| L.4.9 Annex #2 requires that NAICS 562910 be utilized by Prime contractors to determine small business eligibility for our potential sub-contractors. Given the wide array of subcontracting that may be required under the program, we recommend that a prime contractor determine business size status for sub-contractors based on the majority of the work the sub-contractor will perform on the program, consistent with standard Small Business Program reporting practices. |
For instance, potential subcontractors that provide services/products for implementation of the program would determine business size status based on the NAICS respective to the services/products they provide not the end utilization. This will ensure maximum SB utilization at all levels of the procurement under the program as well as consistent reporting practices.
SIR Section L.4.9 is updated to include the following: North American Industry Classification Standard (NAICS) code for this procurement is 562910 – Environmental Remediation Services. The Size Standard for this code is 750 employees. The NAICS code will be used to determine Small Business eligibility for prime contractors. Prime Contractors must use the NAICS code for the majority of the work the subcontractor is performing under the resultant contract for all potential sub-contractors.

| Requirements for laboratory analysis of all routine soil and/or vapor sampling will be included in the specifications as part of a specific CLIN I project. Costs for other special sampling events, not specifically referenced in another CLIN, will be incorporated under the SURGE CLIN. Methods and frequencies for vapor and soil sampling are determined on a project-by-project basis when required by FAA. |
Calculations of mass removal are based upon SVE System PID Readings and/or historic laboratory data, coupled with flow rates/volumes.
