Attachment J-6 - Existing Governance and Customer Engagement Organizations
The following existing governance and customer engagement organizations should be considered in the design of the recommended governance model:
Senior Travel Official Council[footnoteRef:1] (STOC) serves as the principal inter-agency council responsible for creating a forum for collaboration and opportunity identification to better align Government-wide strategies; promoting efficient and effective spending; influencing measurable outcomes; informing stakeholders and generating support for the business of travel; and professionalizing the role of the Government travel manager. [1: Senior Travel Official Council (STOC) was established by the President's Executive Order (EO) 13589, which charges agencies with aggressively cutting waste and promoting efficient and effective spending. ]
ETSNext Steering Committee’s (ESC) purpose is an advisory board members of STOC and other executive leadership of similar government-wide initiatives and/or prior experience with ETS government-wide acquisitions and transitions or OSSPI initiatives such as the Federal Financial Management shared solution initiatives. This membership includes market representative balance between the current ETS2 providers.
Office of Government-wide Policy (OGP) is responsible for the T&E business standards, verifying alignment to the Federal Travel Regulation and maintenance of the BIE requirements. OGP publishes and requests public feedback on the standards via Regulation.gov.
OGP is also responsible for the Office of Shared Solutions and Performance Improvement (OSSPI) which is responsible for improving mission delivery and implementation of the Administration’s priorities by bringing the government together to drive innovation, foster collaboration, and shape effective policy. OSSPI manages the following governance bodies:
· Shared Service Governance Board (SSGB) is a cross-agency functional steering committee that makes recommendations to OMB. The SSGB serves as the escalation point for the BSC to resolve inconsistencies in the creation of business and data standards or suggest resolutions for OMB policy officials.
· Business Standards Council (BSC) is a cross-government working group of the Standards Leads, tasked with operationalizing the standards across various mission support lines of business (e.g., travel, FM, and human resources).
