SECTION 281600

INTRUSION DETECTION SYSTEMS

PART 1 GENERAL

1.01 RELATED DOCUMENTS

A. The general provisions of the contract, including General and Supplementary Conditions and General Requirements (if any) apply to the work specified.

B. The equipment provided under this section must integrate with the doors and hardware specified elsewhere in these specifications.

1.02 DESCRIPTION OF WORK

A. The extent of door security system is indicated on the drawings, schedules, and by the requirements of this section.

1.03 QUALITY ASSURANCE

A. Governing Regulations: Comply with governing regulations for door security system installation. Type and installation must be subject to approval of the authority having jurisdiction.

B. NEC Compliance: Comply with the National Electrical Code (NFPA 70) as applicable to intrusion alarms.

C. UL Labels: Provide devices, which have been listed and labeled by Underwriters Laboratories.

1.04 SUBMITTALS

A. Manufacturer's Data: Submit manufacturer's data on complete system and wiring devices, including schematic diagrams.

PART 2 PRODUCTS

2.01 GENERAL

A. The contractor must extend the existing door monitoring system and provide door entrance controls for the new doors. The system must interface with all existing systems and components currently in use at the security office.

B. All user components of the security system must be mounted so they are readily accessible to handicapped persons in accordance with the American's with Disabilities Act (ADA). Maximum reach height must be 44" AFF, unless noted otherwise.

C. All wiring must be routed in conduit, 3/4" minimum size.

2.02 DOOR MONITORING AND CONTROL

A. Card Readers

1. Provide reader interface equipment for the new card readers at the doors. Reader interface units must work in conjunction with the associated exit devices. The reader interface units must also accommodate the remote lock/unlock feature, and be compatible with the existing door monitoring and control system. Card Reader Interface must be Access Specialties P/N RI-120 with power supply and card reader must be Access Specialties P/N TC-100.

2. Connect the new reader interface units to the existing MUX in the building.

B. Door Monitoring

1. New doors must be monitored by the existing CCM-500. Provide wiring from the door contacts to the CCM-500 as indicated on the drawings.

2. Provide a 17” color monitor connected to the existing CCTV – Panasonic WV-CP220 Series or compatible equal.

C. Accessories.

1. Provide all necessary interconnecting cable, jumpers, connectors, interface equipment, mounting accessories, etc. as required to provide a complete and working system.

PART 3 EXECUTION

3.01 INSTALLATION

A. Rough-in concealed raceway to the header, hinge and strike jambs at each door indicated on the drawings to be equipped with door monitoring contacts and/or access control.

B. Install door security system devices and make all wiring connections securely supported and anchored and in accordance with manufacturer's installation instructions.

C. Contractor must provide and install all hardware and software programming required for a complete and operating system.

D. Coordinate installation with FAA, AMP-300 through on-site Contracting Officer (CO).

3.02 TESTING

A. Test per manufacturer's instructions.

B. Demonstrate properly functioning system for FAA CO.

SECTION 283111

FIRE ALARM

PART 1 GENERAL

1.1 SUMMARY

A. Section includes fire alarm control panels, manual fire alarm stations, automatic smoke and heat detectors, fire alarm signaling appliances, and auxiliary fire alarm equipment and power and signal wire and cable.

B. Related Sections:

1. Division 8 - Door Hardware: Door closers, electric locks, electric releases.

2. Division 21 - Fire Protection: Water flow switches, pressure switches, tamper switches.

3. Division 23 - Duct Accessories: Smoke dampers, fire dampers.

4. Section 260519 - Building Wire and Cable.

1.2 REFERENCES

A. National Fire Protection Association:

1. NFPA 72 - National Fire Alarm Code.

1.3 SYSTEM DESCRIPTION

A. Fire Alarm System: NFPA 72, manual and automatic local fire alarm system with network connections to the existing Simplex Color Graphics system at Headquarters Building.

B. Alarm Sequence of Operation: Actuation of initiating device causes the following system operations:

1. Local fire alarm signaling devices sound and display.

2. Communication via network to color graphics system at Headquarters

Building.

3. Location of alarm device indicates on fire alarm control panel, on remote annunciator panel and central monitoring computer.

4. Signal transmits to building mechanical controls, shutting down fans and operating dampers.

C. The activation of any system smoke detector must initiate an Alarm Verification operation whereby the panel will reset the activated detector and wait for a second alarm activation. If, within one (1) minute after resetting, a second alarm is reported from the same or any other smoke detector, the system must process the alarm as described previously. If no second alarm occurs within one minute the system must resume normal operation. The Alarm Verification must operate only on smoke detector alarms. Other activated initiating devices must be

283111 - 2 processed immediately. The alarm verification operation must be selectable by device.

D. Drill Sequence of Operation: Manual drill function causes alarm mode sequence of operation.

E. Trouble Sequence of Operation: System or circuit trouble causes the following system operations:

1. Visual and audible trouble alarm indicates at fire alarm control panel.

2. Visual and audible trouble alarm indicates at remote annunciator panel.

3. Trouble signal transmits to central station.

F. Access Control System Interface: The fire alarm system must be interfaced to the access control system to unlock the doors in the event of a fire alarm if so required by the local authority having jurisdiction.

G. Wiring Configuration:

1. Initiation Circuiting: Class B (Style B) two wire

2. Notification Circuiting: Class B (Style Y) two wire

H. Network Configuration:

1. Nodes must be intelligent, microprocessor based devices that connect to, and handle network communications in a peer-to-peer manner.

Decisions pertinent to the network must be distributed among the nodes such that need for a central controller is eliminated.

2. The specific detail information of any point connected to any node in the network may be made accessible (declared public) to the network.

3. Any public point information may be incorporated into the custom control program of any node and operated upon as though that point was physically connected to that node. Points within each node must be able to be grouped by area, type of device, type of function, or any other user selectable category, and custom labeled as a point list. A point list must be acted upon as though it was a point for purposes of interaction with the node custom control program. Detail information must not burden the point list messages, only the quantity and type of status must be broadcast into the network.

4. Network operations must be via fiber optic communication links that connect all network nodes and include data transfer.

5. The network must operate using half-duplex, digital RS485 communication techniques at a data rate of 57.6 Kbaud.

Communications must be via twisted and shielded #18 AWG wire in combination with fiber optic communications.

1.4 SUBMITTALS

A. Submittal procedures: Comply with submittal procedures as specified in the front-end sections and Section 260000.

B. Shop Drawings: Indicate system wiring diagram showing each device and wiring connection; indicate annunciator layout, and battery calculations.

C. Product Data: Submit catalog data showing electrical characteristics and connection requirements.

1.5 CLOSEOUT SUBMITTALS

A. Division 1 - Closeout procedures.

B. Project Record Documents: Record actual locations of fire alarm equipment.

C. Operation and Maintenance Data: Submit manufacturer’s standard operating and maintenance instructions.

1.6 QUALIFICATIONS

A. Manufacturer: Company specializing in manufacturing products specified in this section with minimum three years documented experience, and with service facilities within 100 miles of project.

B. Installer: Certified fire alarm installer with service facilities within 100 miles of Project.

1.7 MAINTENANCE SERVICE

A. Division 1 - Warranties and Bonds: Maintenance service.

B. Furnish service and maintenance of fire alarm equipment for one year from Date of Substantial Completion.

PART 2 PRODUCTS

2.1 CONTROL PANEL

A. Manufacturers:

1. Simplex Model 4100U.

B. Product Description: Modular fire alarm control panel with surface wall-mounted enclosure.

C. Power supply: Adequate to serve control panel modules, remote detectors, remote annunciators, smoke dampers, relays, and alarm signaling devices.

Include battery-operated emergency power supply with capacity for operating system in accordance with NFPA requirements.

D. System Supervision: Component or power supply failure places system in trouble mode.

E. Initiating Device Circuits: Supervised module with alarm and trouble indication;

occurrence of single ground or open condition places circuit in trouble mode but does not disable circuit from initiating alarm.

F. Notification Appliance Circuits: Supervised signal module, sufficient for signal devices connected to system; occurrence of single ground or open condition places circuit in trouble mode but does not disable circuit from signaling alarm.

G. Remote Station Signal Transmitter: Electrically supervised capable of transmitting alarm and trouble signals over fiber optic network to central station.

H. Auxiliary Relays: Sufficient SPDT auxiliary relay contacts to provide accessory functions specified.

2.2 MANUAL FIRE ALARM STATIONS

A. Manufacturers:

1. Simplex model 4099-9001

B. Product Description: Manual single-action station.

C. Mounting: Semi-Flush.

D. Type: Addressable.

E. Backbox: Manufacturer's standard.

2.3 DETECTOR BASE

A. Manufacturers:

1. Simplex model 4098-9792

B. Product Description: Base to accept smoke or heat detectors. Transmit trouble signal upon removal of detector.

2.4 SPOT HEAT DETECTOR

A. Manufacturers:

1. Simplex

B. Product Description: Fixed temperature, Combination rate-of-rise and fixed temperature, or rate-of-rise as indicated on the drawings.

C. Temperature Rating: 135 degrees F (57 degrees C).

D. Rate-of-Rise: 15 degrees F (8.3 degrees C).

2.5 CEILING SMOKE DETECTOR

A. Manufacturers:

1. Simplex model 4098-9714

B. Product Description: NFPA 72, photoelectric type ceiling smoke detector with the following features:

1. Adjustable sensitivity.

2. Plug-in base.

3. Auxiliary relay contact where indicated on drawings.

4. Visual indication of detector actuation.

2.6 DUCT-MOUNTED SMOKE DETECTOR

A. Manufacturers:

1. Simplex 4098-9756

B. Product Description: NFPA 72, photoelectric type with the following features:

1. Auxiliary SPDT relay contact.

2. Duct sampling tubes extending width of duct.

3. Visual indication of detector actuation.

4. Duct-mounted housing.

C. Furnish four-wire detector with separate power supply and signal circuits.

2.7 ALARM STROBES

A. Manufacturers:

1. Simplex 4904-9331.

B. Product Description: NFPA 72, strobe lamp and flasher with red lettered "FIRE" on white lens.

C. Manufacturer must select strobe intensities according to local code requirements for each location shown on the drawings. Provide additional units if needed to meet requirements of the local authority having jurisdiction.

D. All strobes must be synchronized.

2.8 ALARM HORN / STROBE

A. Manufacturers:

1. Simplex 4903-9427.

B. Product Description: NFPA 72, semi-flush type fire alarm horn with the following features:

1. Sound Rating: 87 dB at 10 feet (3 M).

2. Integral strobe lamp and flasher with red lettered "FIRE" on white lens.

C. Manufacturer must select strobe intensities according to local code requirements for each location shown on the drawings. Provide additional units if needed to meet requirements of the local authority having jurisdiction.

D. All strobes must be synchronized.

2.9 REMOTE ANNUNCIATOR

A. Manufacturers:

1. Simplex

B. Product Description: Remote LCD annunciator including audible and visual indication of fire alarm by zone, and audible and visual indication of system trouble.

C. Mounting: Factory mounted in flush wall-mounted enclosure.

2.10 WIRE AND CABLE

A. Fire alarm circuit conductors have insulation color or code in accordance with applicable standards.

B. All fire alarm wiring must be installed in conduit.

C. Fiber optic cable and jumpers: Provide cable and jumpers compatible with equipment requirements with ST connectors.

2.11 ACCESSORIES

A. Provide all necessary components, jumpers, connections and accessories required for a complete and operational system

PART 3 EXECUTION

3.1 EXAMINATION

A. Division 1 - Administrative Requirements: Coordination and project conditions.

B. Verify products and systems receiving devices are ready for installation.

3.2 INSTALLATION

A. Install manual station with top of operating handle 46 inches above floor.

B. Install audible and visual signal devices 80 inches above floor.

C. Install 14 AWG minimum size conductors for fire alarm detection and signal circuit conductors in conduit.

D. Connect conduit and wire to all devices.

E. Automatic Detector Installation: Conform to NFPA 72.

F. Install engraved plastic nameplates in accordance with Section 260553.

G. Ground and bond fire alarm equipment and circuits in accordance with Section 260526.

3.3 FIELD QUALITY CONTROL

A. Division 1 - Quality Requirements: Testing and inspection services.

B. Test in accordance with NFPA 72 and local fire department requirements.

C. Fill out and submit NFPA 72 Record of Completion form.

3.4 MANUFACTURER'S FIELD SERVICES

A. Division 1 - Quality Requirements: Manufacturer’s field services.

B. Include services of certified technician to supervise installation, adjustments, final connections, and system testing.

C. During tests, provide 2 technicians for efficiency – one at devices and one at control panels. The government will monitor only for the acceptance test.

3.5 UPDATE EPROM

A. After the system has been completely tested and approved by the authority having jurisdiction, provide newly "burned" EPROM chips with the final programming for the building control panel, and the color graphics system in the Headquarters Building.

3.6 DEMONSTRATION AND TRAINING

A. Furnish 5 hours of instruction each for owner's personnel, to be conducted at project site with manufacturer's representative.
