1. 4-5-23 04/28/2023 Ref spec 14 24 10- specification indicates to provide new elevator as called out within spec and shown on drawings. Plans do not indicate to remove or replace the elevator. Will clarification be provided?

2. 4-7-23 4-11-23 The drawing file is currently 8.5” x 11”. Can you provide a full-size page .pdf file for the project?

3. 4-7-23 4-11-23 It came to my attention that the drawings for the above project are currently printed on 8.5x11 sheets. This is causing the drawings to not be shown at scale. Can the drawings be reissued as full-size scalable drawings?

4. 4-10-23 4-11-23 It was noticed during our takeoffs that the drawings that were issued are not to scale. They could have been printed and uploaded to SAMS in a matter that through off the scale. Can you please reissue the drawings to scale?

5. 4-10-23 04/28/2023 The specifications currently do not have a Rough Carpentry section, but we will have blocking/backing required for Division 10 items. Can you provide a Rough Carpentry specification section?

Specification to be included with by Addendum.

6. 4-10-23 04/28/2023 There are specification sections for 12 32 00 Manufactured Wood Casework and 12 36 00 Countertops, but no 06 20 00 Finished Carpentry section is used. Will this be a needed specification section for this project?

Finish Carpentry specification will not be required.

7. 4-10-23 04/28/2023 The 26 24 16 Panelboards specification section is mislabeled on the Table of Contents as “26 09 23 Panelboard” (it’s doubled up as the same spec section as the Lighting Controls).

The specification Table of Contents will be updated and included in next Addendum.

8. 4-11-23 04/28/2023 Reference structural drawings- Will a small manlift be allowed access on 1st and 2nd floors for structural steel work?

The VA does not prohibit manlifts sized appropriately for floor strength.

9. 4-12-23 04/28/2023 Wondering why the Description switched from Kansas City to Fort Meade?

The title contained on pg. 2 of amendment 0001 is a typo. All documentation is accurate and pertains to EHRM Training and Admin support space Kansas City, MO.

10. 4-13-23 04/28/2023 In the basement are pipes coming out of the tunnel and/or crawl spaces?

Depending on the piping, there is piping through crawl spaces and through a utility tunnel between Building 5 and Building 1.

11. 4-13-23 04/28/2023 Has there been an asbestos report on the black mastic under the VCT?

Refer to the Environmental Narrative issued on 06/28/2022 for the asbestos report.

12. 4-13-23 Will all nonattached furniture be removed before demo? Yes. All unattached furniture will be removed before demo.

13. 4-13-23 04/28/2023 The listed model number for the Dedicated Outside Air Units shown on sheet M-601 appear to be incorrect for the intended application. Please confirm if the model numbers are correct. If not, please provide a corrected manufacturer/model for DOAU-1 and DOAU-2.

14. 4-13-23 04/28/2023 The listed model number for the Solo Humidification Units shown on sheet M-601 appear to be incorrect for the intended application. Please confirm if the model numbers are correct. If not, please provide a corrected manufacturer/model for SOLO-1 through SOLO-12.

The humidification system utilized in the basis of design is a Condair ML Solo and the model numbers are correct at the time of printing but may have changed since then. The contractor will have to have the manufacturer confirm the model number to the scheduled parameters.

RO 300, PUMP STATION (PS-1): WATER

PUMP - 208/3/60, 3.5KW, 20A, HIGH

PRESSURE PUMP - 460/3/60, 3.4KW, 20A.

15. 4-13-23 04/28/2023 Specification sections 23 74 13 (Packaged, Outdoor, Central-Station Air-Handling Units) and 23 81 29 (Variable Refrigerant Flow HVAC Systems) do not list approved manufacturers. Are any manufacturers acceptable if they meet the specification or is the basis of design the only approved option?

The basis of designed is preferred for an engineered VRF system, but others may be used as listed if the specification and the scheduled performance is met. (Mitsubishi Group).

16. 4-13-23 04/28/2023 Once the tunnel coming from Building #3 hits the main hospital is there a document that shows the route taken to the Data Center for the Fiber Cables or an approx. footage to get there? I am looking for the route to the point of origin to the tunnel access that runs to Building #3.

Does it come into the basement of the Main Hospital or into the sub-basement?

17. 4-18-23 04/28/2023 The Civil drawings for the fire protection water line call for C900 Class 200 pipe. KCMO does not allow plastic underground pipe until five feet after the backflow preventer. Please advise if a different piping material is to be used underground before the backflow preventer.

Ductile Iron Pipe is an acceptable pipe alternative.

18. 4-18-23 04/28/2023 Where is the backflow preventer for the fire line located?

This will dictate when different piping material can be utilized.

See sheet GS002 Keynote #27.

19. 4-18-23 04/28/2023 It has been verified that KCMO Water department is the control source for the water line. There are supply valve requirements for KCMO Water Department that are not identified on the civil drawings. Please advise on locations for supply valves for the fire protection water line.

Sheet GS002 Keynote #12 specifies the 6” Tapping Sleeve and new 6” Gate Valve for the fire protection line.

20. 4-20-23 04/28/2023 Will a sales tax exemption certificate be provided to the contractor?

FAR 52.229-3 Special Notice Contained on pages 48 and 49, states that “Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well.”

21. 4-20-23 04/28/2023 Ref drawing AE201 detail 4- Window type 5 shown that is split between the Telecom room and admin room appear with the left window being shaded as if it requires blackout film but identified with keynote 8.94 rather than

8.95. Please confirm which windows will require

blackout film and which will be receiving the 7 MIL Anti-fragmentation film (8.94). Usually, antifragmentation would be installed on all ground level windows when addressing intrusion concerns. The drawing indicates 2 of the 3 on the #5 window.

When installing as a safety/anti-intrusion barrier is an attachment system that bonds the material to the frame.

Will they require an Attachment System?

Keynote 8.95 will be added in addition to 8.94 to the window with blackout film.

A wet glaze or an adhesive attachment system is required.

22. 4-21-23 04/28/2023 Elevator scope of work: So, they are not wanting new cab interiors? Or is this to be part of the scope. Please confirm.

Specification section 14 24 10 Modernization of Hydraulic Elevator, 2.37 details what items are to be retained and which are to be provided as new.

Hydraulic Elevator, 2.37, A.- Contractor option to refinish or replace front return, finish must meet Architectural standards. New SS#4 car specified in 2.37, I.

24. 4-21-23 04/28/2023 Elevator scope of work: Please confirm if they want the hydraulic jack pulled and replaced?

Hydraulic Elevator, 2.15 and 2.16 define the requirements to replace the jack assembly and related components.

25. 4-24-23 04/28/2023 Ref drawing AD011- Will existing wall finishes and framing require removal from interior side of exterior walls on 1st and 2nd floor rooms? If so which rooms require removal?

Existing finishes on interior side of exterior walls are to remain.

26. 4-24-23 04/28/2023 Ref drawing AD101- Who is responsible to remove window blinds and windowsills? If the contractor which rooms require sill and blind removal? Which rooms require new shades and new windowsills?

Contractor is responsible for removal of window blinds at all locations. Window shades noted in the drawings as WSC-1. Windows in stairwell to have frosted privacy film applied to interior, to match existing. Contractor to remove window sills as required for new work. Refer to drawing AE601 for details.

27. 4-24-23 04/28/2023 Ref drawing S001- Structural steel note 10 indicates to see architectural plan for fire proofing requirements. Is fireproofing required and if so, what areas require it? If so, will a spec be provided?

Per NFPA Table A.8.2.1.2, structural steel is not required to be fire resistant.

28. 4-24-23 04/28/2023 Ref drawing S100 detail 5- Can a plan view and details be provided for structural steel / header install? Is demo of existing wall required for steel installation? What is the existing support wall on 1st and 2nd floor comprised of? CMU? Brick? Concrete? What type of materials are required to infill the wall openings?

Per photos I received on 1-13-22 the interior bearing wall is comprised of Brick masonry. The existing structural system shall be shored prior to demo for the new openings. Demo will be required to be larger than the opening as the intent is to support the new header on steel pipe columns which will then be hidden within the architectural walls which are CFS non-loading bearing stud walls per the Architectural set.

29. 4-24-23 04/28/2023 Ref drawing AD011- With auditorium door frames being replaced, what are the surrounding finishes in rm 3-112, 30112A & 3-112B?

30. 4-24-23 04/28/2023 Ref spec 14 24 10- A spec is provided, but drawings do not indicate any specific work associated with the elevator. Is the existing elevator to remain or will it be replaced under this contract? Or are there any upgrades required?

Refer to specification section 14 24 10 Modernization of Hydraulic Elevator for all elevator work. No drawings were issued for the elevator.

31. 4-24-23 04/28/2023 Drawing AE101- Level one shows a furring wall - type X3 around the perimeter on Level One. Should this type X3 furring wall be included on Level 2?

Yes. Type X3 is to be used as a furring wall along perimeter on both floors, unless noted otherwise.

32. 4-24-23 04/28/2023 Drawing AE101 has detail 1/AE111 (reference 1/AE111 and 10/AE601) cut on it. Does this detail apply to all the windows on level 1 and level 2 (19 total places) ?

All windows, including in the stairwell share a similar detail.

33. 4-24-23 04/28/2023 Drawing AF711- General Finish Note 11 calls for all Windows withing the scope area to receive WSC-1 Roller Shades. Does this include the five type 1 windows in the Stairwell?

No. Windows in stairwell to have frosted privacy film applied to interior, to match existing.

35. 4-24-23 04/28/2023 Please confirm the commissioning agent will be provided by the VA.

All references to commissioning agent responsibilities shall be performed by the VA and contracted design team. Specification references to testing, adjusting, balancing, and/or testing laboratory services shall be provided by the contractor.

36. 4-24-23 04/28/2023 Please confirm the site superintendent has to be onsite at all times and dedicated to this project.

Refer 01 45 00 ‘Quality Control’, Part 3.1: “The project superintendent maintains a physical presence at the site at all times…”

37. 4-24-23 04/28/2023 Please confirm the SSHO has to be onsite at all time and dedicated to this project with duties only as SSHO

Project superintendent can also be SSHO, provided that the superintendent meets the qualifications as indicated in specification section 01 35 26.

38. 4-24-23 04/28/2023 Please confirm the site superintendent can perform the duties of the quality control manager.

The superintendent may only assume one additional responsibility (QCQ System Manager or SSHO) in addition to superintendent responsibilities. Also, the superintendent must meet the required qualifications for QCQ System Manager as outlined in section 01 45 00 in order to assume QCQ Manager responsibilities.

39. 4-24-23 04/28/2023 Is Submittal Exchanges required for this project? Will it be provided by the VA?

The use of electronic submittals is required. A subscription such as Procore or Submittal Exchange is required with VA access provided by the GC and must be maintained throughout the duration of the contract.

40. 4-24-23 04/28/2023 There is a specification section for automatic door hardware, however no operators appear to be shown in the hardware schedule or within the design documents. Are there any locations where automatic door operators are required?

Omit the Automatic Door specification from the project. No automatic doors will be required.

41. 4-24-23 04/28/2023 The specification for the elevator modernization outlines installation of a scavenger pump and line to return oil back to the storage tank. The current adopted code in Missouri does not allow for installation of this type of device, is this still something that is desired? It’s understood this is federal government property and Missouri regulations don’t take precedence over federal, but wanted to bring to your attention in the event this information was not known.

The intent of the design is to include scavenger and return oil line as detailed in specification.

42. 4-24-23 04/28/2023 Some windows on the exterior elevations appear to be grayed out/existing, but have window callouts. Some windows are grayed out, but have no window callouts. Please confirm if we are to provide new windows at windows with call outs only, regardless of line weight, and that all window locations that aren’t identified with a window type will remain in place.

Greyed out/existing windows will remain as existing.

Rms 3-106, 3-108 & 3-208 will have blackout film applied to existing windows.

Windows and Louvers in rooms 3-200, 3-201, 3- 202, & 3-203 will be demolished and replaced with new windows.

Windows in 3-201A will be demolished and replaced

43. 4-25-23 04/28/2023 Ref drawing P102- In Mech Room B07 it shows Fixtures WS-1, WS-2, PS-1, CF-1, and BT-1.- Are these to be provided by Plumbing Contractor and Is there a Fixture Schedule for these items?

The same system is shown and covered with keyed notes on sheet M-102. The “fixtures” are parts of the entire system associated with the humidification system covered in Keynote #40 -
