About this file

This document is a Single Source Justification form for a Department of Veterans Affairs procurement to upgrade Cath Lab #4 at the Minneapolis VAMC. The project involves construction services to renovate an existing ward, with a total project value between $1,000,000 and $2,000,000. Specifically, the justification focuses on procuring a Gamewell/FCI fire alarm system, which has been standardized throughout the facility and is critical for integration with the existing system. The document argues that using alternative manufacturers would create significant cost duplication and potential system incompatibility, making Gamewell Corporation the only viable source for these components. The procurement is being conducted under Simplified Acquisition Procedures, with market research performed by Anderson Engineering to secure pricing and validate the brand-specific requirements.

1. Contracting Activity: Veterans Health Administration (VHA), NCO 23 Contracting

Office, 111 South 18th Plaza, Omaha, NE 68102

Requesting Activity: Department of Veterans Affairs, VISN 23, VAMC Minneapolis, 1 Veteran Drive, Minneapolis, MN 55417

2237 Number: 618-25-4-6954-0045 for Project # 618-CSI-230 Upgrade Cath Lab #4

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This procurement is for construction services to Upgrade Cath Lab #4 at the Minneapolis VAMC. The scope includes everything necessary to renovate an existing ward that meets the requirements of the Department of Veterans Affairs.

The value of the brand name only item is listed below and the VAAR Construction magnitude for the entire project is between $1,000,000 and $2,000,000.

a. Fire Alarm System

i. Brand Name: Gamewell/FCI Components

ii. Value:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

These items have been standardized throughout the Minneapolis VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. Gamewell/FCI components are required to integrate with existing fire alarm system. Accordingly, Gamewell Corporation is the only firm capable of providing the supplies and services without the Veterans Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. Additionally, this is a NFPA listed system in which all components must be from the same manufacturer to function and communicate appropriately and is a fire code/safety related matter.
