Amendment 00003
Section / Attachment Page Other Identifier Questions, Requests for Clarifications FAA Response
Various, including L.8.1, L.8.1.1, and M.5.1
L-7, L-8, and M-4
Experience, Past Performance and Key Personnel
L.8.1 requires the Offeror to provide information that demonstrates ability to perform and/or manage contracts that are of the same or similar size, scope and complexity. Similarity of size is stipulated to be $50M. L.8.1.1 further stipulates that Offeror must identify a minimum of 3 contracts of similar size, scope and complexity, as such terms are defined in L.8.1.
Offeror understands the importance of relevant past performance information to assess an Offeror’s technical and financial capability of performing a future contract. We note that in defining similar size, the FAA appears to be considering a total contract value over the potential ten‐year life rather than an estimated yearly contract value. In doing so, the FAA may be unnecessarily hindering the ability of mid‐sized companies to effectively compete for a contract with an annual value of between $3M to $6M, a contract size for which they may be well qualified on both a technical and financial basis to perform. In actuality, the most recent FAA DC BUS contract averaged between $3M to $6M per contract year.
In the interests of allowing mid‐sized companies to effectively compete for an award of the pending DC BUS contract, we request that the Government change the L.8.1 definition of similar size as follows:
FROM: “…similar in size (projects no less than $50,000,000)” TO: “…similar in size (projects averaging between $3M and $6M per contract year)”
No, no change.
