About this file
This document is a Single Source Justification form for a Simplified Acquisition Procedure (SAP) for the Department of Veterans Affairs. The procurement involves construction services to upgrade Cath Lab #4 at the Minneapolis VA Medical Center, with a project value between $1,000,000 and $2,000,000. The specific single-source item is a Rauland Responder 5 354015 Staff Assist / Code Station for the nurse call system, which has been justified based on existing facility standardization. The justification emphasizes that installing a different manufacturer's system would create significant cost duplication, potential equipment incompatibility, and risks to patient safety, as the medical center staff is trained on and maintains spare parts for the Rauland system. Market research was conducted by Anderson Engineering, and the procurement is planned for a Service-Disabled Veteran-Owned Small Business (SDVOSB) under NAICS code 236220 with a size standard of $45.0 million.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This procurement is for construction services to Upgrade Cath Lab #4 at the Minneapolis VAMC. The scope includes everything necessary to renovate an existing ward that meets the requirements of the Department of Veterans Affairs.
The value of the brand name only item is listed below and the VAAR Construction magnitude for the entire project is between $1,000,000 and $2,000,000.
a. Nurse Call Code Blue Station
i. Brand Name: Rauland
1. Rauland Responder 5 354015 Staff Assist / Code Station
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These items have been standardized throughout the Minneapolis VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. All nurse call throughout the facility is Rauland Responder 4 and/or 5. New nurse call components must tie into the existing system, and only Rauland components are compatible.
Having multiple nurse call systems within the facility is not cost effective or practical for patient safety. The facility does not have the correct headend or master stations to work with other nurse call brands. In addition, medical center staff is currently trained in the maintenance and operation of the Rauland system, and spare parts for that system are kept on hand. If other systems are brought into the facility; patient safety will be at risk because the staff may not understand how to respond to multiple systems. Repairs will also take longer.
