Agreements Act (TAA); instead, the Buy American statute applies under FAR Part 25. The government is not strictly prohibited from purchasing a foreign-made transformer; however, strict domestic preferences apply. Offerors will need to declare any proposed foreign end product within FAR 52.225-2.
Domestic End Product Test: To qualify as a domestic end product, the transformer must be manufactured in the United States, and the cost of its domestic components must exceed 65% of the total cost of all components. (Note: If the item qualifies as a Commercially Available Off-the- Shelf (COTS) item, the 65% component test is waived, but U.S. manufacture is still strictly required).
Small Business Set-Aside Preference: Because this procurement is a Total Small Business Set- Aside, any offered foreign end product will be evaluated by adding a 30% price evaluation factor to its proposed price to ensure domestic offers receive preferential treatment in accordance with
FAR 25.106.
Nonmanufacturer Rule Waiver: An SBA Nonmanufacturer Rule waiver applies to this procurement. Therefore, small business offerors are permitted to supply a transformer manufactured by a business of any size (including large businesses). However, please note that the SBA waiver does not waive the Buy American statute. The offered transformer must still qualify as a domestic end product to avoid the 30% price evaluation factor.
Foreign Offers: Foreign end products will only be considered for award if no acceptable domestic offers are received, or if domestic offers are determined to be unreasonable in price after the 30% evaluation factor is applied to competing foreign offers.

Question and Answers
Please confirm the exact primary voltage and connection for the 15 kV class transformer, and confirm whether the high-voltage configuration is dead front or live front, including required bushing rating/type, fusing, loadbreak switches, and surge arresters.
Primary voltage: 13,800 kV. Bushing, live front, HV bushing 600A, LV bushing 1200A, wall mounted porcelain bulk bushings HV, wall mounted bushings in ANSI segment 2. IEEE C57.12.36 (distribution substation transformer), IEEE 386 (Bushing), IEEE C57.12.90 (factory testing), IEEE C57.12.00 (impulse & resistance test), ATSM & IEEE C57.12.28 for stainless steal tank, NEMA standard .
Could you please let me know if this project will require the installation of the transformer?
Local Electricians will install MV transformer but we need familiar Engineers to perform final field testing and commissioning plan.
The vendor pointed out that oil-filled transformers typically have a temperature rise limit of 75°C, and anything above that generally falls under the category of dry-type transformers. However, the specifications we received clearly mention that the transformer should be oil-filled.
Is an oil-filled transformer (75°C temperature rise) acceptable for this project, or do you require a dry-type transformer with a higher temperature rise?
Oil filled transformer is preferred for outdoor and last longer lifespan.
Please confirm the exact primary voltage and connection for the 15 kV class transformer, and confirm whether the high-voltage configuration is dead front or live front, including required bushing rating/type, fusing, loadbreak switches, and surge arresters.
