About this file

This document includes an amendment to a solicitation for construction services. The amendment provides responses to remaining contractor questions to clarify project scope details. Key clarifications include confirmation that conduit and supports will be provided for all equipment, EMT conduit is acceptable, dorma operators are the building standard, and responsibilities for equipment installation, warranties and commissioning. The responses aid offerors in fully understanding requirements to submit accurate proposals to complete construction of a new catheterization laboratory and hybrid operating room suite, including installation of an air handling unit, at the VA Palo Alto Health Care System campus in California within a 365 day period of performance.

Refer to specification section 23 09 23 for controls requirements.

084 Per detail 4/MH601, AHU-6 and EF-28 and associated zones look to be part of scope. Please confirm it is only AHU-6A and associated zones that is in scope.

Refer to MD102 and MH102 for duct plans.

AHU-6A will serve zones within the project scope.

085 There is a discrepancy between the amount of air terminal units on the mechanical schedule and air flow diagram in detail 4/MH601. The schedule shows 7 while the diagram shows 12. How many supply air terminals and exhaust air terminals are part of scope?

Refer to MH102. There are 3 exhaust valves and

7 supply air terminal units.

Should the construction team assume the air terminals need to be replaced as part of this project? Note: Manufacturer’s warranty has expired. Will this contractor be responsible for warranties related to all owner purchased equipment whether installed or not?

The existing owner purchased equipment is to be used unless defective, damaged or broken. The equipment's original warranties are to be used.

Contractor is not responsible for new warranties on existing equipment.

087 Finish Schedule calls out Solid Surface

S-2 at Walls? Can you confirm where this is at? (see table at bottom of next page)

Hybrid OR E2-427 is one such location; see sheet AS403 Finish Plan for finish codes designated under each room name & number for complete information. Follow the wall finish code from each room to "ROOM MATERIAL

AND FINISH CODE" key for wall finish product in that room.

SOW mentions a Quality Control

Manager, will both of these roles be a separate person? The same person? Or can the superintendent fulfill all both roles? Please advise and provide further details on what is expected of each role and site presence requirements.

Section 01 35 26 – ‘Safety Requirements’

Section 1.6 requires that the Site Safety and

Health officer (SSHO) be a separate individual from the Superintendent and Quality Control

Manager with duties only as the SSHO.

090 Work hours are set in the bid documents to start at 8:30am – can this be changed to 6am or 7am?

Yes, we can accommodate a 6am / 7am start time.

091 The specs call out a need for Resident

Engineers Field Office, will this be required?

A Resident Engineer Field Office will not be required. See also RFI #27and #51

See also RFI #29 (amendment 0007) and #68.

093 Is the commissioning agent being contracted with direct by the VA? Or should the cost/subcontract be carried in the GC pricing?

The Commission Agent will be under a separate contract with the VA.

094 Is the area shown on AS102 to receive all new acoustical ceiling? That entire area is not shown for the existing ceiling to be removed. Also, the area on AS102, includes area outside of the construction barrier, is all of that to receive new acoustical ceiling? And how would you expect the outside area be phased?

This RFI is not clear because it doesn't mention specific area by their room name and number.

However, the only areas in questions are

Corridor E2-C34 & E2-C36. Corridor E2-C34 to have new ceiling. West portion of Corridor E2-

C36 up to grid line 14 to have new ceiling.

Remaining existing ceiling east from grid line 14 is not part of this project scope and is considered as "existing to remain" with transition between these ceilings at grid line 14.

095 In equipment room E3-333, it is shown to remove the gyp board ceiling but there is no mention of putting a gyp board ceiling back. Please advise is this room is to be gyp or acoustical ceiling.

Contractor to confirm existing ceiling construction in walk through before demolition.

Final ceiling to match existing.

096 The legend on the floor plans has several walls shown as “Existing Partially

Constructed Partition to be completed per partition type scheduled” – what is currently installed on these walls?

Partially constructed walls have different degrees of completion. Bidder to survey these walls and identify missing portions to accommodate their completion per partition type.

097 There is a card reader called out on sheet

AS401 at E2-457, but nothing is shown on the electrical drawings.

Include card reader as shown on architectural drawings. Card Reader is required and will be coordinated between electrical/IT with architectural drawing AS401.
