DESCRIPTION
Pre-Solicitation Notice 36C7624R0094 Minor Design – San Francisco, CA
Questions: (submitted by 06/05/2024)
Responses: (provided by 06/12/2024)
1. Following a thorough review of the documents pertaining to the referenced Statement of Work (SOW), we observed that the attachments listed below are not accessible on sam.gov or the VA Vendor Portal. Could you please provide guidance on where these documents listed on Page 15 of the SOW can be located?
A: The last bullet of the Pre-Solicitation Notice/Request for SF-330s states “SOW attachments will be provided to the top-ranked firm selected to receive the solicitation.” As such, they were not provided in the notice that was posted to SAM.gov, and will be provided to the A/E firm that is selected to receive a Request for Price Proposal.
2. Factor 4 of the Pre-solicitation Notice for 36C77624R0094 Minor Design - To Construct Hybrid Operating Suite project in San Francisco, CA specifies that “submission of past performance for projects that have not completed through CPS may be discounted accordingly.”
We interpret this to mean that the projects we submit under Factor 1 are to be construction completed. With the consideration that construction timelines are often prolonged due to project funding or bidding, will the VA consider changing this requirement to allow for projects that are design complete but not yet completed through CPS?
A: The Pre-Solicitation Notice/Request for SF330s states “submission of past performance for projects that have not completed through CPS may be discounted accordingly.” Projects submitted for Factor 4 can be completed either through design and/or construction however, as this project will require CPS, the Selection Board will not consider changing this requirement.
Submissions for past performance on projects not completed through CPS may be discounted as the submission will not provide the Selection Board the ability to rate a firms performance ratings through CPS.
