Questions and Answers (RFIs):
1. Do we need to get any clearance to the base?
a. No. Mare Island Naval Base is no longer an operational military installation.
2. We are a contracting firm out of Sonoma with over 35 years of experience and would like to be able to submit a quote on this project. Can any qualified contractor bid on this project regardless of whether or not they have served in the military or is this only open to contractor's with past military experience?
a. This procurement is for a Service Disabled, Veteran Owned, Small Business set-aside. All offerors must meet the requirements outlined in the VA Acquisition Regulations (VAAR) and Federal Acquisition Regulations (FAR), specifically under VAAR Subpart 819 and FAR Subpart 19.14. Here are the minimum checks:
i. Verification by SBA: The contractor must be listed as a certified/verified SDVOSB in SBA’s Small Business Seach database,
ii. Verification in SAM: The contractor must be registered in the System for Award Management,
iii. Contractor must be eligible at time of offer and award;
iv. The SDVOSB must be at least 51% owned and controlled by service-disabled veterans as defined by 13 CFR 125 and the Small Business Act.
Offers from Contractors who are not certified will be considered non-responsive.
Section 2.1 – Instructions to Offerors, shall be updated to reference this requirement.
3. After reviewing the Solicitation and Amendment 1, I was unable to locate the scope of work for this project. Please provide the scope of work at your earliest convenience.
a. Please see the updated attachments of this solicitation. SOW is labeled (Mare Island NC Construction Scope of Work).
4. We understand that a job walk is scheduled for today for the Cemetery Improvement Project at Mare Island Naval Cemetery (Project #962CM3003). Unfortunately, we were not able to attend, but we wanted to express our interest in this project and our intent to submit a proposal. If available, we would greatly appreciate it if you could share any photos or documentation of the current site conditions. This information would help us better understand the existing conditions and allow us to prepare a more accurate and competitive bid.
a. All supporting documents available are published on SAM.gov. At this time, there’s no additional pictures or documents available for this solicitation.
5. Does the project fall under PLA or CWTA or MTPA(MASTER TRADE PARTNER
AGREEMENT)?
a. The Government assumes PLA is for Project Labor Agreement and CWTA means Construction Wage and Tax Agreement. If correct, the Government can confirm that neither PLA, CWTA or MTPA are applicable to this project. PLA is only recommended for projects over $35M or special circumstances. This project doesn’t meet that requirement. For MTPA, it is usually a private sector term, referring to a standardized payment agreement between a general contractor https://search.certifications.sba.gov/ https://www.google.com/url?sa=t&rct=j&q=&esrc=s&source=web&cd=&cad=rja&uact=8&ved=2ahUKEwjH3Nf02cOUAxXYNIYAHdfeJe4QFnoECA0QAQ&url=https%3A%2F%2Fsam.gov%2F&usg=AOvVaw29DG-WeBPvf5GYSjXxI1CB&opi=89978449 https://www.google.com/url?sa=t&rct=j&q=&esrc=s&source=web&cd=&cad=rja&uact=8&ved=2ahUKEwjH3Nf02cOUAxXYNIYAHdfeJe4QFnoECA0QAQ&url=https%3A%2F%2Fsam.gov%2F&usg=AOvVaw29DG-WeBPvf5GYSjXxI1CB&opi=89978449 and subcontractors to facilitate prompt payment and reduce risk. Payments for this contract will be governed by the Prompt Payment act and standard contract terms, not a MTPA. CWTA is also not required for this project. Contractors must comply with the Davis-Bacon Act, which requires payment of prevailing wages as determined by the Department of Labor for specific geographic area and job classification. The VA doesn’t require CWTA.
6. Is pre-qualification required?
a. Please see section 2.1 of the solicitation. It is included in this amendment.
7. How many days will construction take?
a. As stated on Page 1, box 11 of the Standard Form (SF) 1442, The contractor shall begin performance within ten (10) calendar days and complete it within 365 calendar days after receiving the notice to proceed (NTP) has been issued from the Contracting Officer.
8. What are the approximate start and end dates?
a. This is dependent on the award of the contract. No actual dates have been set.
9. Is a bid bond required? If yes, can you provide the form, as I could not find it in the documents?
a. Yes. As stated on page 1, box 13b. an offer guarantee (bid bond) is required.
See revised attachment list for a sample copy of SF24 required. You may also receive a downloadable copy from the GSA website.
10. I would like to request the bid documents and Plan Holders List if available for the above project for the Dodge Plan Room. Our subs and suppliers are interested in your project.
a. There’s not a plan holders list. Please see the attached Site Visit Attendance List for interested contractors who attended on 5/18/2026.
