B.05 Schedule of Items (Pricing) B.05.1 Definitions (Pricing)

Section G: Contract administration data G.05 Invoice Processing Platform G.06 ETSNext Service Access Fee (SAF) - this is a new section.

Section L: Instructions, conditions, and notices to offerors or respondents Volume 5: Price Section M: Evaluation factors for award Phase 1 Factor 5 Price Evaluation

Amendment A00010 is due to erin.lush@gsa.gov with a copy to onthego@gsa.gov by 11:00 p.m. ET on July 22, 2024.

Amendment A00010 Correction - corrects CLIN 04006 and corrects the A00010 due date

47QMCB23R0011 - RFP - ETSNext Generation A00010 – Dated July 10, 2024

Amended or new portions are noted in red font as follows:

Section B - Supplies or Services and Prices/Costs

B.05 Schedule of Items (Pricing)

B.05.1 Definitions (Pricing): GSA intends to establish Contract Line Item Numbers (CLINs) that allow for separate pricing for the initial setup, service consumption and operation and maintenance phases.

CLIN 1 and CLIN 2 - Managed Service T&E Transactions (Travel Reservation, Authorization and Voucher Transactions): For the purposes of pricing, each transaction includes travel planning and reservations via the Online Booking Tool (OBT) and the travel authorization and interface to the agency Financial Management (FM) solutions via the FM Application Programming Interfaces (APIs) (Attachments J-4.1 through J-4.11) and other agency business systems supported by the API Gateway.

Transactions also include a digitally signed and approved claim for reimbursement of expenses incurred in the performance of official travel. A managed service transaction, for invoicing purposes, includes an authorization, reservation, and voucher. The following list of scenarios indicates whether a managed service transaction could be invoiced:

1) Inclusive of an Authorization, Reservation, and Voucher (Billable).

2) Inclusive of an Authorization and Reservation that is subsequently cancelled with no Voucher (Not billable).

3) Inclusive of an Authorization and Reservation that is subsequently cancelled with a Voucher (if for example a TMC fee was charged to a traveler's IBA card) (Billable).

4) Inclusive of Multiple Authorizations and Reservations for one trip with a single Voucher submitted after the trip (Billable for single voucher transaction).

5) Inclusive of a Local Travel Voucher only (Billable).

6) Long term TDY (single authorization), with multiple vouchers submitted (Each voucher billable as separate voucher transaction).

7) Amended voucher (Amended voucher would count as additional Billable voucher transaction).

The price for each transaction should be “fully loaded,” including all required T&E Managed Service Operation tasks to operate the T&E Managed Service for all ETSNext customer agencies (Requirements C.02.1, C.02.2, C.02.4)). Revisions to the awarded CLIN 1 and CLIN 2 price(s) as a result of an economic price adjustment shall be made in accordance with the terms and conditions of the contract.

The number of completed transactions will be assessed on a monthly basis, and total cost will be based on a transaction unit cost. CLIN 00001 and CLIN 00002 will be FFP CLINs. CLINS 01001, 02001, 03001, 04001, 05001, 06001, 07001, 08001, 09001, 10001, 11001, 12001, 01002, 02002, 03002, 04002, 05002, 06002, 07002, 08002, 09002, 10002, 11002, and 12002 will be FP-EPA CLINs. For reference, the most recent full FY travel transaction volume for civilian agencies, and projected volume for FY23 and FY24 are provided below:

FY22 (Actual) 1,607,552

FY23 (Actual) 2,468,738

FY24 (Projected) 2,706,154

Offerors are asked to propose transaction pricing at two volume bands:

CLIN 1: Up to 3 million transactions annually CLIN 2: Over 3 million transactions annually

Transaction volumes are estimates only and are not guaranteed. Transactions are expected to ramp up during the transition phase, at a rate that will depend on the transition approach recommended by the Contractor. The Contractor is encouraged to describe any pricing adjustments to reflect ramp-up period, and also any pricing discounts if annual volumes increase over the life of the contract. It is also expected that transactions will decrease in the final option period during a transition-out phase.

The projected transaction volume in this section represents the Government’s estimate based on actual yearly usage for civilian agencies mandated to use ETS2 per FTR 301-50.3, 301-73.100. In the event new agency customers elect to participate in ETSNext (e.g. U.S. Department of Defense and other agencies not mandated to use ETSNext), the Government will make a bilaterally negotiated change in accordance with FAR 52.212-4(c) for the quantity of transactions, if necessary. Offerors should be aware that the Government reserves the right to exempt select individuals and agencies from mandatory use of ETSNext in accordance with FTR 301-73.102, 301-50.4 (individuals) and 301-73.104 (agency-wide).

The number of completed transactions (CLIN 1 and CLIN 2) will be invoiced by the Contractor on a monthly basis. The price paid to the Contractor for CLIN 1 and CLIN 2 will be based on the completed managed service transactions reported by the Contractor and verified by GSA based on customer agency data. The Contractor is responsible for reporting to GSA the number of completed transactions (CLIN 1 and CLIN 2) as required by section C.02.1 Service Management, Contractor Performance Reporting, SM- 6 of the PWS.

ETSNext Service Access Fee:

The Contractor shall include both the fees to cover GSA’s operational and transactional costs for its travel programs including ETSNext Travel and Expense Shared Service (SAF) and the SAF management fee (the fees listed on CLIN00006 – CLIN12006) on each completed managed service transaction (See B.05.1 for examples of billable managed service transactions for which the fees must be included on the vouchers). The SAF will be determined by GSA and reviewed by the Government on a quarterly basis as needed. The SAF can be increased or decreased by GSA periodically during the contract period of performance. The Contractor will be notified of any resultant change in the SAF within a reasonable amount of time prior to the change. Changes to the SAF will be made by the Contractor at no cost to the Government.

At some point during contract performance, G-invoicing is expected to be the method to assess, collect, and report the SAF from each completed managed service transaction. This G-Invoicing process is intended to be an intragovernmental transaction between GSA and its customer agencies. However, most agencies have yet to implement G-Invoicing successfully. As such, the Contractor shall implement, collect, report, and remit the SAF until such time as directed by the GSA Contracting Officer.

Because G-Invoicing is not fully implemented, the Government recognizes that this may result in additional effort by the contractor. As such CLINs 00006 – 12006 are established for offerors to price the effort of managing this fee implementation, collection, remittance, and reporting until such time as directed by the GSA Contracting Officer. CLINs 00006 – 12006 are for implementing, collecting, remitting, and reporting the SAF and will be priced on all completed managed service transactions in accordance with section B.05.1 CLIN 1 and CLIN 2 scenarios. These CLINs will not be priced to include the SAF itself and will be utilized until all customer agencies have implemented G-Invoicing in their FM system(s) and the Contracting Officer has alerted the Contractor to cease SAF management.

Once G-Invoicing is implemented by a customer agency and such agency executes an interagency agreement with GSA for SAF collection, the Contracting Officer will alert the Contractor to follow the process for providing ETSNext billing record information via the API as described in attachment J-4.9 as to that agency. As more customer agencies implement G-invoicing and establish interagency agreements with GSA on a rolling basis, fewer transactions are expected to be processed under CLIN 6.

CLIN 6 –SAF Management Fee (If Any): CLIN 00006 will be a FFP per transaction CLIN. CLINs 01006, 02006, 03006, 04006, 05006, 06006, 07006, 08006, 09006, 10006, 11006, and 12006 will be FP-EPA CLINS. This CLIN is the Contractor’s price, if any, to implement, collect, remit, and report the collection of the SAF on behalf of the Government until the agencies are G-Invoicing capable as notified by the Contracting Officer. This CLIN will be paid in accordance with Section G.06 (ETSNext Service Access Fee). Once all customer agencies have implemented G-Invoicing, and as directed by the Contracting Officer, this CLIN will be deactivated.

G.06 ETSNext Service Access Fee (SAF): At some point during contract performance (to be determined by the Contracting Officer), G-Invoicing is expected to become the sole method to collect an ETSNext Service Access Fee (SAF) for each completed managed service transaction; however, most agencies have yet to implement G-Invoicing successfully. As such, the Contractor shall implement, collect, remit, and report the SAF until such time as directed by the GSA Contracting Officer. The SAF will be determined by GSA and reviewed by the Government on a quarterly basis as needed. The SAF can be increased or decreased by GSA periodically during the contract period of performance. The Contractor will be notified of any resultant change in the SAF amount within a reasonable amount of time prior to the change. The SAF management fee will be priced on a separate CLIN on a per completed managed service transaction basis and utilized until directed otherwise by the Contracting Officer, at which point CLIN0006 - CLIN120006 will be deactivated.

The Contractor must remit the SAF to the Federal Acquisition Service, GSA until such time as otherwise directed by the GSA Contracting Officer. The Contractor must remit the SAF in U.S. dollars by the 30th calendar day following the completion of the previous quarter. If the 30th calendar day following the completion of the previous reporting quarter falls on a weekend or Federal Holiday, remittance shall be remitted by the next business day.
