About this file
This document is a Single Source Justification form for a Department of Veterans Affairs (VA) procurement for card readers for the Minneapolis VA Medical Center (VAMC). The procurement is part of a Cath Lab #4 upgrade project with a construction magnitude between $1,000,000 and $2,000,000. The justification specifically requests Lenel Corporation card readers (Lenel HC Model RPK40 Card Readers and Lenel Model 1300-u control board) due to existing facility standardization and system compatibility requirements. The market research was conducted by Anderson Engineering, and the procurement is being processed through the VHA, NCO 23 Contracting Office in Omaha, NE, for the VISN 23 facility in Minneapolis, MN. The justification emphasizes that alternative card readers cannot connect to existing power boards or communicate with the current security system, making the Lenel components critical for maintaining a functional and compliant security infrastructure.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This procurement is for construction services to Upgrade Cath Lab #4 at the Minneapolis VAMC. The scope includes everything necessary to renovate an existing ward that meets the requirements of the Department of Veterans Affairs.
The value of the brand name only item is listed below and the VAAR Construction magnitude for the entire project is between $1,000,000 and $2,000,000.
a. Card Readers
i. Brand Name: Lenel Corporation
1. Lenel HC Model RPK40 Card Readers
2. Lenel Model 1300-u control board
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These items have been standardized throughout the Minneapolis VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The Facility security system is currently Lenel with HD readers and Lenel control boards.
Readers must be compatible with Lenel and FIPS compliant. Other card readers are not compatible with these requirements. They have no way of connecting to the power boards or communicating with the system currently in place. A functional, communicating security system is a major safety requirement. Lenel zone control boards are also required to connect back to the Lenel system.
