Questions & Answers from RFI Period 3

QUESTIONS ANSWERS

1 After reviewing the specs for the DD & Micro piles, we did not see a Geotech report. Could you please provide this?

Preliminary Geotechnical report is provided in Bid Documents. Refer to “Scope Specs Drawings” folder > “Vol 4 Division 00 31 00 Available Project Information” folder > 2205 RP Preliminary Subsurface Investigation and Geotechnical Evaluation 2024 0229.

Do we still need to have completed Project Labor Agreements if we intend to subcontract the work through union workers or how does that work exactly?

PLAs are incentivized, but not mandatory for this RFP. You may identify subcontracting with union workers if you'd like, but you will not receive credit under the Factor for PLAs unless you set up a PLA. PLAs are not the same thing as claiming already-established collective bargaining agreements.

3 As a certified WBE for photography can I subcontract to a licensed drone operator who isn't a WBE?

We do not have any subcontracting restrictions specific to WBEs for this procurement. Depending on the context or intent, this question may be better suited for a contact at the Small Business Administration.

For the required on-site web cameras - is that the responsibility of the contractor?

Yes. Refer to Division 1 Specifications.

What is the duration of the project?

The period of performance is specified in the RFP's Draft Agreement page 5 of 53, section I.C. Period of Performance. The total duration is estimated to be 700 calendar days. Please see the chart in this document that breaks down the two phase durations.

Are you expecting color or black and white prints (size x 10?) for documentation?

RESPONSE TO BE ADDED 6/1-2/2024

Please confirm the requirement for the AISC Certified with the Sophisticated Paint Endorsement *SPE-P1) can be switched to "SSPC QP3" which is equivalent.

It is acceptable to modify 051200-1.5.D as follows: “The Fabricator shall be AISC certified with the Certificate for Shop Application of Complex Protective Coating Standards (AISC 420-10 /SSPC-QP 3) and must submit proof of this endorsement."

The Finish for room 134 Mothers Wellness, Can you confirm that the finish plane on AE405 (calls out Tile Floor/wall) is correct and not the finish schedule on AE501 (Calls out Carpet Tile & Paint).

Finish schedule on AE501 is correct.

Elevations of room #134 on AE405 are incorrect.

In the TPO spec section 075423, part 2.2 K & L, it indicates insulation with 7/16” OSB as well as the ½” gyp cover board that appears in the details. The OSB does not seem to be shown in the details. Please advise if the intent is for one or the other, or both?

Intent is for ½” gypsum cover board per details. Amendment #3 removes 7/16” OSB from specification section 075423.

Please specifically explain who is responsible for collecting additional subsurface information from the areas where the displacement piles are to be installed and when this will be done relative to contract award.

The contract documents indicate that the owner will be doing this.

The borings provided are on the other side of the building from the work area for the piles. One of the available borings showed a cobble at 26-ft. Cobbles, boulders and obstructions need to be clearly identified for displacement piles due to most drill methods not being able to

The government is responsible for additional geotechnical borings and analysis. The target schedule for completing this work is January, 2025. The Phase 2 NTP will not be issued until this work has been completed and any potential construction impacts have been accounted for.

penetrate obstructions.

The specification for the displacement piles combines installation methods from displacement piles and other types of micropiles (for example, tremie grouting and pressure grouting do not apply to the specified pile type). Please confirm the owner's engineers understand the pile contractors will not be able to follow all items outlined in this specification and all details will be clarified in the submittal process.

It is structurally acceptable for the contractor to provide drilled displacement piles or traditional micropiles, provided that all of the performance requirements stated in the contract documents are met.

Contractor will submit their proposed installation methods as part of the submission process for team review.

Bidder's comment is noted and understood.

Will the delegated design engineer for the displacement piles be permitted to specify the load testing instrumentation appropriate for the submitted pile? For example, vibrating wire strain gauges and non-destructive integrity testing do not apply to typical micropiles or displacement piles and will add unnecessary cost and time to the project.

It is structurally acceptable for the contractor to propose alternate load testing instrumentation appropriate for their proposed pile design. The quantity of load tests and the specified acceptance criteria shall be maintained.

The finish schedule calls for CF-18 in the connector walkways which is "Fiber Cement Board".

Detail 1/AE114 does not seem to show this fiber cement board, and there are no other details showing how this board is installed or where. Please confirm the finish of the connector walk way ceilings.

No ceiling along Inbound #143 and Outbound #144 Connector. Acoustic metal deck is exposed from the underside. Fiber Cement board ceiling occurs just outside doors D143A and D144A as a part of the Connector Vestibule. Refer to Amendment #2 sheets AE603, AE604, AE605, AE606.

Drawing GI001 indicates lightning Protection is by the CBP/Contracted vendor. The only lightning protection shown on the roof plans is on the Primary Inspection Canopy metal roof on Electrical drawing E101. Is there any lightning protection going on the Main Building TPO roof that would require TPO flashings by the roofing subcontractor, or is all the work by the lightning protection vendor? If TPO flashings by the roofing subcontractor are required, where are they located, what type and what details are to be used?

There is no lightning protection going on the Main Building TPO roof. GI001 lightning protection is referring to grounding for CBP’s TACCOM radio antennas. Radio antenna grounding pathway is by Contractor. Grounding kit is by CBP Contracted vendor.

ESE (Early Steamer Emission) lighting protection design is used for this building.

The ESE system requires one ESE Mast and utilizes the steel canopy in lieu of down conductors as shown. The system provides lightning protection coverage for the entire site, no additional lighting protection required on the main building.

CBP Contracted Vendor to provide connection of TACCOM radio antennas, to be grounded to a busbar in the CBP LAN room 118 via conduit penetration at the roof with #2 AWG down conductor with 1” conduit and connect to ground busbar in CBP LAN Room 118.

Please confirm that the inspection canopy box columns, plate girders, box beams, beams, and tapered beams are Galvanized and do not have the requirement for AESS. There is a lot of AESS requirements on Galvanized material. During the galvanizing process welds can swell, and galvanizing can look "runny". Wanted to bring this to the design team's attention as the galvanizing can affect AESS material.

The inspection canopy box columns, plate girders, box beams, beams, and tapered beams do not have AESS requirements.

However, the fascia plate shown on 2&3/S624 is AESS 3. Additionally, HDG AESS material is specified for both the connector bridge and train canopy structures per the Contract Documents.

The steel fabricator shall take care to minimize the effects of the galvanizing process on AESS welds to achieve the design intent. Refer to recommendations provided by the American Galvanizers Association, including the removal of welding slag, flux residues, and welding sprays prior to galvanizing as well as careful selection of compatible low silicon weld electrode material. Fabricator shall consider these approaches as part of the AESS samples required to be submitted to the design team prior to fabrication.

The steel fabricator and galvanizer shall adequately prepare the surface of the galvanized members to receive high performance finish coating per the project specifications. Final surface shall be smooth in accordance with AESS 3 requirements. Refer to recommendations provided by the American Galvanizers Association for preparing galvanized surfaces for high performance finish coating.

TPO membrane? Also, It is not indicated in any of the details in the drawings, nor in the products or installation section of the TPO spec. Please clarify.

In TPO spec section 075423 the entire roof assembly is adhered on the wood deck. It indicates a 20 year warranty with 107 mph wind speed design. I’ve reached out to some of the Manufacturer’s regarding the system. They will warrant the roof up to 90 mph with the vapor barrier adhered on the porous wood deck. To get the 107 mph wind design, which would be a 120 mph system from the manufacturer’s, would mechanically attaching the base layer of insulation be acceptable in order to get the increased wind warranty?

107 mph is the “basic wind speed, V” not V-asd (allowable stress design). V_asd =

82.9 MPH for the building. Refer to S012

“main building component and cladding wind pressures on flat roofs” for pressure requirements. Refer to revised Specification Section 075423. An asphaltic base sheet to be included in roof assembly.

Vapor barrier, insulation, coverboard and TPO membrane all to be adhered.

Spec 131200 for the prefabricated booths indicate the booths with .045 EPDM on the roof. Wall sections on AE125 show TPO roofs with additional parapet wall extensions added to the pre-fab booths and flashed in with TPO flashings and stainless steel flashings. Please clarify if TPO or EPDM will be on the roofs and if this is to fall under the TPO spec section for warranties?

Prefabricated booths to have TPO. Refer to revised Specification Sections 075423 and 131200 included in Amendment #3.

Please clarify the make-up of the wall system in details 9,10/AE125 at the inspection booth parapets?

It appears to show plywood walls but is not indicated, and it appears to show the outside of the parapet skinned with flashing all the way up the parapet, but the flashing in detail 11/AE123 only appears to go up about 8.5”.

Is the outside skinned with the ¼” ballistic resistant steel panel, or a painted stainless steel sheet metal flashing per spec 076200?

Outside is skinned with ¼” thick steel sheet panel over AWB membrane. Parapet framing is 14-ga. mechanical tube. Refer to revised AE125 in Amendment #3.

Detail 03/AE605 shows the fascia from the upper connector roof tying into the coping of the vestibule roof, is that correct?

Fascia does not tie into coping of roof below. Refer to Amendment #2 Detail #3 on

AE605.

Solar panel arrays on warrantied membrane roofs will have waivers from the roof membrane manufacturer about removing and reinstalling the solar array if needed for roof inspection/repairs during the warranty period. Is there a solar panel spec to review to see that it is included as part of the solar panel array system?

Refer to Specification Section 263100 included in Amendment #3.

On the drawings, the camera count is different from the quantities listed on the single line diagram.....should the counts go by drawings or single line diagram?

Refer to revised TY drawings included in Amendment #3.

The legend provided in the drawings does not match the cameras needed on the drawings. Can you provide a better legend and proper placement for each camera? For instance, there are multiple cameras labeled as C1 that can either de an exterior or interior camera. These should be labeled separately for example C1-Indoor Dome, C2-Exterior Dome,etc...

Refer to revised TY drawings included in Amendment #3.

The single pole 70 amp breaker shown in panel E-PNB-L-W-1 is not available with LSIG trip. Can we quote a standard thermal magnetic breaker?

Ground fault protection is not required for this breaker; however, electronic trip adjustment is recommended to achieve selective coordination. Please provide selective coordination report to indicate coordination can be achieved with thermal magnetic breaker. Refer to revised single line diagram on E700 included in Amendment #3.

There are several main circuit breakers and feeder breakers with LSIG trip units. There may be a possibility that the ground faults will fight each other. Can these trips be changed to LSI?

Yes, LSIG is only required at the main switchboard E-SWB-H-1. For equipment downstream of E-SWB-H-1 indicated with LSIG trip units, provide LSI trip units instead. Refer to revised single line diagram on E700 included in Amendment #3.

On sheet labeled Base & Five Options on the price proposal workbook, items are structured so that IRA Funded Items are Separated from Non-IRA Funded Items;

Is it acceptable to provide the total value for the bid item and then provide a breakout cost of the acquisition and installation of LEC Materials, in lieu of them summing as currently shown?

Please provide a breakdown of all acquisition and installation of LEC materials as well as the sums currently shown in the pricing proposal sheet. GSA is required to follow this CLIN structure in showing IRA-funds use by the type of LEC materials, so we cannot remove that format.

The train platform specifies 8” hollow core plank, it is not recommended by subcontractors to use hollow core plank in exterior applications such as this because the voids will collect water, freeze, and blow the bottoms off the planks – ending up with having to replace the entire deck. They recommend 8” solid planks instead. Please advise.

The concern is noted. Documents have been revised in Amendment #3 for 8" solid precast planks at the train platform in lieu of hollow-core plank.

The precast wall panel specification calls for 10% of the cement in the mix be replaced with glass pozzolan which is a material not used in this market area, and it also specifies a long list of testing requirements that is not normally dealt with in this

The design mix can be altered. Contractor must still meet the IRA low embodied carbon concrete requirements for the project. Contractor to determine how to meet IRA low-embodied carbon requirements along with the other performance requirements of the material.

area under section 1.9

PERFORMANCE

REQUIREMENTS. Please advise if this design mix/testing can be altered.

Testing requirements cannot be altered.

Looking at the Watermain work in Phase 1, there is not any inline water valves on either the Fire Protection Line or the Domestic watermain. A minimum of 2 valves will be added do to phasing and testing, and the subcontractor recommends, at a minimum, a valve every 1,000LF on the fire line, and 1,500LF on the domestic water. Please advise if the intent of the design was to have valves in these lines.

Refer to revised C150 and C151 included in Amendment 3.

Dwg. C-500, detail 17 explains “ Bollards protecting buildings must be rated M-50 at a minimum”, Dwg. AS-103 the bollard schedule states location – Building - M40 rating. Please advise which was the intent.

Bollards are rated per AS103. C500 has been revised in Amendment #3.

L500 Shows a different detail for the rubber nugget steel edging than that of the 1/AE114. Please advise which detail takes precedence?

L500 takes precedence. #1 on AE114 has been revised in Amendment #3.

1A/L500 also references “Type B” edging at connector. Can you confirm what “Type A” is? Can you confirm extents of steel edging? Is it only at the connecting walkway, or is it at perimeter of all rubber nuggets?

Type A is the typical rubber nugget edge detail found throughout the project site and includes a ½” thick steel plate ¾” above grade. Type B steel edging detail extents are per L100.

Question from an electrical contractor and submitting a subcontract bid; The specifications show that the contractor is responsible for NYSEG power installation charges (if any). I have reached out to utility company, and they need the NYSEG Service Notification Number to look up this project. They stated that the number starts with 1030. Would it be possible to get this NYSEG Service Notification Number?

NYSEG is not the service provider for utilities. The electric utility provider is the Village of Rouses Point, 139 Lake Street, PO Box 185, Rouses Point, NY 12979;

under account number 757-0.

Vicon Vax is strict in this project, I do not see it stating equal but maybe worth the ask if we can provide another type of access control. Johnson Controls Incorporated has 23 different options. We can cover everything seeing stating Vicon I wanted to ask if possible to provide anything else.

Vicon VAX is not intended for Access Control System. Access control to be HSPD-12/FIPS-201 compatible. This URL lists FIPS approved systems:

https://www.idmanagement.gov/fips201/.

“PACS Infrastructure” column downloads a PDF with approved components of that particular ACS system. Revised Specification Section 281000, issued as a part of Amendment #3, provides three acceptable manufacturers.

Is this project a small business set aside as it pertains to the general contractor or does the GC have to solicit certified small businesses as subcontractors and suppliers?

This project is not a small business set-aside and we are open to potentially awarding a contract with a large business.

Please see the factor that speaks to a Small Business Subcontracting Plan in the solicitation. Large businesses are required to submit one of these plans with their proposals.
