70Z02319RAVS03000 Amendment 000004
Question and Answers regarding the Solicitation
Question: 1. The posted statement of work indicates that the existing switchboards will be refurbished and modernized and not totally replaced.
Answer: The SOW does not specifically exclude the replacement of the switchboards if it is in the best interest of the USCG. The SOW is for an integrated design and procurement of materials for the electrical power generation system.
The scope of the SOW is therefore much greater than just the replacement or refurbishment of the switchboards.
Question: 2. If the prime mover’s power output rating meets the 475-575ekW rating at EPA Tier II level and we propose a generator set that meets EPA Tier III, but due to the Tier III configuration, the output power drops to 450ekW, is that acceptable?
Answer: The output power for the proposed generator set must be within the range specified in Section C-1 (1.1.2) and meet the emission regulations as specified in Section C-1 (2.2.1).
Question: 3. Your requirement is that the generator sets are compliant with both
EPA and IMO regulations. Is a unit that is EPA Tier III and IMO Tier II acceptable?
Answer: If the vendor proposes a generator set that does not meet the emissions regulations as specified in Section C-1 (2.2.1), then the vendor must provide justification within their proposal in accordance with Section L and Section M of the RFP. In response to the specific question about the acceptability of IMO Tier
II, there are guidelines (2013 guidelines as required by regulation 13.2.2 of
MARPOL ANNEX VI in respect of non-identical replacement engines not required to meet the tier III limit) that state that Tier III is not required if “a replacement engine of similar rating complying with Tier III is not commercially available.” There are also other guidelines within this regulation that may allow the acceptance of IMO Tier II.
Question: 4. For the Technical Volume, may we submit 15 double-sided printed pages for a total of 30 typed pages?
Answer: Section L, Instructions Conditions and Notices to Offerors, Revised
9.25.19; L.11 Technical Volume Instructions; paragraph (a) states: (a) Technical proposals shall not exceed 30 typewritten pages printed on 1 side.
Question: 5. For the Past Performance Volume, Price Volume, and Administrative
Volume, are single-sided printed pages required or may we prepare double-sided printing?
Answer: Section L, Instructions Conditions and Notices to Offerors, Revised
9.25.19; L.10 General Proposal Instructions, m (1), Lists sections L.11 Past
Performance Volume, L12 Pricing Volume, and L13 Administrative Volume as
None to the amount of pages submitted. There is no specification as to whether those pages shall be single or double sided.
Question: 6. Section E, page 2 – DHS Form 700-21 Unable to Identify this form.
Answer: Amendment 000004 updates the section to only reference DHS Form
700-21 in paragraph E.5 (a) DHS Form 700-21. Additionally the form is added to the solicitation in this amendment (see Section J for attachment number J.110).
Question: 7. Section F – Should paragraph (b) say “less than” vice in “excess?”
Answer: The four clauses in Section F 52.216-18, 52.216-19, 52.216-22, and
52.217-9 are removed in Amendment 000004. They were already located in
Section I with the intended language. The Section I clauses 52.216-18, 52.216-19, 52.216-22, and 52.217-9 are not changed.
Question: 8. Section F – Delivery Schedule indicates a ship check of and A Class and a B Class, but SOW say one ship check of A Class or B Class as requested by
USCG. Will two ship checks and subsequent reports be required?
Answer: This is an IDIQ contract and therefore some quantities like ship checks may be ordered multiple times. Section 5.3 “Ship Check and Ship Check Report” of the SOW is written generically to cover a ship check and a ship check report of either an A or B Class as required per the SLEP installation schedule. The DRLs in section C-4 support the execution of an A-Class ship check & report and a B-Class ship check & report with the option for other ship checks & reports during full rate production. Therefore a minimum of two (one A-Class, one B-Class) ship checks and ship check reports are estimated to be ordered.
Question: 9. Section L.12.a.1 of the Solicitation states "Offerors shall submit three (3) references for previous Government contracts whose effort is/was recent and relevant to the effort required by this RFP." Please clarify whether past performance references are to be restricted only to U.S. Federal Government contracts, or whether contracts with state governments and other public entities, or strictly commercial contracts are also eligible for citation as a past performance references. Please also clarify whether past performance references are restricted only to Prime contracts with the U.S. Government or public entities, or whether offerors may cite projects in which they served in a subcontractor role to, for instance, a commercial shipyard executing a Prime contract with a U.S.
Government or public entity.
Answer: No. Past Performance references is not restricted to government references. Section L, Instructions, Conditions and Notices to Offerors, (a) (1) is changed via Amendment 000004 to read: Offerors shall submit three (3) references for past or current contracts (including Federal, State, and local government and private) whose effort is/was recent and relevant to the effort required by this RFP.
No. Past performance references are not only restricted to Prime contracts.
Offerors may cite projects in which they served in a subcontractor role. Those references submitted must however be contracts whose effort is/was recent and relevant to the effort required by this RFP.
Question: 10. SOW C.5.4.3.1-5.4.3.3 refers to the Fault Current Analysis, Protective Device Coordination Study, and Arc Flash Analysis used to support the design. While these SOW requirements do reference NAVSEA T9300 and IEEE
1584, the level of detail required in these studies/analyses is not clearly defined.
Furthermore, such studies may require information about downstream switchboards, panels, and other equipment outside the scope of the project.
Request the Government more clearly define the scope of these studies, and in particular, whether they may exclude such downstream systems, or whether the
Government will provide the necessary information as GFI.
Answer: The USCG can provide any previously completed studies requested by
SOW Section C 5.4.3.1 - 5.4.3.3 for reference as GFI after award to the selected
Vendor (Note that the USCG has not previously completed an Arc Flash Analysis on a 270’ WMEC). Downstream systems must be analyzed by the Contractor and included in the assessments as required by the SOW. The scope of this project includes an integrated system design to ensure the new system and subcomponents are safely and adequately integrated within the existing shipboard systems.
Question: 11. Request the Government provide reference T9070-A1-DPC-
020/300-2 “Fault Current Calculations and Protective Device Coordination for 60 and 400 Hz power systems supplied by rotating machinery (1995)", which is called out in NAVSEA T9300
Answer: The requested reference T9070-A1-DPC-020/300-2 from Section C.
Statement of Work, 5.4.3.1 and 5.4.3.2 can be obtained by following the procedures outlined in the RFP, Section I. If the selected Vendor is unable to obtain this reference, the USCG can provide as GFI after award.
Question: 12. Paragraph 2.10.5.5 of Attachment C-1 gives an outlet connection for the silencer of 8" 150 psi ANSI B16.5 flange. Please clarify if the inlet flange is the same size and specification.
Answer: The intent of Attachment C-1 Technical Specification, paragraph 2.10
Exhaust System, 2.10.5.5 “SSDG Silencers” is that the outlet of the silencer must connect to the existing 8" exhaust system on the ship with a 150 psi ANSI flange connection point. The vendor is responsible for determining the connection of the outlet of the silencer to the shipboard 8" exhaust either by a direct connection or a transition piece from the silencer outlet to the shipboard exhaust. There is no requirement specified on the silencer inlet as that will be determined by the size/backpressure requirements of the exhaust on the diesel engine. The vendor is responsible for providing any adaptors or transition pieces necessary for the installing activity to connect the diesel exhaust outlet to the silencer using standard
NPS piping.
Question: 13. Paragraphs 2.14.1 and 3.4.2 of Attachment C-1 reference
NVR. Please clarify that this should be SVR.
Answer: The requirements of the SOW are called out as specified in Attachment
C-1 Technical Specification, paragraph 2.14 Guards and Shields and paragraph
3.4.2 Excitation. The reference to NVR has been removed in section 2.14 and
3.4.2.
Question: 14. (Paraphrased) RFP, Section L.2, Pages 1-2 provide the directions in regards to obtaining Government Furnished Information (GFI). We have requested and received access to the (https://assist.dla.mil/online/start/) website but have been unable to locate any of the required documents.
The (https://assist.dla.mil/wizard/index.cfm) website is not working and gives an error. We have left a message at the following number (215) 697-2197 and have not received a response. The (215) 697-2667 phone number is not in service.
Could we provide a list of GFI and would the Government be able to provide the items we are that we were unable to locate?
Answer: The clause at FAR 52.211-2 Availability of Specifications, Standards, and Data Item Descriptions Listed in the Acquisition Streamlining and
Standardization Information System (ASSIST), does list a telephone number (215)
697-2197 that appears not to be working.
The website (2) Quick Search (http://quicksearch.dla.mil/) works. Specific GFI may be searched and accessed using that website. We’ve found that typing the reference works, but pasting the same text can give an error.
