About this file
This document is a set of Questions and Answers (Q&A) for a federal contract solicitation for the Kyle ASHRAE 170 Upgrades and Roof Replacement project, issued by the Indian Health Service (IHS) in Seattle, Washington. The project involves comprehensive upgrades to a medical facility, including mechanical, electrical, and roofing systems. Key requirements include replacing HVAC equipment, VAV boxes, ductwork, pneumatic controls, and installing a new PVC roof membrane with specific criteria such as a minimum 60 mil thickness, 4" rigid insulation, and meeting Very Severe Hail Zone requirements. The facility will remain operational during construction, with work limited to Monday through Friday, 8 AM to 5 PM, and multiple projects may occur simultaneously. The total contract duration is 365 days, including a design phase, and the contractor must coordinate with ongoing facility operations and potential other concurrent projects.
The Q&A document addresses numerous technical details, including requirements for commissioning new equipment, cleaning and sealing ductwork, electrical panel specifications, and fire alarm system compatibility. Contractors must meet minimum design standards, provide load calculations for specific equipment, and ensure all new systems comply with current codes and standards. The project emphasizes replacing existing systems in-kind with modern equivalents, with specific attention to electrical, mechanical, and roofing components. The solicitation allows for some flexibility in manufacturer selection, provided contractors meet the specified minimum performance criteria, and includes provisions for coordinating work in an active outpatient medical facility.

28 Roofing: What type of roof system are we designing?
Mechanically fastened or adhered?
Mechanically fastened.
29 Roofing: The addition plans call out a ¼” thermal barrier over the roof deck, is this a requirement for the new roof system?
No, the entire roof, including the addition, will be constructed and installed the same way. The addition plans were included for reference. See information attachments.
30 Roofing: For the 15-year Warranty are there any special requirements such as increased wind speed or hail?
Kyle experiences severe hail and wind events. The design should account for the worst-case scenario in this location.
31 Roofing: From the as-builts it appears that the current tapered insulation assembly is sloped at an 1/8” per foot, whereas the new design criteria is calling for a ¼” per foot slope which will double the thickness of the insulation assembly. Can this be accommodated by the existing construction?
The design will meet the minimum slope requirements for flat roofs as specified by the International Building Code.
32 Roofing: Steel or aluminum and what thickness for the sheet metal flashings and trims?
Match existing.
33 Roofing: For the cover board they are calling for a High Hail Resistance; there is either a Severe Hail or Very Severe Hail, please clarify what rating they are looking for.
Very Severe.
34 Mechanical: Are shop drawings submittals and/or O&M Manuals available for the existing equipment installed on site?
This information would be useful to produce drawings and size new equipment.
See informational attachments.
35 Mechanical: Are existing Revit models and/or AutoCAD drawings available for use by the Contractor’s design team for use in creating the new Revit model? Creation of a new Revit model with field verification of existing conditions will likely require more time and effort from a design standpoint and will likely require more time than is currently available within the stated schedule included with the RFP.
Removed the REVIT design requirements.
36 Mechanical: We understand a BIM model (Revit) will be required for the Penthouse portion of the design. Will 2-dimensional AutoCAD drawings be acceptable for the remaining balance of the building? A field-verified LOD 300 Revit model of the areas beyond the Penthouse will add considerable time and expense to the project, in particular where devices such as VAV boxes, etc. can be depicted in an 2-dimensional AutoCAD drawing. There is likely not enough time in the entire design schedule of 105 days to accomplish a field-verified LOD 300 Revit model of the balance of the building.
Refer to answer 35. 2-D model of the ahu and other equipment will be required.
37 Mechanical: Providing HVAC load calculations for the entire facility will add considerable time and effort from a design standpoint and will likely require more time than is currently available within the stated schedule included with the RFP. Are we expected to provide HVAC load calculations for the entire facility or is it acceptable to match existing equipment sizes during replacement?
We need load calculations for the chiller to ensure it meets the facility's requirements. We don't need these calculations for all the equipment. Verify the air handling units are sized currently..
38 Mechanical: The existing drawings indicate HVAC systems using plenum return in some areas. Are there areas where plenum returns need to be eliminated by providing return air ductwork?
Not at this time.
39 Mechanical: Does scope include design of new R.O. System for humidifiers? From our standpoint, this is not clear in the RFP
SOW.
If the humidifier for the air handlers requires RO, it will be included in the design.
40 Mechanical: Have the existing hydronic systems (heating and cooling) been tested and are the existing fluids acceptable for reuse? i.e. can the existing hydronic fluids be captured and reused?
No testing has been completed in the last four years. The contractor may take a sample to verify the fluids. New fluids will be required.
41 Mechanical: What are the current glycol percentages in the heating and cooling systems? Example Heating 50%? - Cooling -
Unknown. Contractor will need to refer to the chill specifications and take a fluid sample.
42 Mechanical: We understand all hydronic piping and related insulation will need to be replaced within the Penthouse. Will the piping and insulation replacement scope of work in the
All piping and insulation in the penthouse will be replaced. The insulation in the mechanical room is all that is required at this point.
balance of the building be limited to that necessary to accommodate equipment replacement?
43 Mechanical: Is it acceptable to properly cap and abandon existing pneumatic control lines above the ceiling, rather than full removal? Full removal will likely mean work above ceilings that may not be necessary if abandoned in place.
Full removal is required.
44 Mechanical: Is the pneumatic to DDC control replacement limited to the equipment being replaced, or is the intent to fully replace all pneumatic controls with DDC?
Fully replace all pneumatic controls with DDC.
45 Electrical: What exactly is the classification of this facility?
Ambulatory Hospital?
Business occupancy. Outpatient Facility.
46 Electrical: Can the specific IECC to be applied to the project/equipment be identified?
Yes, as long as it meets the minimum design standards.
47 Electrical: Will re-inspection by the manufacturer be required to confirm and update the lightning master label?
1. Are we to document existing (from latest system/roof drawings) and redraw for re-installation?
2. Will specs be required?
No, as long as the equipment is returned to its original installation location. As-builts are provided.
48 Electrical: Our proposal can only facilitate compliance of new/2023 NEC and other code requirements for the systems and equipment directly being updated, intending to replace-in-place. A few examples/related concerns that necessitate that approach -
1. NEC 2023 requires out-swinging electrical room doors equipped with panic hardware. We don’t see these sorts of things being corrected in the contact, but when it is listed as a code to comply with, we need to limit “compliance” to the new replacements. Is this acceptable?
2. NEC 2023 requires fault current calculations. To study the entire facility is a daunting task and will require a lot of effort. We can argue that the study should be limited to only panels and equipment we are replacing. Is that the direction we are to quote?
This RFI question is not related to this project.
In review of the power riser, it appears the panels are rated per a previous fault current study. Can we presume that a detailed fault study is not required?
3. NEC 2023 section 517 would typically require a coordination study. We did not receive anything suggesting a power coordination analysis has been performed. One is typically required for Healthcare, specifically those complying with IHS and FGI standards. To study the entire facility is a sizable task and will require a lot of effort. It seems like it falls outside the scope of an equipment replacement project. We can argue that any study should be limited to only panels and equipment we are replacing.
But, even then we are guessing. Not knowing the exact conditions nor the healthcare emergency power path to compliance that may have been allowed by an AHJ, we feel it appropriate to exclude EES power coordination and any resulting corrections at this time.
i. Is that the direction we are to proceed?
ii. Is a formal SKM or similar study/information available from a coordination study?
a. If so, can we get a copy?
b. If not, are we required to provide a study under the equipment upgrade project? Note – this would be pretty expensive
iii. We can perform this work at a later time should it be deemed necessary.
49 Electrical: Who will be the acting AHJ’s for this project?
Specifically related to Fire and NEC.
The Project engineer, with the assistance of the Area Life Safety Engineer.
50 Electrical: Who is specifying and providing the UV-C lighting? The contractor. This will be apart of the AHU design.
A00003, dated 18 December 2025 51 The revised SOW calls for the cleaning and disinfecting of the supply and return ductwork. It also calls for ductwork to be sealed. Does sealing refer to the duct work system after cleaning or the resealing of the ductwork seams with new joint sealer? If new joint sealer is required it may involve of removal and re-instillation of the exterior duct insulation. Please clarify the intent of "ductwork shall be sealed".
The ductwork needs to be cleaned, disinfected, and sealed. Joint sealant should be applied where necessary. For lined ductwork, use Carlisle/Hardcast sealant RE-500, and for galvanized ductwork, use RS-100. The external insulation does not need to be removed. The preferred method is to use a robot to seal the ductwork from the interior to keep the exterior insulation intact.
52 The work at the existing ductwork and HVAC VAV replacement requires lots of work above the existing suspended acoustical ceiling tiles. Previously bid projects at this location (IHS MATOC Seed Project) included removal and replacement of large portions of the suspended acoustical ceiling system. Will this work be coordinated with other work occurring in the facility under separate contracts or should the removal and replacement of the suspended acoustical ceiling systems as required for this work? Please clarify.
The replacement of the suspended acoustical ceiling system is part of the MATOC seed project. This work will be coordinated with the project if possible. If the ceiling work is completed before the VAV replacement, the ceiling tiles will need to be removed and reinstalled.
53 Please clarify the anticipated Fire Alarm scope of work for this project. It is our understanding that a new fire alarm is currently being installed at the facility.
Refer to answer 3.
54 What are the owner occupancy expectations for the building while the specified work scopes are being completed? There are several other projects current and pending which may be occurring simultaneously in this facility which may affect work sequencing and flow. Please clarify if the owner will be occupying the building and if so what are these space requirements. Additionally will other work be occurring onsite
The facility will operate from Monday to Friday, 8 AM to 5 PM.
Various projects may occur simultaneously, depending on material ETA and scheduling.
simultaneously? The phasing requirements, if required could add sufficient time and costs. Please clarify occupancy and space requirements.
56 Given that the project involves sensitive indoor environments, we need to identify what areas or rooms require for containment, Infection Control and Access Restrictions. Please advise what ICRA level is required the demolition and construction activities.
Provided.
57 Please clarify the duct cleaning and sealing requirements. For example: NADCA (National Air Duct Cleaners Association) requirements for cleaning, Leakage Standards for sealing such as SMACNA, or are there other required standards?
Industry standards specify these two requirements.
58 We see no hazardous material survey report in the supplied documents. Are hazardous material such as lead or asbestos present in the facility. Please provide survey if available.
Refer to answer 13.
59 We respectively request a time extension until after the holidays. Obtaining the required pricing from venders and suppliers is slow this time of year and will only get worse as the month progresses.
Extended to January 8, 2026. See the revised SF1442
What brand are the electrical panels on this project?
All panels have been upgraded to Schneider Electric NQ series with Square D breakers in 2024. Electrical panel replacement is not included in this project.
61 When replacing the ACUs pumps, other units is it just voltage to voltage, or a new circuit?
All equipment must meet or exceed current specifications, including electrical requirements. If a new circuit is necessary, this will be addressed during the design phase.
62 In the Bid schedule it has one set bid proposal field, in the drawings it has 2 alternates located in drawings J01 A (2): did you want all (3) proposals on the bid schedule document?
The provided drawings are for reference only. The notes on the drawings do not pertain to this project. Please use the bid schedule provided in this solicitation.
63 What is the current make/yr/model of the Fire Alarm System? (info needed for electrical requirements)
The fire alarm system is not being replaced on this project.
64 Amendment 2 - Example Roof Membrane Specification:
Was this the spec used for the recover the 1990 origianl roof? If so As Built drawings 10-29-90 roof detail page 17 shows gypsum sheathing over the metal deck.
From Example spec: Existing Roof Type: EPDM 1. Existing Roof Thickness: 4” 2. Core Samples: Yes Attachment Type: Mechanically Fastened D. Deck Type:
Steel Deck (22 ga) States no gypsum sheathing in place.
Will there be a gypsum sheathing board required?
No, the entire roof system will be redesigned as if the roof was being constructed in 2026. The roof deck will be the first layer.
65 Amendment 2 - Example Roof Membrane Specification:
2.1 MANUFACTURER : A. Manufacturer: Duro-Last Roofing
B. All roofing system components to be provided or approved by Duro-Last Roofing, Inc.
C. Substitutions: Not permitted. This is a closed spec?
We can use A system utilizing FM Global’s Very Severe Hail rating?
Yes.
66 From Amendment 0002, the SOW lists Duro-Last PVC membrane as the minimum design criteria (SOW page
5) and the example specification provided lists Duro- Last Roofing as the manufacturer with no substitutions permitted (example specification page 6). Is it the Government’s intention that this solicitation be restricted to Duro-Last brand roofing?
The contractor shall meet the minimum criteria for the new roofing system. Minimum criteria:
1. Class 1 vapor barrier
2. 4" rigid insulation
3. Tapered insulation designed to drain to existing roof drains
4. Cover board/assembly that meets the requirements of Very Severe Hail Zone (FM Global Zone for Kyle, SD)
5. PVC membrane with minimum thickness of 60 mil.
6. Minimum 15 yr warranty
*** the roof assembly is not limited to durloast
67 The building utilizes an open-air plenum for return. Are procedures being completed within the facility that would require an update to the building general construction and existing return air system to meet compliance? Is air pressure monitoring compliance necessary for any spaces within the facility?
Not at this time.
68 Has the pharmacy already been modified to meet the new USP requirements or will those modifications be necessary within this project?
Yes.
70 Please approve Ryan Company Inc.’s boiler manufacture as an equal or alternate boiler manufacture?
Yes the Weil McLain is approved.
A00004 dated 12/22/2025 71 The questions and responses in RFIs 65 and 66 do not definitively answer the root cause of the questions, specifically is this project limited to Durolast Brand roofing assemblies?
the roof assembly is not limited to durloast. Contractor is to install a PVC membrane with a minimum thickness of 60 mil. The membrane can be thicker.
