About this file
This amendment to a federal contract opportunity provides additional clarification to suppliers. It addresses questions received from potential bidders regarding scope details such as equipment responsibilities, drawings, and existing conditions. Clarification is provided on items including fire alarm wiring, door hardware, signage, and access control systems. The amendment also attaches a site visit sign-in sheet. This type of amendment is common in federal contracting to ensure all suppliers have the same understanding of requirements prior to submitting bids.

Contracting Officer
The purpose of this amendment 0007 is as follows:
1. VA response to RFI # 003 (shown in amendment 0006) is revised to the following:
The shielding report used for this project was provided by Stanford (copies attached for reference). Copies were given to the AE at the start of re-design. GC shall verify existing conditions against this report.
This is a standard detail, 2-strand multi-mode fiber is not called for in VA Cath Lab drawings and is not required.
2. Revise section 01 00 00 General Requirements, para. 1.6 Operations & Storage Area, para. K.4, to read as follows:
Major interruptions of any system must be requested, in writing, at least 30 calendar days prior to the desired time and shall be perform as directed by the COR.
3. Attach sign-in sheet from 2nd Site Visit held on January 11, 2022.
4. Respond to additional RFIs received through January 3rd, 2022, as follows:
RFI
NO.
Information Being Requested VA Response to RFI:
009 Please confirm if we can use CPARS evaluations in place of the Past Performance
Questionnaire?
We are assuming your question pertains to your response to
Evaluation Factor 5 - Past
Performance. You may include final
CPARS evaluations, if available, from those completed projects listed in Offeror's response to Factor 1. Do not include Past Performance
Questionnaires (Attachment B) that your references completed and sent back to you instead of sending them directly to VA contracting.
010 We respectfully submit our substitution request for use of our product (ballistic doors and frames rated to UL-752 Level 3 for this project. How do I notify prime contractors about our products?
Prime contractor information (those who attended the site walks) are attached via amendment to the solicitation.
011a The Door Schedule on Sheet AS601 does not list the door material for any of the openings.
All door and door frame components are HM (hollow metal) unless otherwise indicated in the door schedule.
011b The Door Schedule calls for hardware Set 2C for Doors 698 and 699. However, there isn't a corresponding hardware set in the specification manual
See revised Door Schedule on Sheet
AS601.
011c Pages 08 71 00-19 thru 08 71 00-22 provides the Hardware sets for the project. At the end of each hardware set, there is indication as to which door the hardware set goes to.
However, these don't match up to the doors listed in the Door Schedule
Follow the hardware sets listed in the revised Door Schedule on Sheet
AS601.
012 At the site visit I noticed many fire alarm devices were not connected yet there is wire ran in the conduit. This shows that the fire alarm system within this workspace is currently off of the main panel. As much there is a good amount of conduit and wire that looks to have been installed/placed by the previous team. Should new fire alarm wire be required to be ran between new device locations? If not, since all of this wire is currently not connected to the panel and can’t be tested, will the existing wire be warranted to be free of any issues (shorts, ground faults, etc) if we were going to use it?
Refer to Fire Alarm system General notes on Sheet EF1-1. Provide new
Fire Alarm wiring for installed devices. Re-use existing conduit where feasible, otherwise provide new. Verify and test all newly installed cabling as required for full system functionality.
013 In drawing EF1-1 it shows symbols for new
“Horn Strobes” as well as “Strobes”.. In this building the audible notification from the fire alarm system is voice via the speakers and not via horns. Please confirm that any/all symbols that show a horn strobe need to be strobes.
Please clarify if they are meant be otherwise
Refer to symbols list on sheet E0-1.
Provide speaker strobes and strobes as shown on floorplans, no horn strobes.
014 During site visit where the drawing shows existing devices (especially in the enclosed construction area vs outside in the corridor) many of the fire alarm devices were not present in these locations. Should we exclude providing any new devices shown as existing
(because they may be missing/lost or damaged) or should we plan to include a new device for these?
Refer to Fire Alarm system General notes on Sheet EF1-1. If existing devices are damaged, missing, lost, etc. within area of renovation, provide new. Provide Strobe
Synchronization as detailed in FA
General Notes.
015 Without as-build fire alarm drawings it is not readily known if the existing fire alarm panel, voice evac amplifier, and/or NAC booster panel can handle the new devices. Should we assume that the system has enough available circuits, and/or sufficient voltage drop to handle all the NAC or speaker devices? If we need to determine that, we will need access to as-build drawings prior to bidding.
Refer to Fire Alarm System General notes on Sheet EF1-1. Coordinate with Fire Alarm Systems
Manufacturer/Supplier to verify
Existing Fire Alarm System.
016 In Drawing EF1-1, there are some existing strobes that are of an older variety, as example the visual device next to the Electrical/IDF closets in the hallway. These will need to be replaced and may even need to be combined in an existing circuit in order to maintain synchronization, however this device is shown as (E) existing. Should we plan to bid this project based on what is shown and how it is shown in the drawing?
Refer to Fire Alarm System General notes on Sheet EF1-1. Coordinate with Fire Alarm Systems
Manufacturer/Supplier to verify
Existing Fire Alarm System and compatibilities. Contractor is responsible for providing fully functioning and synchronized systems.
017 Is the fire alarm system for this project considered spec’d or design build? Have these fire alarm plans and device locations been approved by the AHJ and should we bid according to the plans provided?
Refer to Fire Alarm System General notes on Sheet EF1-1; Note #1 directly addresses this question.
018 We have performed service on the fire alarm system at the VAPA. Is this project open to any fire alarm vendor or a particular vendor required for the fire alarm scope of this project?
Fire Alarm is Notifier by Honeywell
019 Please confirm secondary steel supports for new AHU have been previously installed at the roof deck.
See 3/SS701 for curb detail. Curb is new, not previously installed, as are all elements to be installed on it.
020 Please provide name and contact information for warranty holder for the roof being affected by work.
Existing roof of building 100 is no longer under warranty.
021 Please confirm the new medical/medical imaging equipment has not changed and is the same as when construction previously started and stopped.

030 Page 15 of the provided spec book states general contractor to include costs related to accessing the facility TRIRIGA CPMS system. Please provide the cost for accessing the TRIROGA CPMS system.
This is no longer required.
031 Page 97 of the provided spec book states the project includes liquidated damages for any data breach resulting from conduct of the general contractor. However, the spec book does not list the project including liquidated damages related to duration. Please confirm there are no liquidated damages related to duration/schedule extensions.
Confirmed. Liquidated damages related to duration/schedule extensions are not required or included in solicitation.

Equipment without specific responsibilities called out are to be contractor provided/contractor installed.
033 Please confirm items listed on AS603 as owner furnished /vendor installed are not to be included in general contractor’s cost. Confirm vendor in this case refers to vendor contracted directly by facility.
Confirmed. However, GC to provide support system to the point of connection such as conduits, backing, etc.
034 Sheet AS601 Door Schedule indicates 1 existing door and no existing windows. Please confirm that all windows/doors not shown as existing on the schedule need to be furnished and installed by general contractor and have not already been purchased by facility.
Confirmed. Verify during inventory any doors that may have been purchased and stored on site for owner credit.
035 Signage schedule sheet AS606 does not indicate if the signage has already been purchased by facility. Please confirm all signage called out on the schedule is to be furnished and installed by general contractor.
Confirmed. All signage called out on the schedule are to be provided and installed by the General
Contractor.
036 During the site it was noticed that there appear to be new med gas lines ran withing the project area. Please confirm that sheet PG102 accurately depicts the current existing conditions and general contractors should bid per sheet PG102.
Confirmed.
037 Sheets MH002, MH003, MH004 list the following equipment as existing and furnished by facility air separator, AHU, Steam
Humidifier, two fans, duct terminal unit, chiller coil, heat recovering system, chiller, pump, expansion tank, steam heating coil, clean steam generator, vibration isolators, and buffer tank. Please confirm these items are currently located on the roof and will not require rigging by general contractor.

No, as long as it is compatible with access control system.
043 Is there an existing access control system that will be utilized for the new doors that require access control?
Access control must be compatible with existing building systems, per
Dwg ET2-2 (riser diagrams of access control). VA's Access Control
System vendor is Trofholtz
Technology.
044 We are looking for the best way for Our
Company to submit a bid on the surgical lights
& booms scoped into this OR upgrade project.
I noticed that the equipment is being purchased directly by the VA.
The Steris booms are VA-owned.
Ceiling lights in the OR are an integrated component of the
Cleanroom Ceiling System as described in spec. section 09 54 33.
This project has been partially constructed, therefore, the framing for the Cleanroom Ceiling System is an existing condition -- CleanSuite
Ceiling System was used as the design criteria. Any future components must be compatible with these conditions. Purchase of additional boom(s) will be made under a separate contract; it will not be part of this requirement.
045 Please clarify which doors & frames on the door schedule are to be painted? Locations?
All doors and door frames shall be painted.
046 Please clarify where the breaking point for painting the E2-C36 corridor is. Where should we stop painting? The plans are not clear.
See drawing AS403
047 Regarding Spec 08 71 00, Drawing AS601:
The door schedule on AS601 does not match up with the door hardware groups in specification section 08 71 00. The hardware groups refer to doors with numbering N2.1, N2.2, N2.10, etc. The door schedule and plans have doors numbered 698, 699, etc. In addition, there are four doors with hardware set HW-10 on the door schedule but the specification states “Hardware by Door
Manufacturer” for HW-10 and lists doors
N2.22 & N2.23.
See answer to RFI 011b, and revised
Door Schedule.
048 Regarding Spec 07 81 00: Applied
Fireproofing part 1.1 A states “This section specifies spray-applied mineral fiber and cementitious coverings to provide fire resistance to interior structural steel members shown”. I am unable to find any depiction or notes on the drawings showing where this applied fireproofing is required. Please indicate where this applied fireproofing is required.
Applied fireproofing is required in all main structure, columns & beams.
049 Regarding Spec 10 25 13, Drawings AS407 &
AS603: Specification Section 10 25 13-1.1A states “This section specifies the furnishing, installation and connection of the Patient Bed
Service Wall (PBSW), both horizontal and vertical”. But Sheet AS407 calls the PBSW as
Equipment C-393194 and the ID Legend calls it out as “Headwall, Flatwall, Recessed
(Existing)”. This Equipment Id (C-393194) is listed under the Owner Furnished/Owner
Installed section on Sheet AS603. Please confirm that these PBSW/Headwalls are OFOI and that the contractor is only to make service connections to them.
Headwall system is owner supplied and already installed; Contractor is responsible for service connections and installing finish trims.
050 Regarding Spec 01 00 00: General
Requirements specification 01 00 00 – 1.5 C.1 states “The General Contractor shall provide unarmed guards at the project site at the specific request of the Resident
Engineer/COR. Please state if this service will be requested and if so when would the guards need to be present and for how long. In order to price this service, we need to know if the guards are required 24 hours per day, 7 days
Unarmed guards are not required.
See RFI #024 per week or only during construction hours, or only during non-construction hours, etc.
051 Regarding Spec 01 00 00: General
Requirements specification 01 00 00 – 1.17 is for the Resident Engineer’s Field Office and is to be provided where shown on the drawings.
Since nothing is shown on the drawings are we to assume that a field office for the
Resident Engineer is not required?
Confirmed, field office for Resident
Engineer is not required
