Reference Conformed_692M15-19-R-00005_Amd 0007_Dec15, Section 3.4.1-1(c)(2) – 3.4.1-1(c)(2)
The SIR states that the proposal guarantee will be returned to the successful offeror after it signs the contract and submits acceptable bonds required under the contract. Proposal guarantee is for CLINs 3, 4, 5 but Performance Bonds are only required for CLIN 1. When will proposal guarantee be released?
The phrase “acceptable bonds required under the contract” is the standard language of this clause. For the ERSS contract, there is a contract requirement for a proposal guarantee (i.e., Bid Bond) in accordance with AMS Clause 3.4.1-1. Offerors must include this with Annex #1. The proposal guarantee in the form of a proposal bond (SIR Section 3.4.1-1) applies to CLINS 0003, 0004 and 0005 only. Task orders issued against CLIN 0001, after contract award will be subject to performance and payment bonds (SIR Section 3.4.1-4 and 3.4.1-5). Therefore, the phrase “and submits acceptable bonds required under the contract” referenced in your question is not applicable and the proposal guarantee will be released after the Base Contract is signed.

Sample Task Bid Schedule
Based on the final sentence on the first page of the Sample Task Bid Schedule, "The FAA allows a maximum G&A mark-up of 8.4% on all labor and materials and a maximum Fee mark-up of 6.5%." Is it the FAA's intent to potentially limit the amount of G&A and Fee mark-up to the percentages stated?
This sentence was removed from the Sample Task Bid Schedule. The contract will not have a limit on G&A or Fee. The updated Attachment L-002 Sample Task Pricing Sheet_Jan5 is attached to this Amendment and incorporated.
