About this file
This document is a Single Source Justification form for a Department of Veterans Affairs procurement for upgrading Cath Lab #4 at the Minneapolis VAMC. The project involves construction services to renovate an existing ward, with a project value between $1,000,000 and $2,000,000. Specifically, the justification focuses on procuring Stanley Auto Door Operators, which have been standardized throughout the medical center. The document argues that introducing alternative manufacturers would create significant cost duplication, potential equipment functionality issues, and complexity for maintenance staff training and parts inventory.
The market research was conducted by Anderson Engineering to secure pricing for the government estimate, with the Contracting Officer and Contracting Officer's Representative reviewing the findings. The procurement is structured to ensure standardization and efficiency for the Minneapolis VAMC facility. The document includes a certification by a Supervisory Contract Specialist affirming the accuracy and completeness of the single-source justification in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b).

This procurement is for construction services to Upgrade Cath Lab #4 at the Minneapolis VAMC. The scope includes everything necessary to renovate an existing ward that meets the requirements of the Department of Veterans Affairs.
The value of the brand name only item is listed below and the VAAR Construction magnitude for the entire project is between $1,000,000 and $2,000,000.
a. Auto Door Operators
i. Stanley Auto Door
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These items have been standardized throughout the Minneapolis VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The medical center maintenance staff is trained to service these Auto Door Operators and maintain them in working condition. If a different Auto Door Operator would be introduced into the medical center, it would cause confusion for maintenance staff, contractors and would require the medical center to stock parts for different manufacturers at additional cost to the medical center.
