No, the entire roof, including the addition, will be constructed and installed the same way. The addition plans were included for reference. See information attachments.

30 Roofing: For the 15-year Warranty are there any special requirements such as increased wind speed or hail?

Kyle experiences severe hail and wind events. The design should account for the worst-case scenario in this location.

31 Roofing: From the as-builts it appears that the current tapered insulation assembly is sloped at an 1/8” per foot, whereas the new design criteria is calling for a ¼” per foot slope which will double the thickness of the insulation assembly. Can this be accommodated by the existing construction?

The design will meet the minimum slope requirements for flat roofs as specified by the International Building Code.

32 Roofing: Steel or aluminum and what thickness for the sheet metal flashings and trims?

Match existing.

33 Roofing: For the cover board they are calling for a High Hail Resistance; there is either a Severe Hail or Very Severe Hail, please clarify what rating they are looking for.

Severe.

34 Mechanical: Are shop drawings submittals and/or O&M Manuals available for the existing equipment installed on site?

This information would be useful to produce drawings and size new equipment.

See informational attachments.

35 Mechanical: Are existing Revit models and/or AutoCAD drawings available for use by the Contractor’s design team for use in creating the new Revit model? Creation of a new Revit model with field verification of existing conditions will likely require more time and effort from a design standpoint and will likely require more time than is currently available within the stated schedule included with the RFP.

Removed the REVIT design requirements.

36 Mechanical: We understand a BIM model (Revit) will be required for the Penthouse portion of the design. Will 2-dimensional AutoCAD drawings be acceptable for the remaining balance of the building? A field-verified LOD 300 Revit model of the areas beyond the Penthouse will add considerable time and expense to the project, in particular where devices such as VAV boxes, etc. can be depicted in an 2-dimensional AutoCAD drawing. There is likely not enough time in the entire design schedule of 105 days to accomplish a field-verified LOD 300 Revit model of the balance of the building.

Refer to answer 35. 2-D model of the ahu and other equipment will be required.

37 Mechanical: Providing HVAC load calculations for the entire facility will add considerable time and effort from a design standpoint and will likely require more time than is currently available within the stated schedule included with the RFP. Are we expected to provide HVAC load calculations for the entire facility or is it acceptable to match existing equipment sizes during replacement?

We need load calculations for the chiller to ensure it meets the facility's requirements. We don't need these calculations for all the equipment. Verify the air handling units are sized currently..

38 Mechanical: The existing drawings indicate HVAC systems using plenum return in some areas. Are there areas where plenum returns need to be eliminated by providing return air ductwork?

Not at this time.

39 Mechanical: Does scope include design of new R.O. System for humidifiers? From our standpoint, this is not clear in the RFP

SOW.

If the humidifier for the air handlers requires RO, it will be included in the design.

40 Mechanical: Have the existing hydronic systems (heating and cooling) been tested and are the existing fluids acceptable for reuse? i.e. can the existing hydronic fluids be captured and reused?

No testing has been completed in the last four years. The contractor may take a sample to verify the fluids. New fluids will be required.

41 Mechanical: What are the current glycol percentages in the heating and cooling systems? Example Heating 50%? - Cooling -

Unknown. Contractor will need to refer to the chill specifications and take a fluid sample.

42 Mechanical: We understand all hydronic piping and related insulation will need to be replaced within the Penthouse. Will the piping and insulation replacement scope of work in the

All piping and insulation in the penthouse will be replaced. The insulation in the mechanical room is all that is required at this point.

balance of the building be limited to that necessary to accommodate equipment replacement?

43 Mechanical: Is it acceptable to properly cap and abandon existing pneumatic control lines above the ceiling, rather than full removal? Full removal will likely mean work above ceilings that may not be necessary if abandoned in place.

Full removal is required.

44 Mechanical: Is the pneumatic to DDC control replacement limited to the equipment being replaced, or is the intent to fully replace all pneumatic controls with DDC?

Fully replace all pneumatic controls with DDC.

45 Electrical: What exactly is the classification of this facility?

Ambulatory Hospital?

Business occupancy. Outpatient Facility.

46 Electrical: Can the specific IECC to be applied to the project/equipment be identified?

Yes, as long as it meets the minimum design standards.

47 Electrical: Will re-inspection by the manufacturer be required to confirm and update the lightning master label?

1. Are we to document existing (from latest system/roof drawings) and redraw for re-installation?

2. Will specs be required?

No, as long as the equipment is returned to its original installation location. As-builts are provided.

48 Electrical: Our proposal can only facilitate compliance of new/2023 NEC and other code requirements for the systems and equipment directly being updated, intending to replace-in-place. A few examples/related concerns that necessitate that approach -

1. NEC 2023 requires out-swinging electrical room doors equipped with panic hardware. We don’t see these sorts of things being corrected in the contact, but when it is listed as a code to comply with, we need to limit “compliance” to the new replacements. Is this acceptable?

2. NEC 2023 requires fault current calculations. To study the entire facility is a daunting task and will require a lot of effort. We can argue that the study should be limited to only panels and equipment we are replacing. Is that the direction we are to quote?

This RFI question is not related to this project.

In review of the power riser, it appears the panels are rated per a previous fault current study. Can we presume that a detailed fault study is not required?

3. NEC 2023 section 517 would typically require a coordination study. We did not receive anything suggesting a power coordination analysis has been performed. One is typically required for Healthcare, specifically those complying with IHS and FGI standards. To study the entire facility is a sizable task and will require a lot of effort. It seems like it falls outside the scope of an equipment replacement project. We can argue that any study should be limited to only panels and equipment we are replacing. But, even then we are guessing. Not knowing the exact conditions nor the healthcare emergency power path to compliance that may have been allowed by an AHJ, we feel it appropriate to exclude EES power coordination and any resulting corrections at this time.

i. Is that the direction we are to proceed?

ii. Is a formal SKM or similar study/information available from a coordination study?

a. If so, can we get a copy?

b. If not, are we required to provide a study under the equipment upgrade project? Note

– this would be pretty expensive

iii. We can perform this work at a later time should it be deemed necessary.

49 Electrical: Who will be the acting AHJ’s for this project?

Specifically related to Fire and NEC.

The Project engineer, with the assistance of the Area Life Safety Engineer.

50 Electrical: Who is specifying and providing the UV-C lighting? The contractor. This will be apart of the AHU design.
