Section / Attachment: Page Other Identifier QUESTIONS, REQUESTS for CLARIFICATIONS FAA RESPONSE

General Question Is this a new requirement or a follow-on to an existing contract. If an existing contract, may we have the contractor's name and conatract number.

This is a follow-on effort to contract DTFAWA-09-D-00013, awarded to Oceus Networks Inc.

General Question Various SF 33, Cover Letter

Various provisions in the solicitation refer to a cover page/SF 33, including requirements that Offeror sign and return the SF 33 with its proposal and that the SF 33 be used to acknowledge amendments.

1. No cover letter/SF 33 was included in the original solicitation. 2. No cover letter/SF 33 was included with Amendment 1. Provided as part of Amendment 2

B.4 / Pricing Tabs CLIN X001C Please advise if the FAA requires a 1KV Hard-Wired Inverter and a 1KV Inverter with Receptacle? Can the offeror provide a combined hardwire and receptacle inverter?

Yes, both inverters are required. No, they cannot be combined.

B.4 / Pricing Tabs CLIN X001D We believe CLIN X001D1 and X001D2 are redundant, as they both list 2KV Hard Wired. Did the FAA intend to list one of the sub-CLINs to read "1KV"? CLINs have been updated.

B.4 / Pricing Tabs X001D We believe CLIN X001D3 and X001D4 are redundant, as they both list 2KV Hard Wired. Did the FAA intend to list one of the sub-CLINs to read "1KV"? CLINs have been updated.

QUESTIONS, REQUESTS for CLARIFICATIONS

B.4 / Pricing Tabs

CLINs X002C - X002S

Please explain if the manufacturer's discount rate requested is to be based on a lump sum purchase of the estimated quantity listed in CLINs X002C - X002S or if the discount is intended to be applied to a single quantity and on an individual CLIN basis.

B.3.0 states, "The manufacturer’s discount rate, for CLINs X002C – X002S, must be completed as appropriate. If a manufacturer’s discount rate is not available, the response must be zero (0)."

It is not the intent of the FAA to dictate a discount not to dictate how any discount will be applied.

B.4 / Pricing Tabs

CLINs X002M &

X002N Regarding CLIN X002M (Modem, Multitech Corp) and CLIN X002N (Modem, Black Box Corp): per SOW Section C.3.3.4.1.1 we recognize Modems as GFE communications equipment. Request the FAA to remove both CLINs X002M and X002N from Section B.4

CLINs have been removed, modems provided as GFE.

C.3.1.6 / C.3.5.4 6 FAA Temporary Equipment Stockroom (E-

Stock)

The Contractor must furnish a storage warehouse … 200 square feet of secure warehouse space …" How is this space used and how is it different from the CDLS space defined in section 3.5.4. Please differentiate the differences between the E-Stock warehouse and the CDLS warehouse.

C.3.1.6 identifies the requirements for temporary storage of DC BUSs. C.3.5.4 identifies the requirements for CDLS. The FAA is not dictating how these requirements are met.

C.3.2.1.2/C3.2.1.3/C3.2.1.4/C.3 .5.12.1/C.3.6.3.2/G.10

10/11/47/5 0/4 Multiple

The paragraph requires that FAA "…must have full and complete data rights to all DC BUS system software, system firmware and all supporting documentation." The term "full and complete data rights" is not defined. Later in the provision, it states that "The FAA must have the right to reproduce, copy, alter, use and modify all data, documentation, software and firmware." The Government does not receive greater than standard commercial rights on commercial documentation, software, and firmware created at private expense. Would the FAA consider Removing this requirement?

No change, reference AMS Clause 3.5-13.

C.3.3 / C.3.3.3.1 / C.3.3.3.7 16 / 22 / 24 Direct Current Back-up System Installation/DC BUS Installation

Between these three sections the term Contractor is referring to different parties which causes confusion throughout this solicitation. No change.

C.3.3.2.2 19 Design Engineering Support

The Contractor must provide the necessary support … Electrical Engineer, Mechanical Engineer, CAD Operator/Designer, Clerical. For structural designs, a professional civil engineer would be required, would the Government allow charging professional civil engineer time against the mechanical engineer CLIN? Would the FAA consider Adding a CLIN for professional civil engineer or allow structural and mechanical Professional Engineers (PE) to use the mechanical engineer CLIN.

The FAA does not anticipate the need for either a civil or structural engineer in performance of this effort. If it becomes a need, it will be handled on a case by case basis. No change.

C.3.3.3 22

Reference SITE PREPARATION AND INSTALLATION TASK: last sentence states "The Contractor must submit the deliverables in the format identified in paragraph C.3.4.1 of this SOW". Section C.3.4.1 covers Integrated Logistics Support. We are not able to locate the format requirements for the deliverables (DC BUS Battery Test and CAI). Please identify the requested file format. Correct to reference C.3.3.1.

C.3.3.3.2.1 23 Field Engineer

"Completed military technical training and … or four (4) years …" This exceeds the normal industry standards for installation personnel with technical or advanced degrees. Personnel with advanced degrees will increase the cost of the installer workforce and may impact delivery schedules. Would the FAA consider removing item #3 from the field engineering requirements list? No, no change.

C.3.3.3.6 24 Responsibility for Revisions

The Contractor must , upon notification by the FAA, revise his/her schedules to address changes encountered during installation project coordination planning. We understand that this would take place and it is important that changes occur no more frequently than once per month. Would the FAA consider stipulating that the requests originate from the PMO and occur no more than once monthly?

Corrected to reference COR, no other changes made.

C.3.3.4 26

Reference Environmental Remote Monitoring System Installation: 5th paragraph states: "Note: Coordination and final integration of the DC BUS remote monitoring from the facility demarc to the Air Route Traffic Control Center (ARTCC) RMLS." This appears to be an incomplete statement.

Corrected to read, "Note: Coordination and final integration of the DC BUS remote monitoring from the facility demarc to the Air Route Traffic Control Center (ARTCC) RMLS, will be performed by FAA personnel."

C.3.3.4 / C.3.3.4.1.1 26

Environmental Remote Monitoring System (ERMS) Installation & The FAA

Will

Reference Environmental Remote Monitoring System Installation: 3rd paragraph, 3rd sentence states "Provide all necessary cables, modems" however, SOW Section C.3.3.4.1.1 covers what the FAA will do regarding Environmental Remote Monitoring System Installation and item #4 states "If there are any additional communications equipment that is required for communications (i.e., channel bankcards), they will be provided as GFE". Modems are classified as "communications equipment". Would the FAA consider removing the Contractor requirement to provide modems from SOW Section C.3.3.4 as they should be GFE. Corrected to state modems will be GFE.

C.3.3.4 27

Reference Environmental Remote Monitoring System Installation: 1st full paragraph on page 27 references "ERMS Panel P7B" twice.

It is our understanding that this is an older ERMS Panel Model, which has been replaced by ERMS Panel Model "V.4". This newer model is referenced in SOW Section C.3.3.4.1.2 / we are requesting the references to "ERMS Panel P7B" in SOW Section C.3.3.4 be corrected to read "ERMS Panel V.4".

Corrected to read "DC BUS ERMS V.4 Panel".

C.3.4.2.3 34 Reference Spare-Parts Peculiar, which is undefined in the document. Please define the FAA's meaning of "part-peculiar". Corrected to add definition.

C.3.4.3.5 37 Program Management Reports

The Contractor must submit the following Reports monthly or as designated by the CO or COR. … 4. Start Up Checklist, 5. Lifecycle Checklist and /or End of Life List. What is the content of these reports and in what format are these reports to be presented? Please clarify. Corrected to reference C.3.4.3.4.

C.3.5.7 42 CDLS Delivery Requirements "Name, Phone number, FAX number, and pager number must be provided as a point of contact." Can an SMS service be substituted for a pager number?" SMS is equivalent to pager services and can be substituted for a separate pager number. Corrected.

D.1.0 1 Packaging and Packing

Clause calls for preservation and packaging in accordance with "most economical rates and best commercial practices." Most economical rates is a standard that conflicts with best commercial practices. Does FAA mean most economical rates for best commercial practices? Would the FAA consider changing "most economical rates and best commercial practices" to "most economical rates for best commercial practices." No change.

G.15.1.f 6 INVOICE SUBMISSION REQUIREMENTS f.) mentions a Business Operations Portal as required by Section 6.1 of the FENS Functional and Technical Specification (Attachment J- 1). We were not able to identify these subjects in J.1 or other sections of the SIR.

Corrected to remove requirement from G.15.1.

G.15.2 7 INVOICE EXPIRATION

This Section discusses a Section B.3, Telecommunication Services and associated CLINs. We are unable to identify a Section B.3 / there is a paragraph B.3 in Section "B", but it does not discuss "Telecommunication Services". We believe this should be removed.

Corrected to remove reference from G.15.2.

H.3.8.2-17 Special Contract Requirements Alternate Program Manager states “Must be a full-time employee of the prime contractor". Will the government consider only requiring the Program Manager as an employee of the Prime Offeror, and require the offeror to explain lines of authority and contractual obligations? No change.

Section I, 3.2.2.7-1(b) 5 Qualification Requirement

Paragraph (b) states that one or more qualification requirements apply to the supplies or services covered by the contract. It states further that it must be demonstrated that qualifications are met before award of the contract and that the product, manufacturer or source must be qualified at time of award. Offerors are instructed to contact the agency activity to obtain all requirements that they or their products or services, or their subcontractors or their products or services must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification. 1. Please identify what supplies or services require pre-qualification.

2. Please identify what standards are prescribed for any such qualification.

3. Please identify the process for Offeror to demonstrate its ability to meet the standards specify for qualification.

4. When in the procurement schedule does FAA wish to schedule such demonstrations?

No change, see Attachment J.01 and Section L for the FAA's requirements.

J.01 4

EQUIPMENT CHARACTERISTICS AND

PERFORMANCE

Section 2.2 states "The vendor shall offer a DC BUS system capable of 24-volt DC 300 amp output minimum". The 300 amp rating contradicts Attachment J.01 sections 2.5.1.2 and 2.9.4, which both list a 200 amp rating. Corrected to read 200 amp.

J.01 10

EQUIPMENT CHARACTERISTICS AND

PERFORMANCE

Section 2.8.5 Controls: #2 Battery circuit breaker trip. This could be electrical, magnetic, mechanical. Please define what is meant by "battery circuit breaker trip", we recommend that the Government include this in the Alarm section.

Noted. “Battery circuit breaker trip” refers to a manual battery breaker that trips automatically at a current appropriate to protect the DCBUS/cables from excess battery current.

This breaker will be used as a manual control by site specialists to disconnect the battery from charge for testing. No change.

J.01 12

EQUIPMENT CHARACTERISTICS AND

PERFORMANCE Section 2.9.3.2. What is meant by “isolated ground return bus”? Is it meant to be isolated from chassis ground?

Corrected verbiage in Attachment J.01, Section 3.2.3.

J.2 5

Reference Data Item Number L001 Integrated Support Plan (ISP), block #16, item #1, second sentence states "The Contractor must provide the first submission of the ISP not later than 10 calendar days after award of the delivery order. This differs from SOW 3.4.1.1 by using the term "Delivery Order" vs. "Contract Award" and stating 10 days vs. 21 days. Base on the size and scope of this effort, we believe it is in the best interest of the FAA to require 21 days. Corrected to align with Section C.

Waiver is also available if the inclusion of only domestic material will increase the cost of the overall project by more than 25%. Would the FAA consider a waiver because of the use of domestic steel and domestic goods will increase overall project cost by greater than 25% and most likely are not available in sufficient quantities to meet Government requirements.

No, no change.

L.6 5 Time, Date, Place and Submission of

Proposals d.) states "Offerors must ensure submissions accommodate the FAA's size limit of 25MB per email."

L.8.1.2 7 PAST PERFORMANCE QUESTIONNAIRES

Second paragraph, last sentence, regarding Past Performance Questionnaire deadline: please confirm this date is equal to the Proposal Submission date. We reviewed attachment J.22 which does not list a date for submission.

L.8.1.3. 7 KEY PERSONNEL

Paragraph 2 indicates a minimum of 5 years program management is required for the PM and 3 years for the APM, and then references Section C.3.1 of the SOW. However, Section C.3.1 of the SOW contradicts the program management experience required, listing 3 years program management is required for the PM and 1 year for the APM. Base on the size and scope of this effort, we believe it is in the best interest of the FAA to require at least 5 years experience for the PM and 3 years experience for the APM. Corrected C.3.1 to align with L.8.1.3.
