About this file
This document contains responses to questions from offerors on solicitation number 36C77622B0025. The solicitation is for a construction project at the Tomah VA Medical Center to expand building 32 and add a new data center and correct deficiencies. The period of performance has been extended to 435 calendar days from notice to proceed in order to accommodate long lead times for equipment procurement. Eight sump pumps will be provided as clarified in the response. Conduits for electrical work should be PVC as specified in the referenced documents.
The responses provide additional clarification on the requirements, including extending the period of performance, clarifying the number and locations of sump pumps, and specifying acceptable materials.

Question 30:
With current lead times on equipment and materials, the contract duration of 365 days will not work. Please consider extending the duration of the project to accommodate the current conditions with equipment procurement.
Response 30:
Unfortunately, the VA must keep the period of performance of 365 calendar days from the notice to proceed (NTP). The VA highly encourages the awardee to prepare and submit critical long lead time submittal items prior to NTP.
Response 30 Update:
The VA has reassessed the response to this question and the POP has now been extended to 435 calendar days after NTP. Long lead time items should still be submitted for VA approval as early in the project as possible. The POP will be updated in all final docs before award.
Question 35:
The sump pump schedule on P001 indicates seven sump pumps. Reviewing the plumbing drawings and Civil drawing C102, there seems to be eight sump pumps. Please confirm the number of sump pumps, locations, and if necessary please provide a revised sump pump schedule. C102 indicates four sump pumps on the exterior of the building. Plumbing drawings indicate four interior sump pumps. Attached is a copy of drawing C102 with pump locations highlighted and some notes.
Response 35:
Regarding the sump pumps, the P001 drawing has 7 new pumps and 1 existing pump indicated.
See attached.
Response 35 Update:
This is to provide some further clarification on the previous sump pump discussion and the response to question 35. Reference the drawing on the next page.

A discrepancy was found between drawing P100 and C102 for the sump pump in Elec Vault B32-B. Drawing C102 is correct, SP-7 in Elec Vault B32-B.
In Elec Vault B32-A2, the SP is not labeled. That is SP-6.

Question 36:
Looking in the electrical specifications there is no place it refers to PVC conduit. Does the Toman VA want the conduits in the duct bank to be Rigid?
Response 36:
The following specifications/drawings should be referenced for the electrical PVC piping:
Spec 260541 pg. 4, Spec 260533 pg. 3, and E701
