About this file
This document is a Question and Answer (Q&A) file dated July 14, 2025, for the ZMP Multiple Project solicitation (Solicitation Number: 697DCK-25-R-00354) issued by the Federal Aviation Administration (FAA). The Q&A addresses 17 specific questions from potential contractors regarding various project details, including LED tower lighting system installation, epoxy floor resurfacing, exterior door replacement, and concrete floor work at the Air Route Traffic Control Center in Farmington, Minnesota.
Key details include project-specific clarifications such as: LED light requirements (CFR Title 47 Part 15 Class B compliant), fall protection system specifications, working hours (7:00am to 5:30pm), contractor personnel escort requirements, and power availability for project execution. The solicitation offers contractors the ability to bid on multiple or individual line items, with awards to be made based on Lowest Priced Technically Acceptable (LPTA) criteria. The proposal due date is August 8, 2025, at Noon Central Time, following a second site visit held on July 28, 2025.

ZMP Multiple Project Question and Answer
July 14, 2025
1. Installing new side lights isn’t mentioned in the work scope. Are these lights to be removed and not replaced?
FAA Response: All side lights and lights on the apex are to be removed and replace with new LED lights
2. What is the requirement for the new lights, is there a speciic ixture or brand?
FAA Response: The brand can be part of the contractor’s submittal. The requirements for exterior LED lights must be CFR Title 47 Part 15 Class B compliant per FAA regulations.
3. Tower Inspection Documentation. Could we get the last two reports? They are only looking for the summary, pictures are not needed.
FAA Response: We can provide an excerpt of the 2024 Inspection only. Given the sensitive information within this report, what part of the report does the contractor needs? See attachment (J-16) for the Report’s “Findings and Recommendations”.
4. Does ZMP have rail grabs for the fall protection system, if so, how many?
FAA Response: The facility does have a pair of rail grabs for FAA employee only and does not want to be held liable for a non-FAA employee(s) using them. The FAA requests contractor include safety equipment as part of their quote for work speciied in the SOW.
5. From the tower inspection report:
Could you please clarify what the recommended actions are? Is this only referring to section 2.0.24 Ladder Safety System? Are there any other recommendations in any of the other sections?
FAA Response: As far as we have been notified Ladder Safety System is not FAA approved and restricts us (Federal workers) Level 2 FAA employees from climbing until a MSA Dyna-Glide LSS is installed
6. Could you provide us with the manufacturer and part number of the rail grabs for the fall protection system?
FAA Response: The current LSS is a Turris RAM Rail and we have 2 RAM Class FRL Troll Part # 160372, as said below about liability. At the ARTCC, we use something like the PETZL positioning lanyard, 3M SALA full body harness, and SALA Shockwave 2 Y lanyard with locking snap hooks.
7. Is the project tax-exempt? If so, will a certificate be provided?
FAA Response: The FAA is tax exempt, however this does not carry over to the Contractor.
8. What are the onsite supervision requirements. Can one individual assume all required roles on-site as long as they remain on-site during work?
FAA Response: Once a “Competent Person” (according to OHSA) and/or someone with authority that understands the scope of work, is/are on the site during execution of the work, it is permissible to have a single individual to assume all required roles.
9. What are the anticipated working hours?
FAA Response: 7:00am to 5:30pm. Extended/Weekend work can be granted in writing if approve by CO.
10. Are PIV badges required? If so, could you please outline the requirements?
FAA Response: No. All contractor personnel will be escorted during the duration of the project
11. Project #2 - Resurface Boiler Room Epoxy Flooring A. During the site walk it was talked about doing 3 additional spots in an adjacent room that is to be done during this project. Is this something we should cover under our SOW?
B. What product is to be used?
FAA Response: A. The advertised square footage of the boiler room and entire area to be epoxied includes equipment and permanent obstacles that will have to be worked around. This leads to a difference in square footage (delta). We are saying to apply some of the left over to the area in the breakroom (if possible).
B. If approved by CO, the same materials used in the boiler room will be used in the breakroom hallway.
12. Project #3 – Remove and replace doors power service building A. After the site walk it was noticeable that the existing door hardware should be replaced with new vs reusing the existing hardware. How would you like us to bid on this? How many should we plan to replace?
B. It is mentioned in the SOW 1.1.2.2 that door frames need to be replaced when applicable. Should we plan to replace the door frames or just the door slabs?
FAA Response: A. This should be a separate line item. At this time, we do not need any hardware to be replaced.
B. During the site visit, the door frames that need replacement were identified.
13. Project # 10 Resurface exterior concrete floor and curb A. Exterior stairwell floor is this to be a full replacement of the concrete floor?
FAA Response: A. Negative. The slab needs to be “repair” rather than replace.
14. Project #2 - Resurface Boiler Room Epoxy Flooring A. Is there power available in the area? We will need 480, 50 AMP, 3 phase for our grinding equipment.
FAA Response: The government does have 480, 125 AMP, 3 Phase power on site for potential contractors to use. However, the government will not be liable for any electrical damage(s) that may occur. Alternatively, contractors may bring a generator to execute this work but must be cognizant of noise pollution.
15. Project #3 – Remove and replace doors power service building A. Do the door signs/stickers need to be replaced that are currently on the existing doors after replacement?
FAA Response: No. Government will be responsible for replacing door signs/stickers.
This portion is not scoped in the contract.
16. Project #7 – ZMP LED Tower Lighting System A. Is the new cabling required to be ran in conduit as the existing cabling doesn’t appear to be currently ran inside a raceway?
FAA Response: Have the cabling install to the recommended industry’s standards to meet all local, state and federal codes. Given a preference, we would prefer it to run inside a conduit. However, let’s have a quote for “inside and without” conduit.
B. Does the system need to remain operable during this work, or can it be taken out of service during this work?
FAA Response: No, it does not. However, the COR will need 5 business days request notification to take the tower out of service. This is required to coordinate the issuance of a NOTAM to air traffic per FAA guidelines.
17. Project # 10 Resurface exterior concrete floor and curb A. Will it be required to conduct a survey?
FAA Response: If “survey” is referring to “811” call to survey the ground prior to digging? The answer is yes. The Minnesota State Statute Chapter 216D requires it.
