1 07/17/23 01/25/24 I wanted to clarify if the Portal Control Devices (2.16) section on page 57 is referring to pedestrian related security turnstiles inside the living center or if this is a reference to outside perimeter security?
Portal control Devices are not required.
2 11/16/23 01/25/24 We received notice of a large project in early stages for Hudson Valley Heath Care System, Franklin Delano Roosevelt Hospital, in Montrose, NY, and would like to receive information on this project as it comes in.
Is there a “list” or something you can have my contact information added to?
We do not keep a list of interested vendors to send updates to, but all solicitation information and amendments can be found at SAM.gov under solicitation number 36C77623R0156.
Additionally, there is an option to “follow” projects on SAM so that you can get notifications when there are updates.
3 12/20/23 01/25/24 Regarding the referenced Montrose, NY project, since it has been classified with a ‘tiered set-aside evaluation’, does this mean that a Category 4-Large Business Concern, will not have an opportunity to win the contract unless a winning proposal is not submitted and selected from a SDVOSB, VOSB, or HUBZone contractor?
This information has since been posted to SAM.gov under solicitation #36C77623R0156. See section 2.2 of the RFP for an explanation of the tiered evaluation process.
4 12/20/23 01/25/24 Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please change the contract type to a Fixed-Price with Economics Price Adjustments pursuant to FAR 16.203.
In accordance with FAR 16.202 and 52.216-1, this requirement will remain a Firm Fixed Price contract.
5 12/20/23 01/25/24 Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please reduce the price-hold period to 30 days.
The Government standard concerning price-hold period is 90 calendar days and will not be altered.

11 12/21/23 The government referenced $16.5M as the available funding for this project. That seems unlikely for a 27,000 GSF new building, amount of sitework, and current economic factors within the construction industry for Westchester County, NY.
1. The tiered set-aside evaluation process includes the language, “fair and reasonable price” as a factor to disqualify a SDVOSB offer in favor of a lower priced offer by small or large business entities. What $ or % threshold would lead the government to determine that award to a lesser priced option in Tiers 2-4 is in the best interest of the government? Or are you evaluating whether each tier is within 15% of the IGE?
A response will be provided in a future amendment.
12 01/16/24 01/25/24 Item 2.2.B.1: Our bariatric system provides for 1100 lbs.
lifting capacity in the veteran’s sleeping/exam room. Do all lift units need to be configured for access to the toilet/shower, and if so, is a 550 lifting capacity a possible option based on discussion regards to care giver work flow?
Q-601 calls out for JSN # (equipment labels) A1203 – Bariatric Lifts to be 1000 lb capacity. See Q sheets for location of all A1203 lifts (all patient rooms).
Refer to Sheet AC101A for delineation of specific patient lift track coverage for base bid. Refer to deductive alternate list for deductive alternate 14 indicating areas of coverage removed in the alternate.
13 01/16/24 01/25/24 Item 2.2.B.7: Horizontal Axis Motors are normally used when a patient/veteran is self-operating the lift, without caregivers present. Is this a feature that is to be quoted for every system, or will this be an added feature in only a select few of the rooms where lifts will be installed?
Provide horizontal axis motor at all locations.
14 01/16/24 01/25/24 Item 2.5.A: What type of battery charging is desired, as no specifics between wall charging or in-rail charging was given.
Provide for in-rail charging.
