About this file
This is Section B of Solicitation 75H70126R00016 for Whiteriver Hospital construction services. The solicitation establishes a lump-sum pricing structure organized into base contract line items (CLINs) and optional CLINs, all priced at unit price of Lump Sum (LS).
The base contract comprises four CLINs: CLIN 0001 covers Phase I construction of the new hospital facility, facilities building, chiller plant, and pump house, plus Phase II demolition of the existing hospital; CLIN 0002a addresses Phase I and II on-site sitework including underground utilities, earthwork, storm sewer, driveways, sidewalks, heliport, paving, landscaping, and irrigation; CLIN 0002b establishes temporary construction water and electrical utility services with a Not-To-Exceed value of $1,000,000, with costs reimbursed via receipts and subject to modification if exceeded; and CLIN 0003 covers off-site utilities including water, sanitary sewer, drainage, surface water treatment plant improvements, and wastewater package treatment. The contractor must provide all labor, equipment, materials, supplies, supervision, tools, permits, transportation, quality control, PPE, and coordination with authorities. Twelve optional CLINs (0004-0015) are available for enhancement items including water filtration systems, acoustic treatments, circadian lighting, photovoltaic systems, medical equipment, and utility campus improvements. The solicitation requires Economic Price Adjustment (EPA) for material costs (FAR 52.216-4) with a detailed schedule covering 14 material categories such as asphalt shingles, various pipe types, steel, concrete, and lumber. All pricing must include applicable state, local, and tribal taxes, including Tribal Employment Rights Office (TERO) fees. Wage determinations per FAR 52.222-6 apply, with the primary category being building construction; heavy or highway construction work exceeding $2.5 million is considered substantial and triggers multiple wage determinations. Options may be exercised at award or within 90 days of Notice to Proceed.
