About this file

This is an Amendment to Solicitation (Standard Form 30, Amendment A00008) dated January 21, 2026, issued by the Indian Health Service Division of Engineering Services for Solicitation No. 75H70126R00004. The amendment updates the proposal due date to January 30, 2026 at 2:00 PM PT and provides several substantive modifications to the original solicitation. The project is Kyle Health Center ASHRAE 170 Upgrades and Roof Replacement, procured as a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS code 236220, with an anticipated construction magnitude between $1,000,000 and $5,000,000. Key amendments include: (1) revised SF 1442 form with updated proposal submission requirements; (2) updated bid schedule Attachment J07; (3) amendments to Section B regarding evaluation of options under FAR Clause 52.217-5 and 52.217-7; (4) removal of LED lighting upgrades for the penthouse from the Statement of Work; (5) amendments to Section I.1 adding FAR Clause 52.217.7 for Option for Increased Quantity – Separately Priced Line Item; and (6) amendments to Section M regarding evaluation criteria. Offerors are required to acknowledge receipt of all amendments by number and date on their cover letter or via signed SF 30 submission.

The Statement of Work specifies a comprehensive 365-calendar-day project from Notice to Proceed involving design and replacement of HVAC equipment to ensure ASHRAE 170 Standard compliance and complete membrane roof system replacement. Major deliverables include: replacement of two air handling units with DDC components, controls, UV-C treatment, bipolar ionization, and humidification systems; replacement of two boilers, three circulating pumps, one chiller, and four minisplit systems; replacement of five suspended unit heaters, two cabinet heaters, and five radiant floor heaters; installation of one new minisplit system; cleaning and sealing of ductwork; replacement of high plume exhaust fan and propane vaporizer; and penthouse renovations including epoxy flooring, wall painting, and door/frame replacement (excluding LED lighting per this amendment). The design phase requires submission of pre-design investigation, 35%, 95%, and 100% design development documents with government review cycles, followed by construction. All materials require COR approval prior to ordering, and the contractor must provide a one-year warranty including materials and labor with no deductibles. A performance bond and payment bond are required within 10 days of award, and the contractor must comply with infection control and pre-construction risk assessment requirements established by facility management.
