About this file

This is an addendum to FAR 52.212-2 that establishes the evaluation criteria and award methodology for a commercial products and services solicitation under the Revolutionary FAR Overhaul (RFO). The Government will award a Firm-Fixed-Price (FFP) Purchase Order to the responsible offeror providing the Lowest Price Technically Acceptable (LPTA) solution.

The evaluation process employs a sequential approach beginning with price ranking. The Government will evaluate the technical proposal of the lowest-priced offer first, and if deemed technically acceptable with reasonable pricing, that offeror receives the award. If the lowest-priced offer is found technically unacceptable, the Government proceeds sequentially to the next lowest-priced offer until one is determined to be technically acceptable and price-reasonable. Technical acceptability is evaluated on a binary Acceptable/Unacceptable basis, requiring the offeror to demonstrate full compliance with all requirements specified in the Statement of Work (SOW). Price reasonableness will be determined in accordance with RFO FAR 12.204(a). Past performance will be reviewed for responsibility purposes only, with offerors lacking relevant past performance experience treated neutrally. The Government intends to make award based on initial quotes without discussion, requiring offerors to submit their most competitive pricing in their initial response.

ADDENDUM TO FAR 52.212-2

EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

As prescribed in Revolutionary FAR Overhaul (RFO) FAR 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:

1. BASIS FOR AWARD

The Government will award a Firm-Fixed-Price (FFP) Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, provides the Lowest Price Technically Acceptable (LPTA).

The evaluation process will begin by ranking all quotes by total evaluated price from lowest to highest. The Government will then evaluate the technical proposal of the lowest-priced offer first.

If that offer is determined to be technically acceptable, the evaluation process ends and that offeror will receive the award, subject to a determination of price reasonableness. If the lowest-priced offer is found technically unacceptable, the Government will proceed to evaluate the next lowest-priced offer. This process will continue sequentially until a quote is determined to be technically acceptable and the price is deemed reasonable.

2. FACTOR 1: TECHNICAL ACCEPTABILITY

Technical proposals will be evaluated on an Acceptable /Unacceptable basis. To receive an "Acceptable" rating, the offeror must demonstrate compliance with all requirements specified in the Statement of Work (SOW).

Rating Description

ACCEPTABLE

The proposal clearly meets the minimum requirements of the solicitation and

SOW.

UNACCEPTABLE

The proposal does not clearly meet the minimum requirements of the solicitation and SOW.

*Note: Past performance will be reviewed for responsibility purposes IAW RFO FAR Part 9. An offeror without a record of relevant past performance will not be treated favorably or unfavorably.

3. FACTOR 2: PRICE

Price will be evaluated for reasonableness. The Government will determine price reasonableness in accordance with RFO FAR 12.204(a).

The Government intends to make an award based on the initial quote received without discussion.

Offerors should submit their most competitive pricing in the initial response.
