| NO | QUESTIONS | ANSWERS | |
| 1 | Section_C-4_CDRL states that Provisioning Technical Data AClass (Preliminary), A-CLASS ELC-008; is due within 7 months after receipt of order for ACLASS ELC-003 [Integrated System Design: A Class (Preliminary)], which is significantly later than “Within 10 weeks after delivery of A-Class Work Package”. Which is the correct requirement? | The requirement for Preliminary Technical Data A CLASS ELC-008 is 7 months after receipt of order for Integrated System Design: A Class ELC-003. See revised section C-4, A-Class ELC-0008 | |
| 2 | SOW 4.12 invokes Section 508 of the Rehabilitation Act, which requires federal agencies to develop, procure, maintain and use information and communications technology (ICT) that is accessible to people with disabilities. This must be referring to physical access, such as people in wheel chairs, or people with hearing or vision impairments or those using any other kind of physical aids. It is not clear how that is applicable to a USCG cutter manned by crews without disabilities. Can the Government provide some clarity to how the Offeror will apply this requirement? | Section 508 compliance covers electronic deliverables such as reports and ensures that they are delivered in formats readable by technologies that aid those with disabilities. | |
| 3 | SOW Section 6.1.2 stipulates that drawings must be in AutoCAD format and produced to a commercial shipyard production level of detail. Please advise if commercial format is acceptable. | Yes, the commercial format is acceptable for the content of the drawings. | |
| 4 | SOW Section 6.2.5 requires a "Shipboard Mechanical Interface Drawing" to define "all mechanical connections ... which can be disconnected in the course of normal servicing of the generators sets. Permanent joints ... need not be depicted." Similarly, Section 6.2.6 narrowly addresses the requirement for a drawing defining how the generator set and exhaust silencer are to be mounted to their respective foundations. Other than the interface drawings, the scope does not identify any requirement for ripout and installation drawings that depict changes to the cutter's fuel, lube oil, and sea water cooling systems nor to the structure or deckplating in way of the foundations. Please confirm that the Government and not the Contractor is responsible for developing all the ripout and installation drawings for the Coast Guard Yard. | Yes, the Government is responsible for developing all the ripout and installation drawings for the Coast Guard Yard. | |
| 5 | Attachment C-1 Technical Specification: Ship Service & Emergency Diesel Generator Sets, section 1.1.3, identifies a maximum height dimension of 81 inches for the entire generator set including all accessories mounted on a common skid. Does this include the height of the flexible joint attached to the engine exhaust elbow? | Yes. | |
| 6 | The current configuration on the 270 WMEC EDG alternator is air cooling. The RFI indicated a requirement for an air cooled EDG winding as well, but the solicitation (paragraph 3.2 of Section C-1) indicates that all generator winds are required to be water cooled. Please confirm. Further, please confirm whether the EDG alternator windings are to be water cooled. If water cooled is required, will additional engineering and drawings be required or if the Contractor's role is limited to providing the calculations. | The Solicitation supersede the RFI. All windings shall be water cooled. Yes, the contractor role is limited to providing the calculations. | |
| 7 | Section 1.2.6 states "Generator set and/or alternator shall be resiliently mounted to the skid." Will USCG accept if the skid is resiliently mounted to the foundation instead? The NORTHLAND is set up this way. | Yes, see revised Section C-1, 1.2.6. | |

| 14 | Please clarify the following inconsistencies on the Pricing Sheet Attachment J-2: a. Pricing Worksheet instructions: Please clarify whether offerors are to fill in highlighted cells on the Total Price tab or only on the 6 tabs listed in the 2nd paragraph of the instructions | a. To clarify, the instructions are revised in Amendment 000007: Tabs (1-6) are now listed and identified with the instructions. | |
| b. Several highlight cells on the TOTAL Price worksheet contain formulas which apparently should not be filled in by offerors We recommend that a different highlight color be used to indicate cells for which values are calculated or imported from other tabs and should NOT be filled out by offerors. This applies to CLINs for On Board Repair Parts, System Stock Parts, Technical Support, and Onboard Training. Similarly, all cells in the Total Price column (column G) on the TOTAL PRICE worksheet contain formulas and do not appear intended for fill-in by offerors despite being highlighted. | b. As identified by Amendment 000007 instructions, all other CLINS not identified, fill in the unit price on the total price tab. | ||
| c. The TOTAL PRICE worksheet formula for CLIN1013AB, cell G108, in Ordering Year 2 contains the product of two grayed-out cells for which there are no entries. We believe the proper entry for this cell should be ( =’Onboard Training’!E15 ) | c. The proper entry for cell for CLIN1013AB, cell G108, in Ordering Year 2 is corrected. | ||
| d. The TOTAL PRICE worksheet formula for CLIN5004AC, cell G245, in Ordering Year 6 does not apply the 2x QTY indicated for this item in cell E245 | d. The TOTAL PRICE worksheet formula for CLIN5004AC, cell G245, in Ordering Year 6 is corrected. | ||
| e. The TOTAL PRICE worksheet entry of $20,000 for Travel in Ordering Year 6 (CLIN5017, cell G265) does not appear to reflect the estimated quantity of two (2) complete shipsets of equipment and associated tech support shown in the “Table of Estimated Quantities”. We believe this value should be $40,000, as is provided in the subsequent years in which 2 shipsets are planned for each year. | e. The value of $40,000 is now listed in year 6, per Amendment 000007 | ||
| f. The TOTAL PRICE worksheet entry for CLIN7009AB, cell G331 appears to be incorrectly entered as zero. We believe this cell should contain the formula ( =E331*F331 ) | f. The TOTAL PRICE worksheet entry for CLIN7009AB, cell G331 is corrected. | ||
| g. Please clarify the significance of the INITIAL DELIVERY ORDER worksheet. This information does not appear to be pulled into the TOTAL PRICE worksheet. All of the pricing requested on this sheet is provided elsewhere in the J-2 workbook, but is not linked to this tab. Does the total evaluated price utilize the total year 1 value on the INITIAL DELIVERY ORDER tab, or the total for ORDERING YEAR 1 as calculated on the TOTAL PRICE tab? | g. The instructions in Amendment 000007 is revised. Tab (6) Initial Delivery Order does not calculate over. The Offeror shall complete this tab and as identified, this will be the pricing for the initial delivery order. | ||
