About this file

This is a request for proposal for electrical power generation system upgrades for 270' Medium Endurance Cutters. The Coast Guard seeks to extend the service life of up to thirteen cutters by replacing generator sets, modifying switchboards, and upgrading other electrical components. Offerors should propose integrated designs and component sets including air-start diesel generator sets, switchboard retrofit kits, and technical support services. Proposals are due by October 25th, and the Coast Guard intends to award an indefinite-delivery, indefinite-quantity contract to the selected offeror. The North American Industry Classification System code for this procurement is 336611. Interested parties must register in the System for Award Management, and the solicitation notes that some requirements are controlled under the International Traffic in Arms Regulations.

1.0 BACKGROUND 75

1.1. The United States Coast Guard (USCG) in support of the 270’ Medium Endurance Cutter (WMEC) 76 Service Life Extension Program (SLEP) is looking to complete a service life extension of the existing 77 electrical power generation system on the 270’ WMECs. This Statement of Work (SOW) and the 78 Technical Specifications require the selection and procurement of new commercially available diesel 79 generator sets and the integrated design and procurement of components to integrate the new generator 80 sets into the existing shipboard electrical system. This includes the design for modification, refurbishment 81 and/or modernization of the switchboards (SWBD) and the existing shipboard electrical distribution 82 system and components to fully integrate the new generator sets, address obsolescence and extend the 83 service life of the 270’ WMECs for a minimum of 15 years from installation or approximately 20 years 84 from contract award. Tentative delivery schedule would support prototype installations in FY21 and 85 FY22 with SLEP full rate production (FRP) of six (6) to nine (9) cutters between FY23 and FY28 and a 86 maximum of thirteen (13) cutters by FY30. 87

1.2. The SLEP is intended for completion on 270’ WMEC B-Class cutters, however this contract will also 88 cover the procurement of the integrated design and components required for installation onboard 270’ 89 WMEC A-Class cutters. There are some design differences between the two classes which must be 90 examined by the Contractor. The first install is planned for completion on a B-Class cutter, so all 91 requirements of this SOW and the Technical Specifications must first be met for the B-Class. 92

1.3. The USCG 270’ WMECs are equipped with three generator sets. Two generator sets are used for ship 93 service and one generator set is used for emergency power. The existing Ship Service Diesel Generator 94 (SSDG) sets consist of a Caterpillar D398TA engine coupled to a KATO Engineering Model 6P6-1350 95 generator. The existing Emergency Diesel Generator (EDG) set consists of a Caterpillar D348TA engine 96 coupled to a KATO Engineering Model 4P4-1900 generator. These generator sets are rapidly becoming 97 unsupportable and obsolete. These components and those identified within this SOW and Technical 98 Specifications are to be recapitalized with new, supportable equipment. 99

1.4. The electrical distribution system for the 270’ WMECs consists of two ship’s service switchboards (1S 100 and 2S) and an emergency switchboard (1E). Both ship’s service switchboards are co-located in a single 101 cabinet in the main machinery space and the emergency switchboard is located in the aft steering space. 102 These switchboards are comprised of an enclosure, circuit breakers, generator controls/regulation, various 103 meters and instruments, bus bars and power management logic. The existing switchboards are original to 104 the cutter from delivery and are at or over 30 years old. The USCG is looking to limit the refurbishment / 105 upgrades to only the required changes to adequately integrate the new generator sets into the existing 106 shipboard electrical distribution system and to extend the service life of the switchboards by addressing 107 obsolescence. The replacement of existing switchboards will be considered if it is in the best interest of 108 the USCG. 109

1.5. State of the market, Commercial off the Shelf (COTS) equipment is highly desirable. Equipment renewal 110 is limited to extending the service life of the cutter and is not meant to add additional capabilities. 111

1.6. This SOW describes the procurement of engineering services, technical data and equipment required to 112 upgrade the electrical power generation system of the USCG 270’ WMECs. The Technical Specifications 113 describe the technical requirements and testing requirements for the equipment supplied. The Technical 114 Specifications are provided as Attachments to this SOW. 115

1.7. The shipboard installation of components will be performed by the USCG Yard in Baltimore, MD. This 116 SOW DOES NOT include installation of the equipment by the Contractor, but DOES include the 117 requirement for onsite technical support at the USCG Yard to ensure that the equipment is installed and 118 functions in accordance with this SOW and the Technical Specifications. Development of the integrated 119 design, and the installation and commissioning of the system will require close coordination between the 120 Contractor and government entities including, but not limited, to USCG SFLC-Baltimore, USCG Yard and 121 Naval Surface Warfare Center Philadelphia (NSWC-Philadelphia). 122

3.0 COMPONENTS, PARTS AND ACCESSORIES 298

3.1. Components: The baseline solution for SLEP is that each hull will require three (3) Diesel Generator Sets 299 (2 SSDGs and 1 EDG) and the corresponding Switchboard Retrofit Kits. 300

3.1.1. The component sets are to be arranged as follows: 301

3.1.1.1. Ship Service Component Set 302

3.1.1.1.1. Two (2) Air-Start Diesel Generator Sets for Ship Service 303

3.1.1.1.2. One (1) Ship Service Switchboard Retrofit Kit for connecting the two SSDGs to the 304

Ship Service Switchboard (1S and 2S) 305

3.1.1.2. Emergency Service Component Set 306

3.1.1.2.1. One (1) Electric-Start Diesel Generator Set for Emergency Service 307

3.1.1.2.2. One (1) Emergency Service Switchboard Retrofit Kit 308

3.1.2. A typical ship set will be the replacement of all three (3) Diesel Generator Sets (2 SSDGs and 1 309 EDG) and associated switchboard components. This would include one Ship Service Component Set 310 (per Section 3.1.1.1) and one Emergency Service Component Set (per Section 3.1.1.2). 311

3.1.3. The term “retrofit kit” encompasses all the switchboard components provided by the Contractor. 312

3.2. Parts and Accessories: Each electrical power component set (per Section 3.1.1.1 or 3.1.1.2) shall consist 313 of the required parts, plus such other accessories as are required to make a complete, self-contained 314 functioning unit. 315

3.2.1. Diesel Generator Sets: Each generator set shall consist of the following parts, plus such other 316 accessories as are required to make the generator set a complete, self-contained unit that functions 317 without dependence on any other ship auxiliary when connected to the ship’s fuel oil, start air, 318 electric, exhaust and water systems. Parts and accessories include, but are not limited to: 319

a) Diesel Engine Prime Mover 320

b) Diesel Engine Accessories (Coolers, Silencers, etc.) 321

c) AC Generator 322

d) Excitation and Voltage Regulation System 323

e) Starting Equipment (2 air, 1 electric) 324
