About this file
This document provides the evaluation factors for a solicitation seeking proposals for electrical power generation systems as part of a service life extension program for 270-foot Medium Endurance Cutters. The solicitation will result in an indefinite-delivery, indefinite-quantity contract to upgrade the electrical systems on up to thirteen cutters. Proposals are due by October 25th and will be evaluated based on technical factors including systems integration and design approach, production capabilities, performance and reliability, management and quality assurance, and technical documentation. Past performance and price will also be evaluated with technical factors being more important than past performance, and both technical and past performance significantly more important than price. The Coast Guard intends to make award without discussions to the offer representing the best value based on these evaluation factors.
