This document is an Amendment to a Request for Proposals (RFP) for the General Construction of a Land Port of Entry Facility in Rouses Point, New York (Solicitation No. 47PC0624R0001). The key details are:
The project scope includes construction of an approximately 13,000 square feet main LPOE building, as well as site work, utilities, and a railway platform system for international rail passenger inspection. The facility is expected to achieve LEED Gold certification and include geothermal heating and cooling as part of a net-zero ready design. Non-price factors, such as sustainability, project labor agreement, and small business subcontracting, will be significantly more important than price in the evaluation. A pre-proposal conference and site visit are scheduled for May 15, 2024, with written questions due by May 1st and May 22nd. Proposals are due by 5:30 pm ET on June 12, 2024. The contract will be a firm-fixed-price award with a bid guarantee and performance/payment bonds required. The project is funded through the Inflation Reduction Act of 2022 and has an estimated construction value between $25-35 million.

Questions received prior to pre-proposal conference
Q1. I am inquiring about the PLA. I am a non-union company and in reviewing the information on PLA's, it is my understanding that I can bid/compete as a sub on the project. However my workforce would have to come from the union hall, or there may be the possibility of a union to non-union ratio of the workforce. Would you be able to let me know if this is correct or am I misunderstanding?
A1. GSA expects proposal submissions from prime contractors who can provide general construction services. Subcontractors may work with these GCs as part of their proposals, but GSA is not involved with that business process.
In regards to PLA, non-union contractors can choose to participate in projects where PLAs are required or incentivized. (source) Non-union contractors who choose to enter PLAs can do so without becoming a union employer for other projects. (source) PLAs are project-specific—they run for the length of the project.
In accordance with FAR 52.222-33 and FAR 52.222-34, the offeror/contractor must negotiate or become a party to a project labor agreement with one or more labor organizations for the term of the resulting construction contract; and require its subcontractors to become a party to the resulting project labor agreement.
Q2. When will Scope Specs Drawings 47PC0624R0001.zip be available?
A2. Scope Spec Drawings have been available with the posting of this RFP on SAM.gov. You must request access to the controlled docs on the platform once you’re logged in. Once approved by the CO, you will have access to view the files. Note: If you're not registered with the correct "role type" on your account, you'll need to take the steps outlined in the instructions accompanying this amendment.
Q3. Can you please advise if the Port of Entry facility is expected to have dog kennels for the working military dogs?
A3. No, the port of entry project will not involve any dog kennels.
