About this file

This document contains technical questions and responses related to solicitation number 36C77622B0025 for the Tomah EHRM Tier 2 Construction Project at the Tomah VA Medical Center. The project involves expanding building 32 to incorporate a new 5,000 square foot data center to meet EHRM requirements and correct facility deficiencies related to accessibility, the main computer room, and demarcation room. Key details include that employees will remain on site during construction, IT systems must remain operational with minimal disruptions, the fire alarm and data center systems are sensitive to dust, and connectivity must be maintained between buildings 32 and 23 during tramway construction. The document provides responses to contractor questions on these and other issues like working hours, exterior brick treatment after abatement, and clarification on specifications for mechanical and electrical systems.

CONTRACTOR QUESTIONS VA RESPONSES TO QUESTIONS

1 4/19/22 4/20/22 How many employees will be in the space during construction?

There will be 6 employees total - 3 upstairs and 3 downstairs.

2 4/19/22 4/20/22 Is there backup for the IT systems? There is no backup for IT systems - must stay up for duration of project with minimum disruptions and scheduled outages. All scheduled outages should be mid-week to accommodate IT coordination.

3 4/19/22 4/20/22 Does facility fire alarm system run through B32? No - fire alarm system is radio operated from a separate facility on campus.

Fire alarm system in Data centers is dust sensitive. Cutting or creating dust in existing data center must be coordinated with fire department and IT to ensure fire system does not activate during construction.

4 4/19/22 4/20/22 How is access for Data Center during construction? A standard contractor badge is required along with a VA-provided escort while in data center.

5 4/19/22 4/20/22 How is connectivity during construction between B 32 and 23 during tramway construction?

The contractor must maintain connectivity to B23.

6 4/12/22 4/28/22 Att1 – Final Specifications Vol 1, page 53, Section 1.34 references “Submittal Exchange.” For clarification, does this have to be the specific software by the name of “Submittal Exchange” or can any file sharing service be used?

This is typically Submittal Exchange or Procore.

7 4/14/22 4/28/22 Updated 5/5/22

I do not see a site plan for the electrical or data. What happens to all the fiber and data that run in the tramway once the section of the tram is removed. All of building 23 fiber runs through the tramway.

The telephone and electrical should be rerouted underground to the remaining existing tramway and offset to the existing path. ED101 will be revised to reflect this change. Update: See attached revised drawings.

CONTRACTOR QUESTIONS VA RESPONSES TO QUESTIONS

8 4/19/22 4/28/22 Please confirm the core working hours for this contract will be from 7:00AM to 4:30PM (local time) Monday through Friday, except for weekends and established Federal Holidays.

Correct. Additional time can be scheduled with minimum noise per coordination with COR.

9 4/22/22 4/28/22 What condition will the exterior East side brick need to be left in after abatement of the lead and asbestos paint?

Brick shall be structurally intact with minimal damage.

10 4/22/22 4/28/22 Can the Asbestos piping in the basement be cut out for removal? Or will the insulation have to be removed only?

Piping is called to be removed.

11 4/22/22 4/28/22 What is the intention of the lead-based paint removal from the interior surfaces? To be removed completely or only stabilized?

Lead paint should be completely removed. In finished spaces, walls shall be painted to match existing finish.

12 4/22/22 4/28/22 If the lead paint is to be removed completely from the interior surfaces, will the utilities such as pipes, conduits, wall mounted devices be removed or will the paint need to be removed around these items?

Lead paint should be completely removed. Devices should be removed so the paint can be removed. Majority of the piping and conduits are called to be removed. VA to confirm those piping/conduit to remain if the paint should be removed where inaccessible.

13 4/22/22 4/28/22 With the addition on the east side happening will the exterior and interior brick surfaces be covered up in the renovation?

The exterior brick will be covered up by new addition construction.

14 4/26/2022 5/5/22 Section 23 09 23 – 1.1 – F seems to be a template that might not have been updated. There is an existing JCI Metasys ECC but the specifications call for a “new ECC.” Is a new ECC desired or is connection to and expansion of the existing JCI Metasys ECC desired?

Connection and expansion of the existing JCI Metasys ECC is desired.

15 4/26/2022 5/5/22 It appears that the table in Section 23 09 23 – 1.1 – F – 2 Is also not complete. It seems that the desire would likely be for the 23 09 23 contractor to expand the existing ECC. Please update the table and confirm.

Connection and expansion of the existing JCI Metasys ECC is desired.

16 4/26/2022 5/5/22 Is 100% conduit desired for all control wiring, including above accessible ceilings?

Yes, 100% of all control wiring should be in conduit.

CONTRACTOR QUESTIONS VA RESPONSES TO QUESTIONS

17 4/26/2022 5/5/22 Section 23 09 23 – 1.8 Calls for 16 hours of training and Section 23 09 23 – 3.5 also calls for 8 hours of training. Do these training requirements overlap or is 24 hours of training desired for this job? This seems high for a job of this size.

(2) sessions of 8 hrs training.

18 4/27/2022 5/5/22 Ref drawing A001- Note 16 indicates the contractor is to provide submittal exchange. Specification 01 33 23 Part 1.6, D indicates the VA will provide submittal exchange. Who is to provide and pay for services of submittal exchange?

Contractor to provide submittal exchange.

19 4/27/2022 5/5/22 Ref drawing S001- Fireproofing note 1 indicates steel to maintain a 1hr rating but no specification is provided for spray fireproofing. Can clarification be provided on what is required to maintain a 1hr fire rating?

Steel is not required to maintain a 1-hr fire rating; spray fireproofing is not needed.

20 4/27/2022 5/5/22 Ref drawing A001- Roof type R2 shown on detail 2 does not show 1” Type B 22 ga. metal roof deck as shown on drawing S121. The R2 detail on A001 calls out ½” plywood. Part 2.3 of specification 06 10 00 calls out 19/32 or 23/32 for 24” on center truss. What thickness of plywood is required and is 1” 22ga. metal deck required on truss?

Sheet A001 Roof Type 2 is correct. Provide ½” plywood sheathing over metal roof trusses. Note that the decking is 1 ½” deep and holds the concrete portion of the roof structure. Ref. R2- detail 2/A001.

21 4/27/2022 5/5/22 When is contract award and notice to proceed expected for the project?

Since the solicitation has not closed yet and we do not know the bid results, we are unsure of a specific award date. We intend to award as soon as we can and then issue the NTP within a few weeks or so of award.

However, the government does not guarantee that will be the timeline.

22 4/27/2022 5/5/22 It looks like the data specifications are not accurate for the current Tomah VA standards. I really think this is very important to have this updated on this project. Some of the document dates back to 2018.

All of the specification sections, including Divisions 27 and 28, are the most recently updated specs provided by the

VA TIL.

CONTRACTOR QUESTIONS VA RESPONSES TO QUESTIONS

23 5/4/22 5/5/22 Is this job taxable? Yes. Include all applicable taxes in bid.

24 5/4/22 5/5/22 Are subcontractors required to furnish a performance bond?

As this is open GC bidding would I need to confirm with everyone in your bidders list to see what they require?

No. The bonds are only required for the GC.

25 5/4/22 5/5/22 I see RS-1 for the Roller Shades on the Finish Schedule, but there are no corresponding tags anywhere on the plans to show locations of shades. What is the direction for covering?

a. Do you want all exterior windows covered?

b. What about exterior doors?

c. Any interior windows or doors that require coverings?

a. Yes.

b. No.

c. No.

26 5/4/22 5/5/22 Typically, we do not cover windows at stairwells/vestibules/ elevators. Can you confirm if this works for you, or if any of those locations should receive shades?

Can confirm. Shades/covers are not needed in the stairwells, vestibules, or elevators.

27 5/4/22 5/5/22 Also, just confirming that we are only covering windows in the new building, excluding the existing building. The spec says to match to those existing - do you know what the headbox size is?

Refer to part 2.1 of specification section 122400 (Mecho Shade Thermoveil).

28 5/4/22 5/5/22 Do you require front fascia? The spec does not call for it, nor do the plans mention it, but just want to be sure that you are okay with an open roll.

No. The space is basically unoccupied, so it is not needed.
