About this file
This document is a Scope of Work for the restoration and enhancement of the Mare Island Naval Cemetery in accordance with National Cemetery Administration (NCA) standards. The project encompasses multiple interconnected work categories designed to modernize cemetery infrastructure while preserving historical character. Primary work includes raising and realigning headstones with customized installation methods, installing a completely new irrigation and planting system with booster pump and water tanks to extend coverage beyond the existing fence line, and introducing new landscaping with historically appropriate turf, trees, and shrubs suitable to the local climate.
Additional deliverables include reconstruction of the flagpole area with new lighting in a historically appropriate style (flagpole and concrete footing only, without gathering space or retaining wall), upgrades to parking areas and the main entrance path, installation of new wayfinding and rule signage throughout the cemetery, replacement of flower stations and trash receptacles per NCA specifications, and complete removal and reconstruction of the white ornamental perimeter fence to match the original in type, shape, and length. Collectively, these improvements constitute a comprehensive revitalization that balances modernization requirements with preservation of the cemetery's historic integrity and visitor experience.

SCOPE OF WORK
This project restores and enhances the Mare Island Naval Cemetery in accordance with National Cemetery Administration (NCA) standards, while preserving its historical integrity.
This includes raising and realigning headstones, with customized fixes and installation methods tailored to each one. A completely new irrigation and planting system will be installed, addressing the inadequacies of the current system and extending coverage to adjacent areas outside the fence line.
This includes a booster pump and water tanks to meet the site’s water demands. Landscaping upgrades will introduce new turf, trees, and shrubs that reflect the cemetery’s historical context and local climate.
The flagpole area will receive new lighting for improved visibility, but rather than being rebuilt to NCA standards, it will be reconstructed in a historically appropriate style with only a flagpole and concrete footing, without a gathering space or retaining wall. Additional site improvements include upgrades to the parking area and the main entrance path leading into the cemetery.
New signage, including wayfinding and rule signs, will be installed throughout the cemetery to enhance visitor experience and compliance. Flower stations and trash receptacles will be replaced in accordance with NCA specifications, and the white ornamental fence that encircles the cemetery will be fully removed and reconstructed. The new fence will match the original in type, shape, and length, preserving the historic character while ensuring durability. Collectively, these improvements will provide a comprehensive and historically respectful revitalization of this important site.
