There is no revision to attachment 3 – Inventory Asset List

The corrections were not completely made:

1. There is the same circular reference in cell L3 in the L&E tab of “ATTACHMENT+4+--+Notional+Work+Plan+3-29-21” (formerly Attachment+5+Notional+Work+Plan) – Revised Notional Work Plan to be provided

2. There is a link to a CTIRM excel file in the updated “ATTACHMENT+7+Work+Order+Form”- This is to be deleted, Attachment 8 is to be used with the Notional Work Plan Will the government update these documents? See response above

Question # 45 Reference: Q&A Responses, 3-29-21, Q&A Response #35, #36, #37, #37 and #39

It appears that the Gov’t intended to provide the same direction on responses to these 5 questions – namely that the RFP was revised by updating section C.5.4 in the updated Statement of Work to provide a new definition for the Coefficient Mark up. Please confirm. - Correct

Question # 46 Reference: Amendment 0002, Attachment 4, F&G Task 1:

F&G Task 1 states: “Gate Inspections: Perform inspection and maintenance of 119 manual gates on a monthly basis. Inspections shall be completed three times: July, August and September. Maintenance includes cleaning out the tracks and moving parts with air, greasing, lubricating, test”

Is test the last word in this sentence?

Should the last sentence read “ Maintenance includes cleaning out the tracks and moving parts with air, greasing, lubricating, and test” Notional work plan to be updated – correct language is “test gate for smooth operation.”

Question # 47 Reference: Amendment 0002, Attachment 4, F&G Task 2:

F&G Task 2 states: “Perform inspection and maintenance of 10 gates once a week (for 90 day POP): 4 gates at Santa Teresa, 1 gate at Ft Hancock,1 gate at County Lakes Road, 1 Gate at Camp 8 and 3 automated gates. Maintenance includes cleaning out tracks and moving parts with air and lubrication if” Will the government please complete the last sentence of this section? Notional work plan to be updated – same as Task 1

Question # 48 Reference: Amendment 0002, Attachment 4, F&G Task 3:

F&G Task 3 states: “Urgent fence breach repairs; estimated quantity is 225 for 3 Months. Work will be requested by the Government and completed 7 days a week. All work will occur in Texas with 10-mile segment. For this exercise figure the following: 4 beaches 3' X 3' full replacement of mesh style fencing in accordance with Ti standards and 6 breaches 2' x 2' full replacement of mesh style fencing in accordance with TI standards.”

Please clarify the quantity that offerors are to use to estimate this task?

Are offerors supposed to estimate the repair of quantity 4 ea. 3’ x 3’ full replacement of mesh style fencing and quantity 6 ea. 2' x 2' full replacement of mesh style fencing in accordance with TI standards.” Notional work plan to be updated

Question # 49 Reference: Amendment 0002, Attachment 4, R&B Task 3:

Contractor will complete maintenance blading (smoothing) on roadways to include, gathering road base material off side of road, watering, and compacting. "Its a 1/2 mile between BSI markers."

The quantity of road to be bladed appears to be the sum of 2.2+ .4+ .9 = 3.5. Please confirm that the desired quantity is 3.5 Miles (not 3.7 miles). Notional Work Plan to be updated – should be 3.5 miles

Question # 50 Reference: Amendment 0002, Attachment 4, L&E Task 1:

L&E Task 1 states: “During the work plan period, it is estimated that forty five (45) light fixtures will be found not working. Subcontractor to make repairs to the 45 fixtures, estimated to require replacement of lamp, ballast, or fuse.

For estimating purposes, what is the distance between light fixtures? Distance between light fixtures is 160 feet.

Estimate is based on replacing four conductors between junction boxes at Light Poles 23 and 27. Includes This sentence appears to be incomplete. Is there missing information that was meant to be provided to offeror’s after the word “includes” in the last sentence. ” Notional Work Plan updated – “includes” deleted

Question # 52 Reference: Amendment 0002, Attachment 4, V&D Task 1:

V&D Task 1 Narrative: “Vegetation Removal from BSI #46 to BSI #78/79. North and South sides of Fence. 25% remaining for CWP #14. Vegetation Control from BSI 46 to BSI 79:

B. South side of the TI: Cut/mulch all vegetation from the TI to the top of the levee road.

C. Use an ATV for work east of BSI 60. Use Government provided incinerator. use weed eaters to mulch material and leave in place. *** Any accumulation will be loaded and hauled offsite.

Option – debris (Tumble weeds) can be burned in an Incinerator and may result in a small amount of cost savings. Assume 300 Cu yds of silt and debris/mile to be hauled off to an approved local landfill.

"It’s a 1/2 mile between BSI markers."

Please confirm that offers will be required to only estimate the removal of the remaining 25% of the V&D in BSI 46-79? - Notional Work Plan updated Also, does this task contemplate/require offerors to operate a government provided incinerator? - Yes Question # 53 Reference: Amendment 0002, Attachment 4, V&D Task 2:

There are some areas where silt and debris has accumulated on the north side of the TI where it will be necessary to use a wheelbarrow to remove this material. Use pedestrian access gates. North side material to be blown over to the south side for hand work removal. Notes: Mostly Hand Work. Use of a mini excavator and the incinerator will be needed. The incinerator can be staged by the Zaragoza POE. Assume 300 Cu yds of silt and debris/mile to be hauled off to an approved local landfill. It’s a 1/2 mile between BSI markers."

We calculate the distance between BSI 31-46 to be 7.5 Miles. Please confirm the quantity for this task 9.5 or 7.5 Miles? Please confirm. 9.5 is the correct
