About this file
This document is a Single Source Justification form for a construction project to upgrade Cath Lab #4 at the Minneapolis VA Medical Center. The procurement involves construction services for renovating an existing ward, with a project value between $1,000,000 and $2,000,000. The justification specifically focuses on procuring a Johnson Controls Building Automation System, which is deemed the only compatible system for the medical center due to its proprietary technology and existing facility-wide implementation. The document argues that using this specific system is critical for maintaining patient safety, building temperature comfort, and reducing maintenance and training costs by ensuring a standardized automation approach.
The market research was conducted by Anderson Engineering, and the procurement is being managed by the Veterans Health Administration's NCO 23 Contracting Office in Omaha, Nebraska. The single-source justification emphasizes that the Johnson Controls system's proprietary nature prevents other systems from connecting, and that a patchwork of different building automation systems would compromise the facility's ability to maintain proper building automation. The document is part of a larger project (Project # 618-CSI-230) and follows Federal Acquisition Regulation (FAR) 13.106-1 guidelines for single-source awards under the Simplified Acquisition Threshold.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The specified building automation system is the only system meeting the requirements of the Minneapolis VA Medical Center. The intent is to install the same brand and type of building automation system throughout the medical center to provide a system that is compatible with the existing system. JCI is building automation is currently used throughout the facility. The current Johnson Controls Building Automation System utilizes proprietary technology so other systems are not able to connect to it. Additionally, having a standardized system improves patient safety, building temperature comfort, alarms/alerts, and reduce maintenance and training costs. Patient comfort and safety would be at risk if a patch work of building automation systems were installed in any facility that already has Johnson controls. Lack of a standardized system would impact the facilities ability to maintain proper building automation.
