About this file
This document is a Single Source Justification form for a VA construction project to upgrade Cath Lab #4 at the Minneapolis VA Medical Center. The procurement involves installing new door closers from LCN Brand, which have been standardized throughout the facility. The project's total construction magnitude is estimated between $1,000,000 and $2,000,000, with market research conducted by Anderson Engineering to secure pricing. The justification emphasizes using the same brand of door closers to maintain consistency, avoid additional training and maintenance costs, and ensure proper equipment functionality across the hospital's existing infrastructure.
The document is part of a planned 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside solicitation, with an anticipated Invitation for Bid (IFB) release date of May 7, 2025. The project scope includes general construction, site preparation, demolition, and coordination for replacing end-of-life X-ray equipment in Cath Lab #4, with a performance period of 240 calendar days from the Notice to Proceed. The project will require careful coordination between contractors to ensure the adjacent Cath Lab #3 remains operational during the renovation.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This project will be installing new door closers in the rooms that match our existing closers. These items have been standardized throughout the Minneapolis VAMC.
Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The facility currently has several thousand closers installed in the hospital. The VA carpenter shop keeps parts and extra closers in stock for repair and/or replacement of our existing door closers. Adding a new brand of door closer would cause additional training for VA staff, maintenance time, and cost to stock parts.
4. Description of market research conducted and results or statement why it was not conducted:
