Questions & Answers from RFI Period 2
47PC0624R0001 Amendment 02
QUESTION GSA ANSWER
As a subcontractor, we need to solicit the firms that are pursuing this project as a Prime GC. Is it possible to see the sign-in sheet for the recent project walk through that was hosted?
Yes, please email Sonah.Lee@gsa.gov directly to request this information.
Specification Section 316600.2.2.G.2: Please confirm the appropriate Buy America(n) provision for the project. It is our understanding that the micropiles installed for a government project shall require prime mill certifications for the steel.
Please see section I.V.F. of The Solicitation 47PC0624R0001 that provides the reference to FAR 52.225-12 Notice of Buy American Requirement-Construction Materials Under Trade Agreements (May 2014).
Drawing S002, note FN-1. Identifies the foundation design is based on preliminary geotechnical investigation… Based on the preliminary geotechnical report the subsurface conditions at the locations of the contractor designed micropiles have not been identified. Please provide what subsurface information/test boring data should be utilized for the micropile pricing.
Assume the geotechnical borings provided with the contract documents represent the geotechnical conditions at the location of the piles. Additional borings and geotechnical analysis will be performed post-construction contract award, in order to validate the assumed geotechnical engineering properties used for design. Any required design engineering or scope adjustments will be completed prior to the issuance of the Phase 2 Notice to Proceed.
Drawing S002, note FN-2. Can you confirm that the 60 ton capacity is 60 ton ultimate (so 30 ton design) compression and 45 ton ultimate uplift (22.5 ton design)?
Per S002 note FN-2 and 3/S202, the pile capacities and characteristics stated are all service-level. Service-level forces are unfactored forces. That is equivalent to the bidder's question of "design" forces. Service level is defined in note GR-1 on S002.
Specification Section 316600 – Drilled Displacement Micropiles, identifies the basis of design is a “STELCOL” by IDEAL Group.
Are other Micropiles allowed to be substituted for a “STELCOL” pile, (i.e.
conventional drilled pressure grouted micropiles) providing the piles meet the pile capacities on Drawing S002, note FN-2.
Yes, it is acceptable to substitute a drilled displacement micropile with a conventional drilled and grouted micropile, provided that it provides equivalent strength and stiffness as the basis of design pile characteristics stated on S002 note FN-2.
Are there any working restrictions adjacent to the railroad tracks, such as fowl distance, work hours, flaggers, etc. Please provide railroad restrictions if applicable.
Contract documents require contractors to account for construction requirements that may have specific railroad safety considerations. Contractor to comply with Canadian National Railroad safety requirements.
Specification Section 316600.3.8.A & D:
Industry standard for pile location deviation is 3-inches. The structural engineer should confirm this deviation for the pile locations.
3" maximum plan deviation in the pile is acceptable.
The finish schedule references Room #128 East Corridor, however I don’t see it labeled on the finish drawings. I believe it to be the long corridor in the Main Building as the Vestibule that meets it to the left is 128A but want to be certain. Can you confirm room # 128 East Corridor for us?
Correct. East Corridor #128 is long corridor on east side of Main Building directly north of Vestibule #128A. Refer to #1 on AE100, included as a part of Amendment #2 clouded drawings, which provides room tag for East Corridor #128.
Can a section view of the heavy duty concrete on either side of a curb be provided? Similar to detail 18/C500 but for the heavy duty concrete areas in the lanes. I am trying to identify the joint between concrete road to curb to median area.
Yes. Refer to #25 on C500, included as a part of Amendment #2 clouded drawings, which provides heavy duty concrete to curb detail.
Please clarify if Contractor is required to include costs for wetland bank credits. If so, please provide required quantity along with listing of approved wetland banks and contacts so we can obtain pricing information.
Contractor is not required to include the cost of wetland bank credits. Wetland mitigation is not included in the contract scope.
Please reference The Solicitation Part II.E.
Other Information to Submit with Proposal.
This section references form C301 and identifies that Offeror may request this form from the Contracting Officer. Please provide this form so we can review and submit with our proposal as instructed.
Form C301 is now attached to this amendment posting.
Reference excel pricing spreadsheet titled "Rouses LPOE GC Pricing Sheet": Please confirm if the costs for options #1 - #5 are NOT to be included in the Base Contract Total. Confirm if the options are intended to be additional costs above and beyond the Base Contract Total.
Options are additional costs beyond the Base Total. Separate total sums should auto-populate for each Option CLIN under the second tab and are formulaicly linked to also appear for auto-summing on the cover tab "Totals Overview & Options Rates."
Regarding final bid submittal for Price Proposal, please clarify if we are required to submit the actual excel file of the Pricing sheet or if the contents of this sheet should be made into a .pdf
You are required to submit the actual excel file. The accuracy of calculations and the integrity of all formulas will be verified, so please ensure to check there are no errors in your file.
Please confirm that Base Contract costs are to include installation of electric and telecommunications utilities overhead.
Confirmed. That is a correct interpretation of the Base Contract requirement.
If Base Contract includes installation of electric and telecommunications utilities overhead, please confirm if Pricing Option 3 is meant to include only the additional cost to install the utilities underground.
Confirmed. That is a correct interpretation of the Contract Option requirement.
