1. 7-27-22 7-27-22 Is this project tax-exempt? If yes, please issue the Tax Exemption number for bidding purposes. If not, what is the percentage of tax?
No, this is not exempt of sales tax. Contractors are required to pay sales and excise tax. Offerors shall include all applicable taxes in accordance with FAR by Reference Clause 52.229-3 “Federal, State and Local Taxes.” Percentage of tax information is the responsibility of the offeror.
2. 7-27-22 8-11-22 In reviewing the drawings B127-E100 and B172-E100 buildings 127 and 172 show installation of new clean agent systems. Detail for room construction is needed in order to properly size the new systems. Can you please provide the following information or advise where the information can be obtained?
1. Celling Height(s)
2. Ceiling construction type (drywall, drop tile, hard deck, etc.)
3. Wall construction type (drywall, concreate, etc.)
4. Any ductwork penetrations that will require dampers and control.
5. Any wall or ceiling openings that will need to be sealed.
Clean Agent systems are needed for the Server Room 109 in Building 15, as well as the entrance rooms in Building 127 (Room 102) and Building 172 (Room B005).
1. There are no finished ceilings in any of these three spaces. Existing finished ceilings in each of these spaces is to be demolished. The floor-to-floor heights will be provided here to aid in estimating the size of the system. Contractor should field verify clearances prior to final calculations. Floor-to-floor height B15, Server Room 109: 13’-6”; B127 Room 102: 11’-1 ½", and Building 172 Room B005: 17’-0”.
2. Ceiling construction for these three spaces are:
B15, Server Room 109: Concrete pan floor/ceiling structure; B127 Room 102: Concrete slab floor, Metal deck supported over metal joists roof, and B172 Room B005: Concrete slab floor, composite metal deck supported on steel beams ceiling.

3. B15, Server room 109: walls that form what was once the perimeter of Building 15 consist of brick cavity wall construction on masonry backup, finished on the interior with either a plaster or gypsum board finish. The interior partitions that make up the perimeter of this space are composed of structural clay tile, finished with plaster and/or gypsum board finish; B127, Entrance Facility Room 102: Existing walls are all masonry walls, with the thicker walls being cavity walls. Some are finished in furred off gypsum board or plaster where an existing room exists on the opposite side. Interior of room is to have new metal stud furring clad in gypsum board on 3 of the 4 walls, as shown in the architectural drawings; B172, Entrance Facility Room B005:
Walls are painted CMU except where wall is furred out w/ metal stud/gypsum board at existing column.
4. All new ductwork penetrating fire rated construction with over a 1 hour rating, will require dampers to maintain the hourly fire rating noted in the architectural drawings. Refer to the Life Safety Plan 2/B15-GC121 and the Fire- Resistive Requirements in the Code Summary on sheet B15-GC121 for location of required rated partitions and floor/ceilings encompassing Server Room 109 in B15. Existing ductwork penetrating existing walls/floors/ceilings into any spaces to receive a clean agent fire protection system that are not already dampered to meet the required fire rating, require a retrofit installation of appropriate dampers to be incompliance with the fire ratings shown. Refer to Mechanical drawings for new and known existing ductwork penetrations. Contractor should field verify existing conditions.
5. All joints and penetrations in wall, floor/ceiling openings, new or existing, require firestopping in accordance with the firestopping specification.
Firestopping should meet hourly rating shown in the architectural drawings (plan and code summaries, or as field discovered – whichever is greater).
3. 8-2-22 8-11-22 Will the owner accept the use of the Procore Project Management software as the primary submittal and data tracking tool for this project?
No, Procore has been blocked. I have used Newforma and currently using ORACLE & Viewpoint.
4. 8-2-22 8-11-22 What is the Governments’ policy if asbestos products are encountered during construction that were not anticipated?

5. 8-2-22 8-11-22 GC121 it states that " THE WORK UNDER THIS
CONTRACT SHALL BE DIVIDED INTO PHASES. A
PHASE CAN INVOLVE MULTIPLE LOCATION

1.6.G PHASING" - This spec section does not seem to be included in the specifications. Can a site wide phasing plan be provided?
Refer to Paragraph (1.6)(I)(2) for Phasing Guidance. Also refer to Phasing Notes on Sheet T000.
6. 8-2-22 8-11-22 As it relates to phasing, is there a maximum number of buildings that we are allowed to occupy at a given time?
No maximum number, the facility needs to maintain all operations during construction.
7. 8-2-22 8-11-22 Can you please clarify the ICRA requirements for the running and installing of new telecom wiring and data ports outside of the permanent ICRA barriers called out on the plans?
Fire retardant ICRA polystyrene sheeting barriers and/or portable containment carts will be permitted on a case-by-case basis as determined by the VA. Refer to Infection Control & Construction Barrier General Notes on typical Infection Drawings, such as sheet B15-GC121.

8. 8-2-22 8-11-22 Will the government be relocating staff in phases or zones while work is underway in the general area?
The staff will not be relocated; the facility needs to maintain all operations during construction.

9. 8-2-22 8-11-22 In multiple drawings, there are items on the schedule that are labeled with the same mark but have different equipment. Examples of this are below

Can a different naming system be used for these items?
Each building is its own set; therefore it is possible to have the same tag for multiple buildings.
Regarding model numbers, the model numbers for CP-1 and CP-2 in building 17 should be model HT-VCL-30-P rather than the VCMX scheduled.
Regarding humidifier mfg and model numbers the Condair US-7 model is an ultrasonic model and is no longer applicable to the project. Schedules listing a Condair US-7 will be changed to Dristeem XTR models. There appears to be five instances of this, four in Bldg 17 and one in Bldg 9.
10. 8-2-22 8-3-22 For planning the preliminary project schedule, can you please provide an anticipated award date?
Award date is anticipated for no later than September 27, 2022.
11. 8-2-22 8-3-22 What is the anticipated duration between issuance of contract award and issuance of the NTP?
Approximately 3 weeks.
12. 8-2-22 8-11-22 There are multiple instances of this but Building 2 is the first example. The schedule on sheet B02-M600 shows the manufacturer supplying line sets for the split system air conditioners. Sheet B02-M201 seems to show independent line sets from each outdoor unit, but sheet B02-M400 specifically shows ¾” REFS & ¾” REFL lines coming in with branch connections to each unit.
Please verify that we are to use independent line sets for each split system unit.

13. 8-2-22 8-11-22 On sheet B124-M203, there are two fixtures shown (P- 808 & P-528). Are these new fixtures, or are we to connect to existing? There is nothing shown in those rooms on the demolition pages and the schedule does not show them for this building. Please advise.
Fixtures are called out in specification section 22 40 00.
14. 8-2-22 8-11-22 Will owner require GC’s to develop and submit coordination drawings?
Yes
15. 8-2-22 8-11-22 Where will the designated parking & laydown area be for workers accessing the construction site?
There is a contractor’s lot located North of building 052, that can be used for laydown. The contractor will be responsible for Conex Boxes, the VA will have space available to place boxes.
16. 8-2-22 8-11-22 Can the owner please provide a single drawing that clearly states floor to ceilings and deck heights for the construction area? This is used to ensure that the above ceiling utilities will fit in the above ceiling space.
TR Rooms will be open to deck. There are varying ceiling and deck heights throughout the facility. Contractor shall bring attention to any area where they encounter a conflict.
17. 8-2-22 8-11-22 Will the contractor be authorized to build a temporary office inside the space in lieu of renting an office trailer for the duration of the project?
No, an office trailer will need to be set up.
18. 8-2-22 8-11-22 Will the areas with General construction be free of owner furniture and debris?
No, contractor will be responsible.
19. 8-2-22 8-11-22 Please confirm that the owner will provide fire watch during the period of time that the fire suppression system is not in service.
The VA will provide fire watch after normal business hours, if contractor is not onsite. The expectation is when the fire suppression system is not in service, the contractor will be providing and documenting the fire watch and provide the documentation to the VA.
20. 8-2-22 8-11-22 Please confirm that the owner will be contracting directly with a third-party commissioning agent for commissioning the project and that the Contractor is only to include participation/coordination with the Commissioning Agent.
Refer to Specification 019100. The Government will hire a 3rd Party CxA. Contractor will have a CxM and meet all requirements of the Commissioning Specifications.

Will the new need to be installed next to the old and then the old will be taken offline?
The VA will have a team to relocate all network electronics. The VA will have additional spare switches to allow for bringing online the new TRs prior to the demolition of existing TRs. Servers will be relocated. A Tier 3 migration for to the new room/ TRs? Resources defined and allocated to assist with actually moving the equipment (servers, CVT’s, Medical Systems, VMS, switches), Vista Imaging, Cisco Cores, during the migration to the new computer room move involving tier3 Server teams, Switch teams as necessary with coordination and approval from the COR.
25. 8-2-22 8-11-22 Is the expectation that the new data drops in all rooms will be installed adjacent to the existing and then the old will be removed and blank plated once the new servers are up and running?
All data drops being replaced in existing rooms will be installed within the existing conduit (if conduit exists) or within the same locations as the existing faceplate. Both new and to-be-demolished TR shall be operational at the same time until all cabling has been relocated to the new TR.
26. 8-2-22 8-11-22 Drawing B15-ED100 does not show any demolition work in room 108, 123, and 124 however drawing B15- EL100 and B15-EP100 shows new work in these rooms.
Is demolition of these three rooms to be by others?

27. 8-2-22 8-11-22 Drawing B138-T202-A
a. Shows floor box symbols in room 228. These symbols show the triangle data symbol filled in indicting floor boxes are new. However, demolition drawing B138- T102-A shows floor boxes as existing. Please confirm floor boxes are existing.
b. In room 228, (3) of the floor boxes are notes as “Unknown” for quantity of jacks at location. Please indicate how many cables and jacks are we to include for these locations. This is also the case in room 225 for a wall device.

Is there a plan to release a one-line drawing for this building?

COR.
43. 8-2-22 8-11-22 Topic: Soil - Since no Geotech report will be provided, if contaminated soils are identified, will it be treated as a change condition? If unsuitable soils are found, will it be treated as a change condition? If rock excavation is required, will it be treated as a change condition?
There are no pay items for soil correction. So, the VA will review each instance of contaminated unsuitable, or rock excavation independently and determine if additional payment as a change condition is warranted.
44. 8-2-22 8-11-22 Topic: Telecom Wiring - Please confirm that all telecom wiring throughout the facility must be in conduit in walls and can be free air in accessible ceilings. Please confirm that any telecom wiring through a hard ceilings must be in conduit.
Telecom copper wiring is to be reinstalled in the existing raceways at the device location as they existing currently. Only where new locations are indicated are new rough-ins and pathways required. Conduit stub outs are to be installed to accessible ceiling locations if in hard ceiling locations. All fiber is to be within conduit pathways per T101-T103 drawings.
45. 8-2-22 8-11-22 Topic: Telecom Wiring - Can contractor reuse existing conduit where able? Please quantify amount of reusable conduit that contractor should assume for bidding purposes.
Contractors may reuse conduits where existing.
Contractor should assume to be able to reuse existing data device stub-outs and boxes or run free air to match existing conditions.
Contractor shall reutilize existing underground conduit on site for most of fiber Side A.

46. 8-2-22 8-11-22 Please clarify what is expected for seismic bracing at this project site in regard to its specific area risk. Will sway bracing be required on electrical conduits that are hung on redi-rod or by aircraft cable. Will seismic bracing be required for HVAC equipment and ducts?
Per spec and VA H-18-8 (found at https://www.cfm.va.gov/til/etc/seismic.pdf ) , HVAC units, electrical busways, control panels, servers, and routers (see code for list of equipment) must be braced and have Seismic Certification.
Conduit bracing is required at in-line connections to equipment listed above, where ½” rod hangs longer than 24”, where 3/8” rod hangs longer than 12” , and where flexible connections are not provided to equipment. Otherwise, bracing not required for conduit.
47. 8-2-22 8-11-22 Are prime contractors responsible to provide submittal exchange and pay for all costs associated with the program for the project?

48. 8-2-22 8-11-22 Please confirm who is responsible to subcontract the CxA (Agent) commissioning agent for the project.
Refer to Specification 019100. The Government will hire a 3rd Party CxA.
49. 8-2-22 8-11-22 For work being performed within occupied spaces (rooms), are prime contractors able to section off this work area for the duration of the work? Or, do prime contractors have to have laborers set up and remove ICRA barriers and return the room to working condition by the following shift? Can fire retardant plastic walls be used for daily infection control set up and removal?

50. 8-2-22 8-11-22 For work in hallways, are prime contractors able to keep ceilings accessible for multiple shifts? Are ceilings required to be closed following each shift? This will swing labor costs and production rates substantially if areas need to be closed and cleaned up following each shift.

51. 8-2-22 8-11-22 What is required as part of the firestopping inspections?
Does inspector need to be independent of firestopping contractor?
The firestopping inspector is required to be completely independent of and divested of the Contractor, the installer, the manufacturer, and supplier of material or item being inspected.
Refer to the firestopping specification 07 84 00 for all requirements associated with the required inspections and inspector qualifications.
52. 8-2-22 8-11-22 Will site restoration require watering? Yes. Specification Section 32 90 00 governs watering of landscape restoration areas. See paragraphs 2.19, 3.4.D, 3.5, 3.13.E, 3.15.B. and E., and 3.18.C for specifics.
53. 8-2-22 8-11-22 Drawing B02-M400, B05-M400, and B09-M400 Note 5, B15-M201 Note 2, Drawing B17-M201 Note 3 states to connect water line to the RO System. Where is the RO System located or is it part of the humidifier tank?
Use of RO water for the humidifiers was eliminated from the project. Water to the humidifiers is required but notes relative to RO can be ignored/deleted.
54. 8-2-22 8-11-22 Drawing M65-M100 and M65-M400 – Are there isolation valves from the well field to make the new connections?
Yes, there are existing isolation valves where the lines enter the building.
55. 8-2-22 8-11-22 Drawing B76-M400 Note 6 states the drain/condensate line is to drain into the standpipe outside Room TR105.
Is the standpipe located next to the 2” fire protection riser outside the room?
Yes, the standpipe is adjacent to the 2 inch fire protection riser.
56. 8-10-22 8-11-22 Spec section 26 05 33 3.4 C. allows for EMT conduit.
Spec section 27 05 33 F calls for IMC or rigid steel conduit. Please clarify if we can use EMT for fiber runs throughout the job. Previous jobs at this site have allowed EMT.
Conduit encased in concrete or exposed subject to physical damage shall be IMC. Other installations EMT is acceptable per 270533-2.1(B)(3).

57. 8-10-22 8-11-22 Telecom site plan T100 shows fiber Side A conduits leaving the building on the east side of building 127.
This does not correspond with T101 or T102. Please clarify where the side A conduits leave the building.
Conduits for Side A fiber are existing to be reused upon removal of existing cabling. The dashed black line indicates the existing pathways in their approximate location based on existing drawings and site review.
58. 8-10-22 8-11-22 Telecom drawing T101 shows (13) conduits to feed the out-buildings. These appear to stub up into the 1st floor of building 124 in a courtyard. Please clarify the routing.
The conduits travel up through existing building.
The plan backgrounds do not show the existing condition entirely in this location with existing chases and shafts. Conduit to feed outer buildings only travel outside/underground once exiting buildings 172 and 174.
