1) C-001_Statement of Work; Section 3.0 Environmental Requirements 2) B-001-CLIN Structure-Pricing Schedule; Worksheet B-001 CLIN 0003, SUBTASK 4.
SOW Section 3 Environmental Requirements provides many requirements the contractor must meet including compliance with regulations, data standards, permits, Hazardous/Non-Hazardous Waste Management, Off-site Disposal of Materials/Waste ("The OMC must remove and dispose of off-site, at an approved disposal facility, all unacceptable and rejected chemicals or carbon."), Fuel and Chemical Spill and Radiological Equipment permitting. The requirements referred to, however, do not include
Will the FAA please provide all of the specific work load, copies of all environmental permits at the site and their associated fees, and all available data to allow offerors to estimate the "Other Direct Costs" associated with SUBTASK 4 OR
The ERSS Contractor is to perform the required work in compliance with all federal, state, and local laws. Generally, cost of permits are usually needed under CLIN 001 (Remedial Action Construction) and will be identified in the task SOW. The ERSS Contractor may have costs associated with personnel maintaining required certifications and continuing education costs; these are priced under SUBTASK 4.
specifics with regards to the regulations, permits, quantities of Hazardous/Non-Hazardous Waste Management, Off-site Disposal of Materials/Waste, Fuel and Chemical Spills standards referred to. Without specific workload, copies of all permits and their associated fees, number of hazardous/Non-Hazardous incidents, volumes of all waste streams, removal requirements, etc.....it is not possible to accurately estimate the cost for SUBTASK 4.
consider changing SUBTASK 4 to a "FAA Provided Quantity and Cost" SUBTASK a using an NTE value for SUBTASK 4 similar to SUBTASK 6?
1) C-001_Statement of Work and Site Visit - Issued files
There is no workload history or data which clearly describes the requirements for any of the "Subcontractors" categories under CLIN III's SUBTASKs 1, 2, 4, 5, 7A, 10A or 11 from which to base a cost estimate on. In order to accurately estimate the amount of any subcontracts required for the FFP CLINs, specific workload requirements are needed.
Please provide specific quantifiable Subcontracting work load data.
Subcontractor workload is based upon the balance of tasks that the Offeror determines will be performed and completed by the Offeror’s subcontractors. The SIR does not require subcontractors. If an Offeror chooses to have subcontractors perform workload requirements under the SOW/SIR, that workload data would be determined by each Offeror, and would need to be included in that Offer’s proposal.
1) C-001_Statement of Work
Throughout the SOW, the term "Operations Plan" is referred to but there's no information or Appendix with this information.
Please provide the referenced Operations Plan.
The Operations Plan referred to in the SOW is a Contractor-based document developed by the Offeror based upon their corporate format. .
1) C-001_Statement of Work; 2) File B-001-CLIN Structure-Pricing Schedule.xlsx, Worksheet B001 CLIN 0003
A review of the O&M requirements indicates no specific maintenance requirements or the Locations of Equipment, Equipment Lists, Equipment Identifiers (make/model/size/In-service dates).
Please provide the specific maintenance requirements for each specific piece of equipment.
ERSS Preventative Maintenance Program was provided via Appendix F to Offerors on a thumb drive mailed on August 31, 2020, after the site visit.

The solicitation's Section B.1 indicates this is a Contract for Services. Item #22 on Amendment #2 states "Plant operators and other staff such as non-construction or field drilling operations staff are non-prevailing wage. Prevailing rate/Davis-Bacon rates apply to only “new” construction task orders." It is not clear if prevailing rates apply to the Pricing Deliverable's B-001-CLIN Structure-Pricing Schedule.xlsx FP/FFP requirements including the Environmental Technicians or Operators.
Will the FAA confirm all the Labor Category positions listed in attachment "B-001-CLIN Structure-Pricing Schedule" are FLSA - Exempt and as such not subject to the Service Contract Act (SCA).
Otherwise, iaw FAR 22.1007 - please provide the applicable SCA?
Prevailing rates are applicable to new construction activities, generally under CLIN 001 (Remedial Action Construction). A wage determination was provided as attachment I-001 to the SIR.
