The following MS Excel files require corrections to formulas as specified below:

Why is the Gov’t causing additional unnecessary costs and risks to each Offeror’s proposal and the resulting program by defining that the cost of social security contributions, worker’s compensation insurance, state unemployment insurance, federal unemployment insurance be added to the cost of Materials?
Reference RFP 70B01C21R00000007 - Page 76 – Volume 3 III, Factor V – Pricing Proposal states that the Offeror’s price coefficient must contain all additional applicable costs including, but not limited to:
• Davis-Bacon Act requirements, social security contributions, worker’s compensation, insurance, state unemployment insurance, federal unemployment insurance.
A more effective pricing approach that would serve the government and better define costs would be to have four separate Coefficient Mark-ups, one for Labor, one for Materials, one for Equipment Costs, and one for Subcontractor and Other Direct Costs.
This would eliminate the need for an Offeror to factor in unnecessary costs into a Coefficient Mark-up that would apply to all four categories of cost when the actual drivers of indirect costs are different for each.
RFP revised.

Why is the Gov’t causing additional unnecessary costs and risks to each Offeror’s proposal and the resulting program by defining that costs that would normally be
RFP Revised. Revised coefficient definition can be found in the
SOW.
Task Specific Direct costs be included into a Coefficient Mark-up? This has other tasks pricings bear the cost of direct costs from different tasks.
Reference RFP 70B01C21R00000007 - Page 76 – Volume 3 III, Factor V – Pricing Proposal states that the Offeror’s price coefficient must contain all additional applicable costs including, but not limited to:
• All daily and final site cleanup (On-site clean up to a task order requirement is a task specific direct cost)
• Permits (Construction permits and other task specific permits is a task specific direct cost)
• Utility scoping (On-site utility scoping is a task specific direct cost)
• Material and equipment delivery (Task specific material and equipment delivery are task specific direct costs)
• Any required storage facilities (the cost of job specific staging areas are task specific direct costs)
• Mobilization for each task order (Mobilization of manpower and equipment to a task order requirement is a task specific direct cost)
• Job Site Supervision (On-site construction supervision is a task specific direct cost)
• Taxes (New Mexico Gross Receipts taxes, any state applicable sales taxes are task specific direct costs. Payroll related taxes should be included in a labor specific coefficient markup as referenced in the preceding question. Any Federal, State, or Local income taxes, jurisdictional property taxes, and any other form of taxes levied on the Contractor would be an appropriate inclusion into an overall coefficient markup.
37 Reference: RFP 70B01C21R00000007 3-4-21, Page 76 – Volume 3 III, Factor V – Price Proposal Given the wide range of percentage cost of Davis Bacon fringe relative to the various applicable labor categories (example: the DB Fringe on a El Paso County electrician is approximately 37.5% of the direct labor rate and the DB Fringe on an Operator: Grader/Blade in El Paso County is approximately 5.38% of the direct labor rate). Given this wide range of cost, please confirm that Davis Bacon fringe (which by definition is only applicable to on-site field labor activity) will be considered a direct cost and not part of a flat co-efficient mark-up.
New coefficient definition included in SOW revision.

There are inconsistencies in the make-up of the co-efficient “mark-up” in these two sections:
The following is a list of what the RFP includes and the SOW does not:
See RFP revision
• Davis-Bacon Act requirements, social security contributions, worker’s compensation insurance, state unemployment insurance, federal unemployment insurance
• All daily and final site cleanup
• Material and equipment delivery
• Any required storage facilities
• Mobilization for each task order Subject to the responses to questions 31-33 (above) regarding Direct Costs not being included in the co-efficient “mark-up”, please correct/update these two sections to eliminate inconsistences.

This section of the RFP states “the Offeror’s price coefficient must contain all additional applicable costs including, but not limited to:”
Please either provide a comprehensive list of all applicable costs that should be included in the Offeror’s price coefficient - OR - provide a statement that all Project/Task Order specific costs to and from the site and on-site are Direct Costs and not part of the Offeror’s price coefficient.
RFP Revised. Revised coefficient definition can be found in the
SOW.
40 Reference: Statement of Work, paragraph 9.0, Special Conditions.
This section of the SOW states. “The COR may provide approved locations for mobilization and material laydown yards for maintenance execution” In any of the areas covered by this RFP, are there any locations for mobilization and material laydown that have been already approved and/or used previously?
Please specify locations and cost, if any.
All areas used are within our cleared footprint.
NM Roosevelt is 60ft from Border.
TX areas vary upon location All areas must be approved by COR.
41 Reference: RFP 70B01C21R00000007, 3-4-21, Page 76 – Volume 3 III, Factor V – Price Proposal This section of the RFP states:
Submission Requirements: Complete Attachment 2 “Line Item Summary” and attachment 3 “Unit Price Sheet”. Offerors shall provide their proposed coefficient for the Indefinite Quantity (IQ) work on attachment 2 “Line Item Summary”.
There is not a “Line Item Summary” in Attachment 2 to provide the proposed coefficient.
In the excel file RFP+70B01C21R00000007+Line+Item+Summary+01212021, there is a “Summary” tab and the “Instructions” tab provides the instruction to “…In addition, the offeror shall propose its coefficient for the unscheduled maintenance work by completing Cell B20 in the Summary sheet.” Cell B20 is an unlabeled cell five rows below the Total Contract Value row (excel row 15) The “Instructions” tab goes on to state: “After entering the proposed prices and the coefficient, the amounts will transfer automatically to the summary sheet to give the total evaluated price.”
Attachment 2 & 3 revisions included with Amendment.
There does not appear to be this functionality in this excel file, nor does it appear to be labeled as such.
Please clarify and update the excel pricing files as needed.

43 Who is the incumbent contractor and what is the total contract value awarded? DEL-JEN, INC., $43.4M 44 Reference: SOW – Section C.4.2, Unscheduled Maintenance.
Section C.4.2 of the SOW states: “…Overtime approval process and 40-hour work week. Example (Overtime hours will be in support of unscheduled maintenance only and must be approved by the COR in advance. Fence breach repairs will be performed seven (7) days a week. Contractor shall not exceed 40-hour work weeks unless approved by the COR in advance.”
Is the COR familiar with overtime requirements promulgated by the U.S.
Department of Labor, to include but not be limited to travel time, and will this contract follow those requirements?
Yes
45 The SF1449 states a due date of 4/19/21 at 4 PM Eastern. Page 73 of the SF1449 continuation sheet states that proposals are due by 14 April 2021. Please clarify the due date.
April 19th.
46 Submission requirements for Volume II, Factor IV, Subfactor 1, Past Performance state: “Offeror shall submit up to three (3) past performance questionnaires (Attachment 5)”. Attachment 5 is not provided on beta.SAM. Please provide this document.
Attachment 5 is included
47 Submission requirements for Volume 1, Factor 1, Subfactor 2, Work Plan Development state: “Offeror shall develop a Notional Work Plan utilizing the template and instructions listed in the RFP (Attachment 4).” This factor is limited to 20 pages. The work plan tables themselves take 10 pages or more. Can the government increase the number of pages allowed for Factor 1?
The unit bid sheet is not included in the count so 20 pages is sufficient – 1 page per task – Work Order Form
48 Section II.128, page 39 states that a Bid guarantee is required at 20% or $3 million whichever is less. This contract is for both Firm Fixed Price Services and for task order work. The Fixed Price services are for one year with option years. Is the Bid Bond for the first-year amount of the Firm Fixed services? If not, how would the government like us to determine the value of the bid bond to provide to our bonding company? Since this will be a single contract, can we assume that bid bonds will not be required for task orders?
Not required
49 2) Section III, page 48 lists 9 attachments or exhibits as follows:
(1) STATEMENT OF WORK (SOW)
Corrected
(2) LINE ITEM SUMMARY –
(3) UNIT BID SHEET –
(4) NOTIONAL WORK PLAN
(5) PAST PERFORMANCE INFORMATION SURVEY
(6) WAGE DETERMINATIONS BY COUNTY
(7) WORK ORDER FORM
(8) ESTIMATE FORM
(9) PREVENTIVE MAINTENANCE CHECKLIST
Several of the items above appear to be missing, misnumbered, or had name changes in the beta.Sam.gov announcement. Several are called out throughout the instructions to offerors by the name above and not the actual document name. We have the following questions:
2.a Attachment 2 in beta.Sam is Contractor Unit Pricing. This appears to be the RFP’s Attachment 3 Unit Bid Sheet. Is the beta.Sam Contractor Unit Pricing document the same document as the RFP’s Attachment 3 Unit Bid Sheet?
2.b Attachment 4 in the RFP is the Notional Work Plan, Attachment 4 in the Beta.Sam announcement includes 6 separate design standards files. Attachment 5 on the beta.Sam Announcement is called the Notional Work Plan. Is it correct to assume that the beta.Sam Attachment 5 is the document intended as the RFP’s Attachment 4?
2.c The RFP Attachment 5 lists a Past Performance Information Survey. There is no such document listed as an Attachment on the beta.Sam announcement.
Would the government please provide a Past Performance Information Survey? If possible, would the government please provide the survey in a Word document so that we can easily complete and send to our clients?
2.d Attachments 7-9 listed in the RFP are not provided as Attachments in the beta.Sam announcement. Please provide these attachments.
50 The Size Standard listed for NAICS 237990 is shown as $36 million on the SF 1449 and as $30 Million in Section IV.1, Page 49 of the continuation document. Please confirm the size standard is $36 million.
Corrected
51 The Representations appear to begin on page 49 Section IV.1 and end on page 72, Section IV.16. Is this correct? Are contractors required to include completed sections IV1-IV16 in their proposals? If not, would the government please provide a list of the sections, if any that are to be completed and included? Should these be included in Volume III Price?
Complete in accordance with instructions and may be included with Volume III.
52 Section IV.6 and IV. 17.1 require conformance with FAR 52.212-1 as well as the RFP. The first clause of FAR 52.212-1 “the Government reserves the right to inspect or test any supplies and services that have been tendered for
Contractor need to price out supplied unit bid sheet.
acceptance… The Government may require repair or replacement of nonconforming supplies.” This clause covers QC for performance and materials.
While QC for performance is self-explanatory, please provide specifications for materials/items that would or could be inspected by the Government so that contractors may ensure that our prices reflect items conforming to Government expectations.
53 Section IV 17, specific proposal instructions state font shall be no less than 12 pitch. A 12-Pitch font is approximately equal to 10-point font. Please confirm that the government the government’s intent for contractors to use 10-point fonts.
No - its 12 font
54 Paragraph 6.C. Instructions to Offerors. Is there a specific file naming convention for the files, or a specific subject line on the email submissions for proposal submission?
No
55 Volume III submission is listed as the Completed Line-Item Summary and Unit Bid Sheet. Assuming these are to be submitted as Excel spreadsheets, should they be submitted as separate documents or should we provide a volume III PDF file with all documents for Volume III in one PDF and the individual spreadsheets in native format? Should we provide a separate Volume III email?
See RFP instructions
56 Technical Volume 1, Factor I, Subfactor 2, states Offeror shall develop a Notional Work Plan utilizing the template and instructions listed in the RFP (Attachment 4).
The Notional Work Plan instructions state “Use Work Form to complete costs.”
There does not appear to be additional instructions. Please provide instructions.
There is not a template, per se in the Notional Work Plan attachment, simply tasks, locations, and number of occurrences in separate worksheets. Is it the government’s intent for the contractor to use the tasks listed in each worksheet of the Notional Work plan to develop our proposal work plan? If not, is it the Government’s intent that we submit an Excel Spreadsheet?
Vendor needs to use the Estimate Form (attachment 8) for each task, they will submit a Estimate Form (without prices) – Updated Notional work plan attached
57 Volume I, Factor II, Subfactor 2 requires: Offeror shall provide resumes for Key Personnel in accordance with section C.6.2 of the SOW. C6.2 lists technical and managerial personnel as potentially key and states that QC/Safety may be the same person. Specific requirements for Key Personnel are included only for the Program Manager and the QC/Safety Personnel. Please confirm that contractors are only required to include two resumes.
Resumes for any key personnel stated in the RFP are required
58 Volume II, Factor IV Subfactor 1 Past Performance states: Offeror shall submit up to three (3) past performance questionnaires.” Are the Past Performance Surveys or Questionnaires (when provided in an Amendment) to be completed by references and sent directly to the government? Or are they to be sent to the contractor? If they are to be sent to the Government, should contractors include only the contract information pages from the questionnaires or the entire questionnaires in Volume II?
See attachment 5 instructions.
