About this file
This document is a Single Source Justification form for a construction services project to upgrade Cath Lab #4 at the Minneapolis VA Medical Center. The procurement involves electrical distribution panelboards and circuit breakers from Cutler-Hammer, specifically chosen to match the existing 800 electrical distribution panels throughout the medical center and out-buildings. The justification emphasizes standardization, cost efficiency, and operational consistency, noting that installing different manufacturers' equipment would create significant duplication costs and potential functional issues. The project's construction magnitude is between $1,000,000 and $2,000,000, with market research conducted by Anderson Engineering to secure government pricing. The document is prepared for a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract under the Veterans Health Administration, with the solicitation planned for issuance on or about May 7, 2025.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This procurement is for construction services to Upgrade Cath Lab #4 at the Minneapolis VAMC. The scope includes everything necessary to renovate an existing ward that meets the requirements of the Department of Veterans Affairs.
The value of the brand name only item is listed below and the VAAR Construction magnitude for the entire project is between $1,000,000 and $2,000,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This item is to match the existing electrical distribution panels and circuit breaker in substations in the medical center and the out-buildings. These items have been standardized throughout the Minneapolis VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The medical center currently has approximately 700 electrical distribution panels and another 100 in the out-buildings that are the Cutler-Hammer brand. The medical center electrical staff stocks parts for the Cutler- Hammer brand. The addition of another repair part that would need to be stocked would not only result in additional costs associated with the repair parts but also require VA labor to contract, order, stock, and inventory the additional repair parts.
The Cutler-Hammer brand of electrical distribution equipment allows the electrical staff to respond to these electrical panels in an emergency without having to decide which brand of panel needs to be repaired and avoid the electricians from having to
