| Reference Amendment #0004 Q&A Responses 109 – 113 |
| Q&A responses indicate Offerors should submit shop drawings and pre-construction plans for the sample task, however, there is no indication in either the SIR or amendments how the shop drawings and preconstruction plans will be evaluated by the FAA. The Q&A states draft or example plans will be accepted but the Offeror is encouraged to provide as much detail as possible so that the Offeror’s understanding of the project requirements is made clear. To develop these plans from scratch for a fictional (sample) task will require significant investment of time in this proposal phase, so we are interested in how the drawings and plans will be evaluated; pass/fail, or other?. Additionally, the incumbent contractor already has relevant, FAA approved pre-construction plans so will not require this same amount of investment; how will the evaluation process take this into consideration in order to have a level playing field? |
| M.5.1.1 explains how the FAA will evaluate Factor III. Factor III will be assigned an adjectival rating in accordance with the table in M.6.2. |
The Sample Task project was not taken from any existing projects under the current contract, but was created to allow the FAA to arrive at a best value solution. Each proposal will be evaluated based on its own merits, and not measured against any other proposal.

| The SIR states “Electronic submissions must not exceed 15 megabytes (MB) in total. Compressed files (i.e. zip files) have the potential to be rejected by the FAA system.” Given the size of the proposal package required currently (including the sample task narrative, detailed network analysis, required shop drawings and pre-construction plans), the proposal response will be well over 15MB. The example pre-construction plans alone will be well over 100 pages. Is it the FAA's intent that offerors should submit their proposals in multiple emails that do not exceed 15MB each? If, for example, our final proposal is 150MB, this could mean 10 individual emails. |

| Amendment #0004 |
| Amendment 0004 included an SF-24 Bid Bond form, SF-25 Performance Bond Form and an SF-25A Payment Bond form. There is no change in the conformed SIR stating if or where offerors should include the SF-24 Bid Bond form in the proposal response. Since performance and payment bonds are provided to the contracting agency after award, were these forms provided for information purposes only? |
| The proposal guarantee (i.e., Bid Bond) must be submitted in accordance with AMS Clause 3.4.1-1. Offerors must include this proposal guarantee with Annex #1. Section L.4.8 of the SIR has been updated. See attached Conformed SIR_692M15-19-R-00005_Dec15. |
In accordance with AMS Clause 3.4.1-4 and 3.4.1-5, Performance and Payment Bonds will be required for CLIN 0001 Task Orders at the time of Task Order award.
