About this file
This document is a Request for Information (RFI) log containing 30 clarification inquiries and corresponding responses for a federal cemetery restoration and infrastructure project. The RFIs address specification discrepancies, missing technical sections, drawing conflicts, and scope ambiguities across multiple trade disciplines.
Key issues raised include: missing irrigation pump specifications (Section 32 82 00) resolved by revising Section 32 84 00; specification section number mismatches for cast-in-place concrete (03 30 00 vs. 03 30 53); flagpole height confirmation at 60 feet with delegated design requirements; camera specification conflicts between dome-enclosed varifocal units and IP-based multisensor systems (resolved by updating Section 28 23 00); missing Division 28 sections (28 05 28.33 conduit/backbox and 28 08 00 commissioning, with commissioning removed); technology alternates A and B scope clarification referenced on Drawings T201 and T205; wooden fence footing depth unit conversion error (91 mm vs. 3 feet); decomposed granite color specification (Imperial Gray Granite by Kafka Granite); concrete pad size conflicts for booster pump (81" x 60" per IR503) and security cabinet (6' x 6' per T401); specification updates for concrete collar removal, iron fence fabrication standards, and grading slope approval per NCA standards. Additional responses address irrigation probing protocols (12-inch depth, 10-foot grid), electrical service upgrade scope (contractor provides site work to pole), permeable paver specification confirmation (Section 32 14 15), investigation marker bidding methodology, turf species selection, flagpole equipment restrictions (cranes permitted with 10-foot setback from headstones), drain tile specification (Section 33 40 00), soil corrosion protection (Schedule 80 PVC conduit, epoxy-coated reinforcement), government-furnished headstone coordination, and special inspections requirements (Section 01 45 00 with addendum 05). The RFI log reflects the complexity of historic cemetery restoration work with coordination requirements across structural, irrigation, technology, electrical, and site work disciplines.

RFI # Title Question Response Documents Updated (If necessary): Assigned To: Discipline Drawing Reference Specification Reference
RFI-001 Missing Specification Section 32 82 00 - Irrigation Pumps
Specification Section 32 84 00 (Planting Irrigation), paragraph 1.2.G, references Section 32 82 00 'IRRIGATION PUMPS: Irrigation Pressure Booster System' for pump requirements. However, Section 32 82 00 is not included in the Project Manual Table of Contents (Section 00 01 10) and does not appear in the specification documents.
The booster pump system (Watertronics WMBV-7000-7A-15-240-1-200-105, 200 GPM @ 105 PSI) is a significant component shown on Drawing IR503 with detailed manufacturer concept drawings. Without a governing specification, there are no enforceable quality, submittal, warranty, or Buy American Act compliance requirements for the pump station. Please provide Specification Section 32 82 00 - Irrigation Pumps, or confirm that the booster pump station requirements are governed solely by the manufacturer's concept drawing on Sheet IR503 and the general requirements in Section 32 84 00. If Section 32 82 00 is not to be issued, please confirm which section governs warranty, testing, commissioning, and BAA compliance for the pump station.
Secion 32 84 00 revised to include pump station specifications Section 32 84 00 EC Design Civil / Irrigation IR101, IR503 Sec. 32 84 00 (Ref. 32 82 00) RFI-002 Spec Section Number Mismatch - Cast-in-
Place Concrete The Table of Contents (Section 00 01 10) lists '03 30 00 - Cast-in-Place Concrete.' However, the specification body uses the section designation '03 30 53.' Please confirm the correct designation for the cast-in-place concrete specification: is the governing section 03 30 00 or 03 30 53? Please reissue the TOC to match, or confirm that the body section title takes precedence over the TOC listing. TOC has been updated to match correct designation for the (short-form) cast-in-place concrete 03 30 53. TOC will be reissued. Section 00 01 10 AE-MN (Civil) Structural / Civil S101, C-502, C-503 TOC Sec. 00 01 10 vs. Body Sec. 03 30 53 RFI-003 Flagpole Height Discrepancy Drawing CS102 (Flag Assembly Area), Key Note 1, calls for a 'new 60-foot flag pole with 3'-0" dia. x 10'-0" deep footing.' Sheet S101 also shows the flagpole foundation at 3'-0" diameter x 10'-0" deep. However, Specification Section 10 75 00 (Flagpoles) does not specify a height for the flagpole. The Note Sheet (S001) lists assumed flagpole weight as 500 lbs and wind exposure 'C' at 110 MPH ultimate wind speed but does not explicitly confirm the 60-foot height as the basis of structural design. Additionally, a delegated design is required per Section 10 75 00 paragraph 1.4.E, which necessitates confirmation of the height, manufacturer, and wall thickness to initiate that process. Please confirm the flagpole height is 60 feet as shown on Drawing CS102 and confirm that the structural design on Sheets S001/S101 is based on a 60-foot pole. Please also confirm the intended flagpole manufacturer, model, and minimum wall thickness to support the delegated design submission required under Section 10 75 00, paragraph 1.4.E.
Structurally, the foundation has been engineered to support a 60' flag pole with a 12" diameter shaft at the base of the flag pole that tapers up to 4.4" diameter at the top.
The system was engineered to handle a flag that is sized to be 12'x18'.
The flagpole is a delegated design item in accordance with Specification Section 10 75 00, Paragraph 1.4.E. The contract documents do not prescribe a specific manufacturer, model, or wall thickness. The contractor shall select a flagpole system that complies with the requirements of Specification Section 10 75 00 and submit delegated design calculations, shop drawings, and product data prepared and sealed by a licensed professional engineer demonstrating compliance with the project design criteria.
The delegated design submittal shall include the proposed manufacturer, model, shaft dimensions, wall thickness, foundation reactions, and any foundation modifications required by the selected flagpole system. NA AE-MN (Civil / Structural) Civil / Structural CS102, S101, S001 Sec. 10 75 00
RFI-004 Camera Type Conflict Technology Drawing T600 (Equipment Schedule) specifies camera type CM-1 as the AXIS Communications P3737- PLE, a 360-degree 3-sensor multisensor panoramic camera mounted on a pole at 12 feet AFF. However, Specification Section 28 23 00 (Video Surveillance), paragraph 2.3.F.9, states: 'Fixed color camera shall be enclosed in dome and have board mounted varifocal lens.' A dome-enclosed varifocal camera is a fundamentally different product from the outdoor multisensor panoramic unit shown on the drawings.
The specification also references NTSC composite video output (para. 2.3.E) and AGC-based specs consistent with legacy analog technology, while the drawings specify a modern IP-based system with fiber optic cabling, media converters (SC-MED-1, SC-MED-2), and a VMS (VS-VMS-1/Genetec). Please confirm which governs for camera selection: the Technology Equipment Schedule on Sheet T600 (AXIS P3737-PLE or approved equal, 360-degree multisensor IP camera) or the specification language in Section 28 23 00 requiring a dome-enclosed camera with varifocal lens. Please issue a clarification or amended specification section consistent with the IP camera system shown on the drawings. Specification 28 23 00 has been updated. Cameras identified on the contract drawings should be used as additional camera specification information. Specification Section 28 23 00 IMEG - Technology Technology / Security T201, T400, T600 Sec. 28 23 00 para. 2.3.F.9 RFI-005 Missing Referenced Spec Sections Division 28Specification Section 28 23 00 (Video Surveillance), paragraph 1.2, lists the following related work sections: 28 05
28.33 (Conduits and Backboxes for Electronic Safety and Security) and 28 08 00 (Commissioning of Electronic Safety and Security). Neither section appears in the Table of Contents (Section 00 01 10) nor in the project manual body.
The commissioning section (28 08 00) is particularly significant as it would govern testing, training, and system acceptance for the security camera system. Note: the TOC does include 28 05 00 (Common Work Results), 28 05 13 (Conductors and Cables), and 28 05 26 (Grounding and Bonding) but not conduit/backbox or commissioning.
Please provide Specification Sections 28 05 28.33 (Conduits and Backboxes for Electronic Safety and Security) and 28 08 00 (Commissioning of Electronic Safety and Security), or confirm they are not included and describe how camera system conduit sizing/installation standards, commissioning, testing, and training requirements will be established for this project.
Specification section 28 05 28.33 Conduit and Backboxes will be issued. Specification Section 28 08 00 Commissioning is not required. RFI-006 Technology Alternates Scope Ambiguity Technology Drawing T201 (Security Underground Conduit Plan), Keynote 8, states: 'TECHNOLOGY ALTERNATE A.
Contractor shall include in their bid alternate pricing for security pole, camera, IR illuminators, cable, conduit, handhole, and labor to install all components listed in this area.' Similarly, Drawing T205 (Security Camera View with External IR Illumination) describes 'TECHNOLOGY ALTERNATE B' for external IR illuminators at specific poles.
These alternates are not described, numbered, or defined anywhere in the specifications. The Phasing Plan (GI003) identifies Base Bid CLIN 1 and Options 1 and 2 but does not call out Technology Alternates A and B as separate bid line items. Please define Technology Alternates A and B as formal bid alternates with clear scope boundaries, specifically: (1) Which poles, camera locations, conduits, and handholes are included in Alternate A? (2) Which poles and how many IR illuminators are included in Alternate B? (3) Are these priced within the Base Bid CLIN 1 or as separately priced alternates? The Bid Schedule (Page 5 of the solicitation) does not specify these scope alternates.
Please issue a formal bid alternate description or addendum.
Drawing T201 identifies the boundry and scope for Technology Alternate A.
Drawing T205. Sheet note #1 identifies the viewing requirements for external IR illumination. RFI-007 Wooden Fence Spec Section Error The Table of Contents (Section 00 01 10) lists Section 32 31 29 as 'Wooden Fences and Gates,' and the specification body section header correctly reads 'SECTION 32 31 29 - WOODEN FENCES AND GATES.' However, the page footer of the specification body reads '32 31 13 - 1' instead of '32 31 29 - 1.' Section 32 31 13 is typically the designation for Chain Link Fences and Gates. This discrepancy indicates a copy/edit error in the specification preparation. The wooden fence scope covers the full ornamental white picket fence perimeter (Drawings CS105-CS107) and all fence gate hardware. Please confirm that the specification section governing the wooden fence and gate installation is Section 32 31 29 (Wooden Fences and Gates) as listed in the TOC, and that the '32 31 13' appearing in the section footer is a typographical error with no impact on the governing requirements. Specfication section" 32 31 29 Wooden Fences and Gates" is correct and any mentions of specification section "31 31 13 Chain Link Fences and Gates" is a typographical error with no impact on the governing requirements. RFI-008 Wooden Fence Footing Depth Error Specification Section 32 31 29 (Wooden Fences and Gates), paragraph 3.2.A.2, states: 'Footing Depth: 91 mm (3 ft).' This is a unit conversion error: 91 mm equals approximately 3.6 inches, not 3 feet. Three feet in SI units would be 914 mm. The footing diameter is listed as 457 mm (18 inches), which appears correct.
Drawing C-503 (Wood Fence Details) shows fence post concrete footings but does not provide a specific footing depth dimension. Paragraph 3.2.A.2.a states a minimum post embedment of 600 mm (24 inches), creating a further contradiction with the stated 91 mm footing depth. Please confirm the intended footing depth for the wooden fence posts. Is the correct depth 3 feet (914 mm) or 91 mm (approximately 3.6 inches)? Also confirm whether the 600 mm (24-inch) minimum post embedment stated in paragraph 3.2.A.2.a is the governing dimension for bid purposes.
The intended footing depth for the wooden fence posts is 3 feet. Minimum post embedment is 24 inches. N/A AE-MN Land Arch Civil C-503 Sec. 32 31 29 para. 3.2.A.2
RFI-009 Decomposed Granite Color Not Specified Specification Section 32 14 43 (Decomposed Granite Walkway), paragraph 2.2.B, states: 'Color: As selected by the Landscape Architect from full range of local sources.' No color has been pre-selected on the drawings or in the specification. The flagpole assembly area and primary walkway use decomposed granite as shown on Drawing CS101, but no color, source material, or mockup requirement is identified. The supplier has suggested that color selection could significantly affect pricing and procurement schedule. Pricing per cubic yard fluctuates from $88 to $750 depending on color. Please specify the decomposed granite color or confirm that selection of a higher value DG product by the Landscape Architect during the submittal process will constitute a change condition eligible for a contract equitable adjustment?
Decomposed granite shall be consistent with Imperial Gray Granite by Kafka Granite. N/A AE-MN Land Arch / Civil Civil / Landscape CS101, C-502 Sec. 32 14 43 para. 2.2.B RFI-010 Booster Pump Pad Size Conflict Drawing CS101 (Site Plan - Cemetery), Key Note 8, identifies a Booster Pump Pad Location at 6.75 ft x 5 ft and references Irrigation Plan Sheet IR503. Drawing IR503 shows the Watertronics pump station enclosure at approximately 60 inches wide x 42 inches deep (5.0 ft x 3.5 ft). Additionally, the pump station requires 240V/1PH/60Hz power (94 FLA estimated) per the manufacturer concept drawing. The electrical plan (ES101) shows a 125A-2P breaker for the booster pump in Panel B, which should be verified for adequacy. Please confirm the required concrete pad dimensions for the booster pump station. Does the 6.75' x 5' dimension on Sheet CS101 represent the overall pad including clearance, or the enclosure footprint? Please also confirm that the Panel B circuit #17/19 (125A-2P) is correctly sized for the 94 FLA estimated load at 240V/1PH.
Pad size to be as indicated on pump detail on sheet IR503. Drawing T401 (Technology Details - Cabinet Elevation) shows an outdoor enclosure 58" (H) x 36" (W) x 36" (D), which is 3.0' x 3.0' in plan. The note on T401 states the pad shall have '18" from cabinet to edge of concrete pad in all directions,' which results in a minimum pad size of 6.0' x 6.0'. The site plan shows 6.5' x 3.0', which does not satisfy the 18" clearance requirement on all four sides. Please confirm the required concrete pad dimensions for the security cabinet. Based on the cabinet (36" x 36") plus 18" clearance on all sides per Sheet T401, the minimum pad is 6.0' x 6.0'. The site plan shows 6.5' x 3.0'. Please issue a clarification drawing or confirm the correct pad size.
The required concrete pad size for the security cabinet shall be 6' x 6'. Per Technology Sheet T401. the cabinet footprint is 36" x 36" and requires 18" clearance on all sides, resulting in a minimum pad dimension of 6' x6' CS101/CG104 AE-MN (Civil) / IMEG - Technology Technology / Civil CS101, T201, T401 Sec. 28 23 00
RFI-012 Headstone Collar Removal Not Specified Specification Section 31 20 12 (Raise and Realign Headstones) does not address the presence of existing concrete collars around headstone bases, which are documented extensively on the repair detail sheets (CS410-CS416).
Drawing CS410 (General Notes - Armatures and Pins), Note 1, states: 'Remove concrete collar, where present, without damage to stone.' Note that the armature must extend at least 12" below grade. Concrete collar removal is a delicate operation requiring specialized tools and techniques to avoid damaging historic marble or granite markers.
The spec provides no guidance on collar removal methods, documentation of collar presence, disposal, or the process when a collar cannot be removed (in which case the drawing notes say to 'smooth cut sides near-flush with marble'). Please provide specification requirements or a field procedure for concrete collar removal at headstones, including: (1) Acceptable removal methods and tools; (2) Required documentation (photographs, measurements) prior to removal; (3) What approval is required before proceeding when a collar cannot be removed without risk of stone damage; (4) Disposal requirements for removed concrete collars.
Specification section 31 20 12 has been updated to include Concrete Collars. Section 31 20 12 AE-MN Civil Civil CS103-CS415 Sec. 31 20 12 RFI-013 Iron Fence Fabrication Spec Missing Drawings CS407 and CS409 provide repair details for the cast iron Lewis Plot fence (A-1-671A) and Sawyer Plot fence (A-2-423C). The Sawyer Plot notes on CS409 specifically require replicating new fence sections to match existing, including cast iron posts with finials, rails, pickets, arches, and other decorative elements - a significant custom fabrication scope. Specification Section 05 01 00 (Repair and Restoration of Metals) covers general metal repair and restoration but does not address custom casting, replication of decorative cast iron elements, corrosion treatment specifications, coating systems, or minimum material standards for replacement cast iron. Please provide or reference specification requirements for: (1) Replication of cast iron fence elements (casting standards, material grade, dimensional tolerances, pattern matching); (2) Corrosion treatment and coating system for refurbished and new cast iron.
See revised specification. Updates include the requirement for iron alloy analyses to be submitted with proposed new alloy product data. Cast iron replication is addressed in Section 2. New material shall match the existing metal being replaced in type, alloy, gauge, dimensions, profile, and surface finish. Dimensional tolerances for new units shall conform to industry standards, with the understanding that existing sections may have been fabricated prior to the establishment of such standards. As a result, adjustments to new designs may be required to accommodate existing historic fabric that is to remain. Patterns for replacement elements shall be based on existing elements, historic photographs, and, where elements are completely missing, period-appropriate conjecture. Cast iron fabrication requirements have been added to Section
2. Coating requirements for cast iron have also been added to Section 2 and shall match those specified for the wrought iron system.

RFI-014 Grading Slopes Exceed Standards The cemetery grading plans (CG101-CG104) and section profiles (CG401) show finished grade slopes between headstone rows ranging from approximately 10% to 25% in Sections B, C, D, E, and F. Section A (near the flagpole) shows slopes up to 28.6% at the retaining wall transitions. These grades are the result of the natural topography being preserved in accordance with NCA design guidance.
However, NCA design standards typically call for maximum cross-slopes of 2% in maintenance access aisles and a maximum longitudinal slope of 5% in primary paths. Grading exceeding these thresholds may affect future grave digging, headstone maintenance equipment access, and accessibility for visitors. The Scope of Work states improvements must be made 'in accordance with NCA standards' - it is unclear whether the design has been reconciled with those standards for the steeper slope areas. Please confirm that the finished grade slopes shown on Sheets CG101-CG104 and CG401 have been reviewed and approved by NCA as meeting NCA design standards.
For areas where slopes exceed typical NCA maintenance access thresholds (e.g., 10-25% grades between headstone rows in Sections B through F), please confirm the design is intentional and that no additional grading, terracing, or retaining measures are required.
The finished grades shown have been reviewed and approved by the NCA. The grading design is intentional and reflets preservation of the existing topography, as well as the coordination with and protection of selected existing headstones and markers.
Variations in slope between headstone rows, including areas exceeding typical maintenance access thresholds, are a direct result of these constraints. This cemetery is no longure accepting new burials, and therfore standard NCA criteria related to ongoing burial operations and maintenance access are not fully applicable in these areas. No additional grading, terracing, or retaining measures are required. NA AE-MN Civil Civil / Grading CG101-CG104, CG401 Sec. 31 20 12, SOW
RFI-015 Irrigation Probing Protocol Missing Specification Section 32 84 00 (Planting Irrigation), paragraph 1.1.D, requires daily management and coordination when installing within existing gravesite areas, with pipe to be placed 12-24" off the back of headstones. Mini-excavators are prohibited in crypt fields; hand trenching may be required. Drawing IR101 (Site Irrigation Plans), Additional Project Requirements Note 12, states: 'Irrigation in existing cemeteries shall require mandatory probing protocol implemented prior to all irrigation pipe placement activities, and daily preconstruction progress meeting to reduce risk.' The probing protocol is referenced as mandatory but is not described anywhere in the specifications - no probing depth, grid spacing, documentation requirements, or personnel qualifications are provided. Please provide the mandatory probing protocol referenced on Drawing IR101, including: (1) Required probing depth; (2) Grid spacing or frequency requirements; (3) Documentation and reporting requirements; (4) Qualifications for probing personnel; (5) Required process upon encountering unexpected remains or burial containers.
Probing depth should extend 12 inches beyond the depth of excavation, probing shall occur on a 10 foot grid, daily probing reports will document depth and location of probes, and if anything was encountered, if great graves are encountered contractors shall notify the VA immediately documenting the depth of the gravesite for further information on how to proceed Section 32 84 00 EC Design Civil / Irrigation IR101 Sec. 32 84 00 para. 1.1.D
RFI-016 Electrical Service Upgrade Responsibility The One-Line Diagram on Sheet E-501 shows a 'New Pole Mounted Utility Transformer - Coordinate with Island Energy and City of Vallejo, 240V/1PH Secondary.' Keynote ER2 states: 'Disconnect power to existing meter pedestal... Coordinate disconnection of utility conductors with Island Energy and City of Vallejo.' The existing utility pole transformer is to be disconnected and removed. The scope and cost of the new utility transformer, service upgrade, and utility company coordination are not addressed in any specification section. It is unclear whether the contractor is responsible for utility company fees, transformer costs, or only the site work up to the new meter socket.
Please clarify the contractor's scope for the utility service upgrade: (1) Is the contractor responsible for procuring and paying for the new pole-mounted transformer from Island Energy/City of Vallejo, or is this furnished by the Owner/Utility? (2) What are the utility company requirements and estimated lead time for this upgrade? (3) Are utility company connection fees, permits, or inspection fees included in the contractor's scope?
Site work up to the pole shall be under the scope of this contract. Connection to the pole mounted transformer shall be coordinated with the utility company and raceway/conductors required shall be provided for utility connection. Contractor shall include coordination and standard service application efforts. Any utility-required changes to the design not reasonably inferable from the contract documents shall be addressed by change order.
1)The pole-mounted transformer shall be assumed to be furnished and installed by the serving utility company.
2)Final utility requirements, service configuration, and scheduling shall be coordinated directly with the serving utility upon submission of the service upgrade request.
3) Utility company fees, connection charges, and other utility-imposed costs shall be billed directly to the Owner. NA AE-MN Electrical Electrical ES101, E-501 Sec. 26 05 11
RFI-017 Permeable Pavers Spec Missing The parking lot site plan (Sheet CS201) and utility plan (CU201) show a permeable paver system as the primary parking surface. Details 4 and 5 on Sheet C-504 (Permeable Filtration Section and Paver Detail) and C-505 show a permeable filtration section with reservoir stone, clean stone, underdrain collection pipe, and geotextile. The Table of Contents lists Section 32 14 16 as 'Blick [Block] Unit Paving' dated 09-15. This generic block paving section does not appear to address permeable/pervious paver systems - specifically the sub-base filtration system, void ratio requirements, underdrain pipe specifications, or maintenance requirements unique to stormwater-infiltrating paver systems. Please confirm whether Section 32 14 16 governs the permeable paver installation and whether it has been updated to include pervious paver-specific requirements (reservoir stone specification, filtration course, underdrain pipe, void ratio, surface infiltration rate testing, and maintenance). If a separate permeable paver specification is required, please provide it.
Table of Contents will be updated with correct specification spelling. Specification Section 32 14 15 does govern the permeable paver installation. Section 2.5 and 2.6 specifically address the permeable paver system, including permeable concrete pavers (ASTM C936), open-graded bedding and reservor aggregate layers with fines limitations, geotextile separation, and underdrain system.
The specification requires submittals showing full permeable pavement section, layer thicknesses, and underdrain layout. Detailed system configuration, including layer thicknesses, elevations, and layout, is provided on the contract drawings and governs installation. No separate permeable paver specification will be issued. The contract documents collectively define the permeable pavement system requirements.
Performance criteria such as infiltration rates and long-term maintenance are inherent to the system design and are addressed through material selection, gradation requirements, and construction details shown in the drawings. Section 000 01 00 AE-MN Civil Civil CS201, CU201 Sec. 32 14 16
RFI-018 Investigation Markers Bid Method Drawing CS416 (Repair Details - Investigation) identifies five markers (C-1-201, C-1-205, C-13-058, C-15-027, C-17-
005) that require excavation of buried sections to determine repair methodology. General notes state: 'Confirm presence of collar or base, and determine resetting method based on findings' and 'May be candidate for armature and pin repairs. If all sections are not present, the remaining pieces should be assessed to determine appropriate repairs.' The repair methodology for these five markers is unknown at bid time and could range from a simple armature and pin repair to full marker replacement. No unit price, allowance, or assumed scope is established in the bidding documents. The cost and schedule impact could vary significantly depending on field findings. Please confirm how the five investigation markers on Sheet CS416 are to be bid: (1) Should bidders include an allowance or unit price for each marker? (2) What is the assumed baseline scope for bidding purposes (armature/pin repair, dutchman repair, or full replacement)? (3) Who bears the cost risk if field findings require more extensive repair than what was assumed? Considering field investigation/excavation is required and the scope of work is currently invisible to bidders, will extensive repair requirements constitute a type 1 differing site condition eligible for equitable adjustment?
Base scope should include investigation, armature/pin/dutchman repair, with a unit price for investigation-driven replacememnt that takes base scope cost into account. NA ARG Architectural / Civil CS416 Sec. 04 01 41
RFI-019 Turf/Sod Species Not Specified The Restoration Site Plan (LP101) shows the entire cemetery area covered in 'Sod with Irrigation.' The plant schedule identifies three tree species (Peppermint Tree, Green Showers Mayten Tree, NZ Christmas Tree) and two rose varieties, but no turf/sod species is specified for the grounds. Specification Section 32 90 00 (Planting) is included but does not identify the sod or seed mix for the cemetery. Section 31 20 12 (Raise and Realign Headstones) references 'Sod/Seed: Species and mix to match adjacent lawn, State Certified if available' - implying matching existing, but the existing species is unknown. LP101 also shows 'Hydromulch' in certain areas with no corresponding specification section. Please specify the turf/sod species or seed mix for the cemetery grounds restoration. Is the intent to match the existing species (and if so, what is the existing species)? Please also confirm whether hydromulch is an alternative to sod in specific areas, identify those areas, and confirm the hydromulch specification or seed mix to be used.
The species provided in specification section 2.17.C. represent approved species for use in the cemetery. A mix that meets TPI requirements, is state-certified and is a mixture of the possible provided species is to be used on site. This mix is to be utilized as both sod and in hydroseed, where depicted on the plans. N/A AE-MN Land Arch Landscape LP101, LP201 Sec. 32 90 00
RFI-020 Flagpole Equipment Restrictions The project specifications state that no heavy equipment shall be used within the cemetery grounds. The scope includes removal and reinstallation of an existing 60-foot flagpole (CS102, Key Note 1) with a 3'-0" diameter x 10'-0" deep concrete pier foundation (S101). The assumed flagpole weight is 500 lbs per the Note Sheet (S001). Removal and installation of a 60-foot flagpole requires mechanized lifting equipment in standard industry practice, consistent with OSHA 29 CFR 1926 Subpart CC (Cranes and Derricks). The contract documents do not define what constitutes 'heavy equipment,' and site access, proximity to historic headstones, and the flagpole's height and weight make this technically demanding without clarification.
Please clarify the 'no heavy equipment' restriction as it applies to the flagpole scope: (1) Does the restriction prohibit cranes, boom trucks, auger rigs, or hydraulic lifting equipment required for flagpole work? (2) If mechanized equipment is permitted for the flagpole, please identify authorized equipment types, maximum ground bearing pressure, required ground protection measures, and minimum buffer distances from headstones. (3) If only manual methods are permitted, please confirm a safe engineered method exists and that the Government has accounted for schedule and safety implications.
The Contract Documents do not include a blanket prohibition on heavy equipment within the cemetery limits. The only restriction occurs in Section 31 20 12 requiring no heavy equipment in the immediate vicinity of headstones during excavation for their protection. For this project, "heavy equipment" is defined as mechanized equipment that could impose excessive ground pressure, vibration, or risk of impact to markers (large excavators or track-mounted machinery) when operating sensitive features. Use of appropriate mechanized lifting equipment, including cranes or boom trucks, is permitted for flagpole removal and installation. Such equipments shall maintian a minimum 10-foot setback from the headstones and avoid operations that could damage markers. Means and methods, including equipment selection and lift procedures, remain the Contractor's responsibility. NA AE-MN Civil, Structural & ARG Civil / Structural CS102, S101, S001 Sec. 10 75 00
RFI-021 Repair Detail Sheets Phase Conflict Sheets CS403 (Graveyard Marker Schedule), CS405 and CS406 (Typical Repair Details), CS407 and CS408 (Repair Details - Iron Fences), and CS410 through CS416 (Armature/Pin Repair Details for specific headstones) appear to carry dual title block information. The phase field on these sheets shows both '95% CONSTRUCTION DOCUMENTS' and 'BID DOCUMENTS,' and the issue date field shows both 'March 13, 2025' and 'May 04, 2026.' Some sheets also carry the notation 'NOT FOR BID / NOT FOR CONSTRUCTION' embedded in the title block, which would be associated with the 95% CD phase. These repair detail sheets govern significant conservation work and bidders need to confirm which version is the controlling document. Please confirm that sheets CS403, CS405, CS406, CS407, CS408, and CS410 through CS416 included in the bid package dated May 4, 2026 are the final, issued-for-bid versions governing the work, and that any 'NOT FOR BID / NOT FOR CONSTRUCTION' language appearing in those sheets' title blocks is a residual artifact from the 95% CD phase with no effect on the governing document status.

CS403-CS416 ARG General CS403-CS416 General RFI-022 Drain Tile Spec Missing The Section Grading Profiles (Sheet CG401) show perforated HDPE drain tile installed along all six cemetery fence lines (Sections A through F), totaling several hundred linear feet. The Utility Plan (CU101) shows drain tile runs with inline and end-of-line cleanouts, connecting to the storm drainage system. Drain tile is also shown at the perimeter of the irrigation pump pad and security cabinet pad (CG104). The Table of Contents includes Section 33 40 00 (Storm Sewer Utilities) but this section typically governs gravity sewer systems, not perforated drain tile / French drain systems. No specification section addresses drain tile material standards (perforated HDPE schedule, perforation pattern, aggregate envelope, geotextile filter fabric), installation depth, bedding, outlet connection requirements, or testing. Please confirm which specification section governs the perforated drain tile installation shown on Sheets CG401 and CU101. If Section 33 40 00 is intended to govern, please confirm it has been updated to include perforated drain tile material standards, aggregate bedding, geotextile wrapping, and cleanout installation requirements. If a separate section is needed, such as 33 41 00, please provide it.

RFI-023 Soil Corrosion Requirements Missing The Geotechnical Engineering Report (Terracon, May 12, 2025, Project No. R1245107) reports on-site soil electrical resistivity of 1,000 ohm-cm (Boring B2, 2.5-4.0 ft depth). At this resistivity, NRCS mapping rates the near-surface materials as 'High' for corrosion of steel. The report also notes pH of 9.01. The project includes significant buried steel elements: flagpole foundation anchor bolts and sleeve (S101), electrical conduit runs throughout the cemetery and parking lot (CU101, T201), reinforcing steel in concrete pads and retaining walls, and irrigation pipe fittings. While Specification Section 26 05 41 (Underground Electrical Construction) governs conduit, no specification section addresses corrosion protection for buried structural steel, anchor hardware, or conduit in highly corrosive soil conditions. Please confirm whether the high corrosivity of the on-site soils (1,000 ohm-cm resistivity, NRCS 'High' steel corrosion rating) has been incorporated into the design for buried steel elements. Specifically: (1) Is corrosion-resistant conduit material required (e.g., Schedule 80 PVC vs. galvanized steel)? (2) Are the flagpole anchor bolts specified for corrosion protection (coating, stainless steel, or galvanizing)? (3) Is sacrificial anode or impressed current cathodic protection required for any buried metal elements?
1) Electrical conduit (CU101, T201) will be Schedule 80 PVC, a non-metallic material inherently immuse to soil corrosion. No additional corrosion protection is required for conduit.
2) Reinforcing steel on structural drawings and concrete spec 03 30 53 have been updated to call out for epoxy coated reinforcement.

In each case the note reads 'DVA to provide headstone.' Drawing CS104 (Non-Standard Headstone Remediation Plan) similarly identifies numerous markers for replacement. No specification section defines the process for DVA-furnished headstone delivery. The following are undefined at bid time: who schedules the delivery;
where headstones will be staged and received on site; the DVA lead time for headstone production and how this aligns with the 365-day construction schedule; the acceptance/rejection process for damaged or incorrect DVA-furnished stones; and whether the contractor is responsible for temporary storage and protection of DVA-furnished headstones on site. Please provide the DVA headstone delivery and coordination protocol, including: (1) DVA lead time for headstone procurement; (2) Delivery location and contractor staging responsibilities; (3) Process for acceptance, rejection, or replacement of damaged/incorrect DVA-furnished headstones; (4) Who bears cost and schedule risk if DVA headstone delivery is delayed relative to the construction schedule.
The Government furnished headstones will be provided by the VA. Coordination of headstone procurement, fabrication, delivery, and replacement of damaged or incorrect headstone will be managed by the VA in accordance with their headstone ordering procedures. RFI-025 Special Inspections Spec Missing Specification Section 01 45 00 (Quality Control) references 'Section 01 45 35 Special Inspections, the Statement of Special Inspections' at multiple locations (including paragraphs addressing the contractor's inspection program and coordination with the IOR). Section 01 45 35 does not appear in the Table of Contents (Section 00 01 10) and is not included in the project manual. The 2022 California Building Code requires a Statement of Special Inspections for structural elements including retaining walls, concrete foundations, and flagpole foundations. The Geotechnical Report additionally recommends that a Terracon representative be present to observe over-excavation and fill placement at retaining wall foundations. Without Section 01 45 35, inspection scope, IOR qualifications, and documentation requirements are undefined. Please provide Specification Section 01 45 35 (Special Inspections) including the Statement of Special Inspections for this project or revise 01 45 00 to remove reference to these special inspections. Please confirm whether a special inspection program is required by the Building Official for the retaining wall, flagpole foundation, and concrete pad construction under the 2022 CBC, and identify who is responsible for retaining the IOR (Contractor or Owner).
Special inspections spec 01 45 00 will be included with addendum 05. Additionally special inspections table has been added to S001.

RFI-026 Existing Tunnel Unknown Conditions Drawings CD201 (Demolition - Parking), CS201 (Site Plan - Parking), and CG201 (Grading - Parking) all note 'Existing Tunnel to Remain' within the parking lot area. No drawing provides dimensions, depth, structural condition, or ownership information for this tunnel. The parking lot reconstruction involves significant grading (up to 10% slopes), new retaining walls (Sheet S101), permeable paver installation with deep aggregate sub-base, and utility installation.
It is unclear whether the new grading, retaining wall foundations, or permeable paver sub-base excavation will conflict with or surcharge the existing tunnel. Additionally, Drawing CG201 shows 'Existing Underground Electric' running through the parking area with no specific protection or relocation detail. Please provide available information on the existing tunnel within the parking lot area, including: (1) Dimensions and approximate depth; (2) Structural condition and load-bearing capacity relative to construction equipment and proposed surcharges; (3) Ownership and whether any agency approvals are required before working in its vicinity; (4) Whether the tunnel conflicts with any proposed retaining wall foundations, permeable paver sub-base excavation, or utility installations, and if so, what protective or remedial measures are required.
Existing Tunnel is outside the limits of construction for the parking lot. No additional information is required. Existing underground electric has not been located within the existing parking lot area. NA AE-MN Civil Civil CD201, CS201, CG201 Sec. 02 41 00, Sec. 31 20 11
RFI-027 Flower Stations/Trash Receptacles Spec Missing
The Scope of Work (Amendment 2 attachment) states that 'flower stations and trash receptacles per NCA specs' are required. Drawing C-501 (Detail 9) shows a flower watering station with a pre-cast concrete post (7-1/2" sq. x 7'- 6" with chamfer), copper tubing supply, brass smooth-finish spigot, and a 1/8" aluminum sign panel with a note referencing 'See Spec for materials, copy, color & finish.' Specification Section 32 33 00 (Site Furnishings) is included in the TOC but the NCA standard specifications for flower watering stations and trash receptacles are not provided in the bid package. No basis of design or color are specified. It is unclear whether NCA requires a specific product catalog number, pre-approved manufacturer, or custom configuration, or whether contractors may propose compliant equivalents. Please provide the NCA standard specification or product requirements, including color, for the flower watering stations flower vase receptacles and trash receptacles. Specifically: (1) Is there an NCA catalog number or approved manufacturer for these items? (2) What is the sign panel copy, color, and finish requirement referenced in Detail 9/C-501? (3) How many flower watering stations and trash receptacles are required (quantities not clearly indicated on plans)?

RFI-028 Govt Consideration of increasing replacement amounts
Has the government considered/allowed to look at the possibility of increasing the amount of replacements, or doing a complete replacement of all, stones with new NCA Standard stones, even if prohibited from offering to update/replace the private markers? 1. Based on number of current broken stones, believe there will be a much higher break rate during the project as the stones are being pulled out are older/fragile, and below-ground breaks will likely be very common. Plus, the thinner markers will break in future easier post-project, increasing long term costs to the govt. and risk inability to clean them. 2. Due to the variance in 4+ types of markers, each at different widths/heights, even post alignment the aesthetic may present future issues.
Due to the nature of the survey, there may be concealed conditions that are found during the course of the work. These should be discussed upon discovery, and appropriate actions tailored to conditions and project goals. The contractor should outline all steps to be taken during the course of the work to limit and mitigate damage to private markers. NA AE-MN Civil, ARG and Govt.
RFI-029 Use of heavy equipment Project states no heavy equipment to be used, concern is this as a blanket statement may make project impractical.
Specifically when it comes to R&R/Turf, what is defined as heavy equipment? For the large markers/private markers, it is likely unfeasible to hand lift/align these without some sort of equipment due to higher weight and grade consideration. For these stones at their weights being carted off on a steep grade, this would present potential safety hazard to employees having to carry/wheelbarrow them out. Also, the amount of aggregate/topsoil coming in would at least require some sorts of mechanized equipment to distribute. Can the government allow for equipment to be used with contractor responsibility of damages already included?
Use of heavy eqiupment for work at private markers should be described in work plan for review. Measure of protection and monitoring of markers during use of heavy equipment should be included in work plan. NA AE-MN Civil, Structural & ARG
