About this file
This document contains an amendment to a solicitation for construction services. The Tomah VA Medical Center seeks a general contractor to furnish labor, materials, equipment and services to expand building 32 to incorporate a new data center and correct facility deficiencies. The addition will be approximately 5,000 square feet located between building 32 and the tramway. The period of performance is 365 calendar days from notice to proceed. The amendment extends the bid due date to May 26, 2022 at 12:00 PM, provides bid opening information via Microsoft Teams, and responds to technical questions from offerors regarding dewatering, site utilities, and protection of existing fiber and data lines during construction.

The following information is being provided in this amendment:
1) The bid due date has been extended. See BLOCK 11 of this amendment for revised bid due date and time. Please note, although the date bids are due has been extended, the time bids are due has been changed to an earlier time.
2) The bid opening will be conducted via Microsoft Teams teleconference. An in-person bid opening will not be facilitated. Offerors may participate in the bid opening by calling in or accessing the Microsoft Teams link. The call-in number is 1-872-701-0185. When prompted for your access code, please enter 988 363 159 followed by the # key. The Microsoft Teams link can be accessed by clicking here. The conference line and link will be available and bid opening will begin on May 26, 2022, at 12:30 PM (ET). Please be advised that bid submissions are still due at 12:00 PM NOON (ET) on this date.
3) Responses to additional technical questions. See below and the attached drawings referenced in question and response 35.
Question 30:
With current lead times on equipment and materials, the contract duration of 365 days will not work.
Please consider extending the duration of the project to accommodate the current conditions with equipment procurement.
Response 30:
Unfortunately, the VA must keep the period of performance of 365 calendar days from the notice to proceed (NTP). The VA highly encourages the awardee to prepare and submit critical long lead time submittal items prior to NTP.
Question 31:
The Soil Boring report suggests that ground water was encountered at approx. 8 feet below surface and the contractor shall make provisions to control the water if we dig that deep. What time of year were the soil borings completed (not the report, but actual boring work in field)? What if the ground water is encountered at a shallower depth below the surface, say 4-6 feet deep where anticipated excavation will happen? Is the contractor expected to include in their bid an Engineered Dewatering System to control all water outside the construction footprint and entire perimeter of the project during underground construction (Site Utilities, Foundations etc.)? OR should we bid the plans/spec.’s as currently written (water anticipated at 8 feet deep) and if we encounter the water less than 8 feet deep, there will be a modification at that time to address the unknown condition?
Response 31:
The soil boring tests were completed during the summer months. Per spec section 312011, Para 3.2B, contractor shall account for excavation drainage during excavation. Majority of the excavation is not deeper than 5 feet below grade, however there are locations where tie-ins to existing storm manholes https://teams.microsoft.com/l/meetup-join/19%3ameeting_NGY5MzE2ZGQtNGE4MC00NTUwLWJmYWEtYmE5YjllZmMwOTky%40thread.v2/0?context=%7b%22Tid%22%3a%22e95f1b23-abaf-45ee-821d-b7ab251ab3bf%22%2c%22Oid%22%3a%2287f92071-fbb0-4e90-a37f-a650988fb4af%22%7d and electrical vaults that are deeper than 8 feet (see Sheets C102 and C104 for plans and profiles for elevations). The dewatering method is required regardless if the source is ground water or rain water.
The ground water table is based on the soil borings and the Geotech report provided in the specification for contractor reference. The VA has given sufficient information to provide a reasonable bid and any is means and methods.
Question 32:
The answer to question five pertaining to the connectivity to B23 during the tramway construction simply says the contractor must maintain connectivity to B23. The VA needs to advise and/or show how this can be accomplished (internal systems) so it can be priced properly.
Response 32:
See response to the question below. Contractor to see utility demolition and new work plans in civil set (sheet CD102 and C102 provided in amendment 0003).
Question 33 Part 1:
There was a question asking about the existing underground Electrical and Data concrete tunnels/duct packages that run through the new building footprint, the drawings do not show them, will that question be answered?
Response 33 Part 1:
The VA assumes you are referring to question 7 (copied below). An amendment (0003) was posted 5/5/22 with updated drawings in response to this question. Additionally, drawing EP100 was provided 5/12/22 in amendment 0004.
7 4/14/22 4/28/22 Updated 5/5/22
I do not see a site plan for the electrical or data. What happens to all the fiber and data that run in the tramway once the section of the tram is removed. All of building 23 fiber runs through the tramway.
The telephone and electrical should be rerouted underground to the remaining existing tramway and offset to the existing path. ED101 will be revised to reflect this change. Update: See attached revised drawings.
Question 33 Part 2:
What the drawing is showing is us cutting all connectivity (fiber, data), coiling up the wires to one side of the site then proceeding with our underground foundation work. This means they will not be connected for many weeks or longer. Please note, the answer to number 7 contradicts the answer to number 5, we can’t do both. The concern is the VA holding us accountable to keeping connectivity in #5 and doing the work per #7 which is impossible. As long as the VA understands the fiber/data will be disconnected FOR WEEKS, the answer to #7 works BUT, the VA should eliminate the answer to #5 because it is impossible (unless the VA tells us how to do it).
Response 33 Part 2:
The existing telecom from the existing vault to building 23 is run underground per site plans and not in the tramway itself. It is to remain in place/protected during excavation and construction, as with the other telecom and electrical conduits, per sheets CD102 and C102. The drawings do not indicate to cut any fiber for these areas and call for them to not be disturbed and to be protected.
Question 34:
Specification 22 07 11, plumbing insulation, does not list insulating storm and clear water waste. There is some above grade storm, should this be insulated? If yes, please provide specifications.
Response 34:
Regarding the storm water insulation, the detail 8 &/P501 and spec 221400-15 call for the requirements for insulating the storm/clear water piping. The spec 221400 says to refer to 220711, which calls for 1” elastomeric insulation. Contractor is also allowed to use the equivalent fiberglass mineral with jacket.
Question 35:
The sump pump schedule on P001 indicates seven sump pumps. Reviewing the plumbing drawings and Civil drawing C102, there seems to be eight sump pumps. Please confirm the number of sump pumps, locations, and if necessary please provide a revised sump pump schedule. C102 indicates four sump pumps on the exterior of the building. Plumbing drawings indicate four interior sump pumps.
Attached is a copy of drawing C102 with pump locations highlighted and some notes.
Response 35:
Regarding the sump pumps, the P001 drawing has 7 new pumps and 1 existing pump indicated. See attached.
