PART I – SECTION E
INSPECTION AND ACCEPTANCE
E.1.0 AMS CLAUSE 3.1-1 CLAUSES AND PROVISIONS INCORPORATED BY
REFERENCE (JUL 2019)
This screening information request (SIR) or contract, as applicable, incorporates by reference the provisions or clauses listed below with the same force and effect as if they were given in full text.
Upon request, the Contracting Officer will make the full text available, or offeror and contractors may obtain the full text via Internet at: https://fast.faa.gov/contractclauses.cfm.
3.10.4-2 Inspection of Supplies – Fixed Price (Nov 1997) 3.10.4-3 Inspection of Supplies – Cost Reimbursement (Apr 1996) 3.10.4-4 Inspection of Services – Both Fixed-Price & Cost Reimbursement (Apr 1996) 3.10.4-5 Inspection – Time-and-Material and Labor-Hour (Apr 1996) 3.10.4-14 Assignment of a Quality Reliability Officer (QRO) (Oct 2015) 3.10.4-16 Responsibility for Supplies (Apr 1996)
E.2.0 POINTS OF INSPECTION AND ACCEPTANCE
E.2.1 Supplies and/or services will be inspected and accepted as specified in the delivery/task order. Acceptance will be made by the CO, COR, or designated FAA representative.
The system has been accepted when the Contractor demonstrates to the FAA that the system meets all requirements described in Section C. The FAA must be contacted forty-five (45) working days prior to when inspections are needed.
E.2.2 The FAA will provide a written notification of acceptance or rejection within thirty
(30) calendar days of receipt of the final product. Specific justification or substantiation of the reason(s) for rejection will also accompany the notice. If the FAA determines that there are omissions, errors, or deficiencies in the contractor’s equipment, the Contractor must make the necessary correction that will allow the FAA to accept the final product. The Contractor must correct the report or deliverable within seven (7) working days unless otherwise specified.
E.3.0 INSPECTION FOR QUALITY ASSURANCE PROGRAM
Quality Assurance is applicable to all phases of the DC BUS requirement. The Contractor must provide a Quality Assurance Plan (QAP), as detailed in Section C.3.1.8.1 of the SOW, for the design, development, evaluation, and furnishing of hardware, software, firmware supplies, services, and associated documentation (including any modification to existing hardware and software). The plan must integrate the FAA’s quality control needs into existing practices without developing a new quality assurance program. The Contractor must conduct its quality assurance program in accordance with the approved QAP.
The inspection requirements specifically set forth in this Contract must become a part of the Contractor's overall Quality Assurance Program. The absence of FAA inspection does not relieve the Contractor of the responsibility of ensuring that all services, products, or supplies submitted to the FAA for acceptance comply with all requirements of the contract. The Contractor must establish and maintain a Quality Assurance Program and provide the procedures and controls to ensure that all requirements of the contract are met.
