QUESTIONS AND ANSWERS 16 - 32
Question 16: On our walk thru the existing space Tuesday afternoon a question was ask if the existing access flooring could be reused. Page A3, Keynote #3, states to reuse existing access flooring elements. Will the existing system be compatible with the new system specified? Unless directed differently, we will utilize the existing access flooring as stated and address any problems in the future if they arise.
Answer 16: Existing flooring system to be demolished and disposed. Provide all new access flooring and support system. (This was also answered in Question 12).
Question 17: Are we feathering out this transition where the concrete forms meet (see attached picture *the two vertical lines in the concrete*) or are we trying to re profile these areas by chiseling?
Answer 17: This type of transition is to be feathered out. Thickness of mortar must not exceed 1/2".
Question 18: Factor 1, Relevant Past Performance and Experience, requests Past Performance Surveys to be completed by Offeror’s past clients. However, typically with federal and Department of Defense clients, agency policy dictates that they cannot complete past performance surveys on projects that have completed, FINAL CPARS performance evaluations on record. Will the FAA please consider allowing Offerors to submit FINAL CPARS performance evaluations within our proposals in lieu of requesting Past Performance Surveys from past federal and DoD clients? And, if yes, please confirm that the FINAL CPARS does not count towards the page limit.
Answer 18: Please keep in mind that there are specific questions that are included in the past performance survey that are not necessarily addressed in a CPAR and this is why the FAA is utilizing past performance surveys. As is stated in SIR Provision L.1 and Provision M.3, the Contracting Officer will query CPAR and other similar sources for all offerors who submit a proposal in response to this acquisition, therefore, available CPAR data is already being utilized for this acquisition. For these reasons, the requirement to submit past performance surveys remains a requirement of this acquisition.
Question 19: Section M states that graphic font is limited to size 10. Is there a font requirement for the written content/narrative? Or is font size 10 the minimum as well?
Answer 19: The FAA intended to provide the detailed format requirements in the SIR and somehow this information was unintentionally left out of the SIR. Pages are to be in electronic format (Microsoft Word or Adobe PDF), double spaced, on standard 8 1/2” X 11” letter size paper, preferably in 12 point font but absolutely no smaller than 11 point font in Times New Roman with 1” margins and page numbers at the bottom of each page. Font size and double spacing requirement is allowed to vary for descriptive inserts and/or tables at no smaller than 10 point font; however, offerors are requested to comply with the 12 point font and double spacing requirement as much as possible.
Question 20: The project specifications includes in the Table of Contents, Spec Section 12 22 00, Curtains and Tracks, with a note, “To be issued”. There is no spec section included in the document, other than in the table of contents. On the drawings, Drawing A6, Detail B/A6 notes and identifies a “new wall-mounted curtain track”. On Drawing A7, Detail A/A7 includes another note, “new wall-mounted curtain track re: DTL E/A10.” However, on Drawing A10, Detail E/A10, the detail refers to signage types. Drawing A8, Detail E/A8, refers to the backing requirement for the curtain track bracket. Drawing A12, Detail F/A12 includes a detail of the curtain track system, but refers Offerors to Section 12 22 00, which isn’t provided. There doesn’t appear to be complete specified curtain track product or direction on what to provide. Please confirm that the curtain track is not included in this project. If it is included, please provide the specification section so Offeror’s can price this scope prior to the bid date.
Answer 20: The curtain track and curtain is a part of the project scope. The items listed in Question 20 are being addressed in an addendum.
Question 21: Painting is part of the scope of work, but there is no Div 09 painting specification section. Please advise if the drawings will serve as the painting specifications or if the FAA will issue a painting-specific specification section.
Answer 21: Painting specifications are being added via addendum.
Question 22: There is additional carpet and LVT flooring, as well as rubber base, that will not be picked up by the proprietary raised access floor contractor. However, there are no specification sections for the carpet flooring, rubber base, or LVT flooring. Please advise if the drawings will serve as the flooring specifications or if the FAA will issue a flooring-specific specification section.
Answer 22: There is no LVT on this project.
Question 23: There is new concrete being placed as part of this contract, but there is no 03 30 00 or applicable concrete-specific specification section. Please advise if the drawings will serve as the concrete specifications or if the FAA will issue a concrete-specific specification section.
Answer 23: Concrete specifications are being added via addendum.
Question 24: Section B includes line items for electrical work, mechanical work, demo, crane rental, new work (new heat pump, valves, piping, insulation, test and balance services, HVAC controls), overhead, and profit. Where are offerors to include costs for all other scopes required on this project (concrete, framing, painting, flooring, fire suppression, etc.), as well as general conditions?
Answer 24: Revised Section B, dated 3-23-23 is included in Amendment 0004 includes line items for General Conditions, Architectural Work, Mechanical Work, Electrical work, Demolition, Crane Rental, New Work(new heat pump, valves, piping, insulation, test and balance services, HVAC controls), overhead, and profit. Offerors should include costs for concrete, framing, painting, flooring, fire suppression, etc. under Architectural Work.
Question 25: Can Testing/Balancing (TAB) be carried by the mechanical contractor or does it need to be carried as a first-tier subcontractor under the Prime?
Answer 25: TAB may be performed by the mechanical contractor. Provide written report.
Question 26: Is commissioning required on this project? If so, can the commissioning firm be carried by the mechanical contractor or does it need to be carried as a first-tier subcontractor under the Prime?
Answer 26: Commissioning is not required.
Question 27: Would the FAA please consider providing a second site visit to allow specialty subcontractors to visit the site prior to bidding? We believe this will increase competitive and complete pricing, resulting in significant value to the FAA.
Answer 27: Potential offerors were advised of the site visit in sufficient time to attend the site visit and the FAA does not plan to hold another site visit. The FAA’s goal is to have the subject contract awards made prior to June 1, 2023 and in order to so, the FAA needs to continue the acquisition process on schedule.
Question 28: Section M states that the Seed Project is being used to perform price analysis. Is it the GOV’s intent to award the Seed Project? And, if yes, are funds available for award of the Seed Project?
Answer 28: Yes, the FAA intends to award this Seed Project and yes, funds are available for award of the Seed Project.
Question 29: In order to provide a possible second site visit and to provide time to answer the RFIs, would the GOV consider a minor two week extension to the bid date?
Answer 29: First of all, a two week extension is not minor. Potential offerors were advised of the site visit in sufficient time to attend the site visit and the FAA does not plan to hold another site visit. The FAA’s goal is to have the subject contract awards made prior to June 1, 2023 and does not plan to extend the closing date of the SIR by an additional two weeks.
Question 30: Section B in the RFP/solicitation references Section J, Attachment 24, as an example of the typical price schedule. We cannot locate Attachment 24. Please advise on Attachment 24.
Answer 30: The correct attachment is Attachment 18, which is the same form that you are to use to submit your pricing proposal for the Seed Project.
Question 31: Section L does not address submission requirements for Volume III, Seed Project Cost/Price Proposal. Please advise what is required to be included in Volume III.
Answer 31: There is only one document that is required to be in Volume III, Seed Project Cost/Price Proposal and that is completing in full the Attachment 18, Schedule B Task Requirement.
Question 32: We could not locate a cut-off for RFIs. Is there a cut-off date for RFIs and if so, what is that date/time?
Answer 32: The FAA’s intention was for offerors to submit their questions by close of business on the day of the Site Visit that was held on March 14, 2023.
Question 33: Are all carpet tiles to be 24x24?
Answer 33: All carpet tile on access floor is to be 24 x 24. Carpet that is glued to ramps or concrete floor may be manufacturer’s standard size.
Question 34: Please confirm that the carpet specified has been cleared to put on the Tate access floor?
Answer 34: Yes. The specified carpeting was listed on Tate’s website of previously approved carpeting at the time project was designed.
Question 35: Please confirm that the 50-page limit for Volume II does not include the cover page, cover letter, table of contents, tabs, and resumes.
Answer 35: Correct, the cover page, cover letter, table of contents, tabs and resumes do not count towards the 50-page limit for Volume II.
Question 36: Is the 10-page “Teaming Arrangement” narrative in Volume II to be included in the 50-page limit for Volume II?
Answer 36: Per Amendment 0002, Provision L.1 (d), the Teaming Agreement is to be included in Volume I, not Volume II.
Question 37: Is there a bid bond required? If not, is it required for subsequent task orders?
Answer 37: No bid bond is required (see Question 2). Performance and Payment Bonds are required on individual task orders where the price exceeds $150,000.
